Lawmakers Approve Funding for TBED Initiatives in State Budgets

Three states recently wrapped up their 2008 legislative sessions, resulting in the passage of operating and capital budgets for the upcoming fiscal year. State lawmakers approved funding for new and existing TBED initiatives aimed at diversifying the states' economies through increased investments in energy programs, higher education research initiatives and science, technology, engineering and mathematics (STEM) fields.

South Dakota Changes Tactics in the Battle for High-Tech Jobs

South Dakota recently announced it is reorganizing its programs to support entrepreneurs and high-tech start-ups. Instead of offering assistance to new firms through small, targeted programs, the state will reallocate the funding for these smaller programs into a larger fund with fewer restrictions on how that money can be spent. The change will allow the state greater leeway to assist expanding businesses, many of which were not eligible for the existing support programs.

South Carolina Governor Proposes $2M for Broadband

South Carolina Gov. Mark Sanford announced that his budget for fiscal year 2007-08 will include a request for $2 million to bring high-speed Internet access to rural parts of the state. This allocation from the state’s Capital Reserve Fund would be used to create a Rural Broadband fund to increase broadband penetration in underserved communities and is designed to boost economic development by providing Internet access to students, businesses and entrepreneurs.

South Dakota Creates Office of Commercialization

To fulfill a goal within the state's 2010 Initiative of becoming a recognized leader in research and technology development, the South Dakota Department of Tourism and State Development will operate an Office of Commercialization under the direction of Mel Ustad, current Interim Vice President for Research at the University of South Dakota.

Gov. Patrick has appointed Sharon Gillett to head the newly created Massachusetts Department of Telecommunications and Cable. Gillett previously served as a principal research associate and chair of the Broadband Working Group for the industry-sponsored Communications Futures Program at the Massachusetts Institute of Technology and was a member of the Boston Wireless Task Force.

South Dakota Dedicates $2.8M to University Research Centers

Gov. Mike Rounds announced last week the creation of four new specialized research centers at the state's public universities. The $2.8 million in awards mark South Dakota's first foray into using university-based research investments as a tool to grow the state's economy, the governor said.

Details on a $110 million initiative to create more jobs and stimulate the Massachusetts economy were released yesterday by Massachusetts House Speaker Tom Finneran and other state leaders. The initiative, Mass Jobs: Investment and Opportunity, is an innovation-friendly plan to streamline government functions and encourage growth in emerging technology through capital formation, regional development, and stability in regulation and taxation.

South Carolina's three major research universities were awarded a total of $30 million this week to establish the state's first six centers of excellence, according to The State, a Columbia, S.C.-based newspaper.

Women's Business Center Opens in South Carolina

The South Carolina Women's Business Center has opened its doors and already has 30 customers, the South Carolina Manufacturing Extension Partnership (SCMEP) recently announced. Headquartered in Columbia, S.C., the Women's Business Center will focus on serving only manufacturing facilities in 2003 but will add services to other types of businesses in 2004.
