Digest readers may have noticed in our headlines over the past few months that state efforts to improve their economic standing through science and technology are undergoing a tremendous period of growth and expansion. While state S&T programs have been in existence since the 1950s, most activity occurred in the early 1980s and early 1990s during severe economic downturns. The activity of the last 15 months rivals that of the early 1980s and will in all likelihood ultimately surpass it.

SSTI has added two new features to our web site to make your visits easier. Both are free services from Mind-It.com. First, a site search engine has been added to our home page http://www.ssti.org allowing quicker browsing and researching.

The Ohio Business Alliance for Higher Education and the Economy named Reginald Wilkinson to serve as its executive director.

To help business incubator managers match start-up businesses with private investors through an Internet-based network, the National Business Incubation Association (NBIA) has partnered with LocalFund, Inc., a network service provider based in Billings, Mont.

The SSTI Weekly Digest will be taking a brief spring break and will resume publication on Friday, May 3.

The Ohio Department of Development, which works collaboratively with businesses, communities and the Ohio Legislature to develop financial and technical programs, seeks to fill the position, Grants Administration Manager. The position's duties include managing the outside Grant Administration Team, assessing project results and progress, and performing other duties assigned by the Deputy Director of the Technology Division.

Collaboration and partnership among public, private, and non-profit entities have taken on a renewed urgency as states and localities seek quick and cost effective methods to cultivate the necessary environment to foster and support technology-based economies.

We try hard to be objective in the SSTI Weekly Digest and to present information without editorializing. This is one of the rare instances that we will not even attempt to be objective. We have several items involving SSTI to report:

According to a new report by a public-private collaborative project called Ecom-Ohio, Ohio lags many others in the “Net” Economy. The group draws attention to the state’s digital divide among certain population groups and laments slow Internet adoption in small and medium-sized businesses and a lack of public incentives and investment to help correct the situation.

Baiju Shah is the new president of the Cleveland's BioEnterprise Corp., succeeding Matt Jennings.

SSTI is excited to announce the addition of two new policy analysts to its staff. Rich Healy is an economic geographer formerly with the Columbus-based engineering and architecture firm Burgess & Niple. Heidi Findley served as press secretary to former Ohio Governor Richard Celeste for several years and, prior to that, as assistant deputy director for the Ohio Department of Development's Division of Technological Innovation.

SSTI extends a friendly reminder there is still time for readers to complete the 2002 SSTI Weekly Digest survey. As mentioned in a separate e-mail earlier this week, the survey results help us determine the editorial direction and content of future Digest issues.

In honor of Independence Day, no SSTI Weekly Digest will be published July 5.

Ohio's investment in technology-based economic development will top $50 million in FY 2000 as a result of the biennial budget passed by the Ohio General Assembly this week. Spending for the programs will grow nearly 35 percent from $40.4 million in FY 1999 to $54.4 million in FY 2000.

The State Science and Technology Institute (SSTI) is seeking a Policy Analyst. The Institute serves as a resource center for initiatives in all 50 states that encourage technology-based economic development.

Cheryl Lyman, policy analyst with the State Science and Technology Institute, will be leaving SSTI today to accept a position with the Ohio Department of Commerce as its fiscal officer. Cheryl has worked with SSTI since its opening in 1996. We wish her well in her new position!

A new report by SSTI finds that 48 states have some structured SBIR promotion or assistance effort underway. States spent $8 million in FY 1998 to promote involvement and encourage success in the federal SBIR program. These are among the findings reported in State and Federal Perspectives on the SBIR Program.

Wheeling Jesuit University invites applications for the position of Chair of the Department of Business and Technology. Among the Chair's responsibilities are recruiting and retaining faculty, overseeing curriculum and budget, developing and maintaining strong ties to the business and governmental community of the Wheeling area, and articulating a vision which leads to widespread recognition of the Depart-ment as offering a premier education program. Applications will be accepted until May 10, 1999.

Last week's issue of the SSTI Weekly Digest was our 150th since beginning the publication on March 1, 1996. Since that time, the Digest has grown more sophisticated in its news coverage and value largely due to the input we receive from our readers. NASA Lewis Research Center, located in Ohio, has been renamed the "John H. Glenn Research Center at Lewis Field" to honor the contributions John Glenn has made in American space history.
