Gov. Brad Henry unveiled the details of his fiscal year 2009 budget recommendation earlier this week, providing a substantial increase in funding to the state’s lead TBED agency and proposing a permanent funding mechanism for cutting-edge research through the EDGE Endowment.

 

Oklahoma is one step closer to positioning itself as a leader in sustainable energy production, with the creation of a $40 million Bioenergy Center. The legislature passed SB 510 at the close of the 2007 session last month, establishing the Oklahoma Bioenergy Center announced by Gov. Peter Abramo has been named executive director of Cameron University’s Center of Emerging Technologies and Entrepreneurial Studies, effective Aug. 30.

A pilot program meant to spur entrepreneurship with community involvement is set to begin in Torrington, Wy., in the next two months. A joint venture between the Goshen County School District, Eastern Wyoming College, and Goshen County Economic Development, the project, Planned Approach to Community Entrepreneurship (PACE), is designed to facilitate small businesses and help them achieve higher success rates.

Led by Govs. Bill Richardson and Arnold Schwarzenegger, the Western Governors' Association (WGA) announced last week it would support opportunities to develop a clean, secure and diversified energy system for the West and to capitalize on the region's energy resources. The New Mexico and California governors, respectively, are among those represented by the nonprofit WGA.

Greg Main, Oklahoma's former secretary of commerce, has been named president and CEO of the Oklahoma Technology Development Corp., which runs the Oklahoma Technology Commercialization Center.

Oklahoma Governor Brad Henry has named Tulsa businesswoman Kathryn Taylor to serve as Secretary of Commerce. The position oversees the state's economic development, commerce, and  tourism activities. David Lopez, a retired officer of SBC Communications, will serve in the voluntary, unpaid position as the Governor's economic development advisor.

The Oklahoma Center for the Advancement of Science and Technology (OCAST) has provided the state an 8:1 return on its $78 million investment since 1993, according to From Concept to Commercialization, a new OCAST impact report, and accompanying press release. The state's leading organization for building a tech-based economy finds its client companies also have enjoyed a 90 percent survival rate.

Oklahoma's Higher Education Day, when students and faculty are given the chance to discuss their concerns with the state legislature, recently provided a golden opportunity of sorts for Gov. Brad Henry. Held March 9 at the State House, the event enabled the governor to advocate support for a bond issue that would fund endowed chairs at Oklahoma's colleges and universities.

Kay Wade is the new president of the Oklahoma Professional Economic Development Council. Ms. Wade retains her position as director of the Center for Business Development at the Meridian Technology Center.

Sonya Buckner has resigned her position as director of the small business incubator for the Montgomery Area Chamber of Commerce to become vice president of special projects for the Oklahoma Chamber of Commerce. Douglas Jones will assume leadership of the Montgomery Incubator.

James Souby, executive director of the Western Governors' Association for the past 13 years, is resigning to become president and CEO of a new private think tank.

The Oklahoma Technology Development Corporation (OTDC), a private, not-for-profit corporation dedicated to the creation and expansion of high-technology businesses in Oklahoma, is seeking a President and Chief Executive Officer.

Randy Goldsmith resigned as President & CEO of the Oklahoma Technology Development Corp to assume the role of President and CEO of the San Antonio Technology Accelerator Initiative.

Oklahomans need “to make fundamental changes in the way we see ourselves and the way we do things...to prevent us from slipping farther and farther behind, languishing on the sidelines of the New Economy,” according to a 14-member committee of public and private sector leaders. 

The Oklahoma Center for the Advancement of Science and Technology has named Sheri Stickley interim executive director, following the resignation of William Sibley.

The Joint Minerals, Business and Economic Development Interim Committee of the Wyoming state legislature heard testimony last week encouraging the creation of two new initiatives to expand Wyoming's technology-based economic development efforts: a seed capital program and a technology incubator.

The Oklahoma Center for the Advancement of Science and Technology (OCAST) is seeking a chief executive officer. OCAST's statutory mandate is to contribute to the public policy goals of expanding and diversifying Oklahoma=s economy, providing new and higher quality jobs to improve Oklahoma's per capita income and encouraging the development of new products, new processes, and whole new industries in Oklahoma. Two of the state-wide issues Oklahomans will decide on November 3 would allow major changes in the way the state conducts technology transfer activities. The purpose of the initiatives is to promote the commercialization of university research and support university innovation.

The Oklahoma Alliance for Manufacturing Excellence, Inc. will receive $1.5 million from the National Institute of Standards and Technology's Manufacturing Extension Partnership (MEP). The Alliance, a program of the Oklahoma Center for the Advancement of Science and Technology, is an MEP affiliate that received its initial federal funding through the Technology Reinvestment Project.

Bill Sibley has been named as President of the Oklahoma Center for the Advancement of Science and Technology. Mike Irby, who has been serving as Acting President for OCAST, will be retiring at the end of the year.
