Janet Yancey-Wrona, director of the Maine Technology Institute (MTI), has been named the Governor's Science and Technology Advisor and the first Director of Innovation for the Maine Department of Economic and Community Development. In her new position, Dr. Yancey-Wrona will oversee the state's research and TBED activities, including MTI, the business incubator program and Maine EPSCoR initiative.

Betsy Biemann will be the new director of the Maine Technology Institute, pending legislative confirmation in January. Biemann currently serves as an associate director at The Rockefeller Foundation.

Patrick Tam resigned last month as executive director of the Spokane Intercollegiate Research and Technology Institute.

Study Suggests Cultural Changes in Universities Could Be Key to Promoting Greater Tech Transfer

A Visa analysis of innovation and creativity among the nation’s top 50 metro areas has Seattle ranked first in combined scoring, followed by Austin, Nashville, Minneapolis and Washington, D.C. Visa’s Innovation Index measures entrepreneurialism, community support and creativity on a per capita basis throughout the major Metropolitan Statistical Areas.

Peter Bianco has been named executive director of University Enterprise Laboratories, a nonprofit entity created by the University of Minnesota that provides incubator laboratory space for bioscience start-up companies.

Laurie Lachance recently was named the next president of the Maine Development Foundation, Maine's economic development policy organization. Lachance is a former economist for the Maine State Planning Office.

The presentations from last week's conference, Knowledge Clusters and Entrepreneurship in Regional Economic Development, now available online, provide a good introduction to many of the topics and issues to be discussed at SSTI's annual conference, Building Tech-based Economies: Preparing for Tomorrow's Challenges, in Philadelphia, Oct. 13-15.

Balancing the role of universities and colleges in economic development can be tricky, as Dr. Bok points out in his new book (see article above), but its important role in building stronger tech-based economies cannot be overstated. SSTI’s 7th annual conference, to be held in Seattle on October 21-22, presents the best opportunity of the year for developing a great understanding of the most effective ways for local and state economies to benefit from the academic research enterprise.

Two of the most critical issues in today's tech-based economic development (TBED) involve money — funding for companies and funding for TBED programs.

Jacques Koppel, president of Minnesota Technology, Inc. since 1991, announced his resignation on July 28. Under Mr. Koppel's leadership, MTI worked with more than 5,600 manufacturing and technology companies around Minnesota, helping the state's economy realize gains of more than $700 million in the process.

The City of Spokane and a group of local organizations have penned a strategic plan designed to help the city and the Inland Northwest achieve an Innovation Economy.

Until now, the opportunities have been fairly limited for tech-based economic developers to learn from the lessons of fellow practitioners running successful entrepreneurship programs.

We recognize that SSTI's annual conference quickly has become the premier professional development event annually for the tech-based economic development field. Maine Governor John Baldacci has nominated one of his senior policy advisors, Jack Cashman, to become Commissioner of the state Department of Economic and Community Development. Cashman formerly served as a Democratic state representative from Old Town.
