Pennsylvania’s Largest Universities Make Investments in Innovation, Entrepreneurship

Pennsylvania’s largest universities by student population, Penn State and Temple University, both announced plans this week to make a concerted investment in their respective innovation ecosystems. Pennsylvania State University (PSU) President Eric Barron announced $30 million in new investments for economic development and student career students, while Temple University and Ben Franklin Partners of Southeastern Pennsylvania established a new startup accelerator to assist university ventures.

Pennsylvania To Invest $100M in Tech Startups

According to the Philadelphia Business Journal, Pennsylvania Gov. Tom Corbett has signed off on the creation of a new program, InnovatePA, which will auction off $100 million in tax credits to generate state revenue that will be invested in the funding of tech and biotech startups.

Freestanding Entrepreneurship Schools, Creative Courses Illustrate Evolving Role of Universities

Recent research on the evolving role of universities finds the emergence of an entrepreneurial society has contributed to a broader and more fundamental role for universities — that is to provide thinking, leadership and activity to enhance entrepreneurship capital. University-based entrepreneurship programs and initiatives seem to have gained steam following the recession with federal support for programs to enhance entrepreneurial efforts in states and regions and increased interest from students and out-of-work individuals.

PA Higher Ed Modernization Act to Boost University Role in Regional Development

Pennsylvania Gov. Tom Corbett has signed off on a series of bills intended to give state-owned universities more flexibility in working with regional businesses and creating new advanced degree programs. The bills are collectively known as the Higher Education Modernization Act and apply specifically to the Pennsylvania State System of Higher Education (PASSHE), which is the nation's tenth largest state university system, incorporating Pennsylvania's 14 state-owned institutions.

Interested in Entrepreneurial Mentoring and Guidance?

In recognition of this growing trend, SSTI will feature two sessions on entrepreneurial mentoring at this year's Annual Conference. The first, Sustaining Entrepreneur-in-Residence & Mentoring Programs, will examine how these programs recruit, retain and support experieinced mentors.

Recent Research: National industrial policy to reshore US manufacturing can yield positive local effects

Three academic researchers estimate that the localized job creation impacts resulting from the CHIPS and Science Act already have had a net gain of 12% in the affected counties. The direct jobs in the semiconductor sector alone are 15,000-16,000 short-term positions. With the high-paying nature of jobs in the field, researchers Bilge Erten, Joseph E. Stiglitz, and Eric Verhoogen estimate that, as a spillover effect, 15,000 to 30,000 additional indirect jobs have been created in related sectors.

Useful Stats: Sectoral contributions to county GDP

Policymakers should be interested in which sectors are present in their region to ensure TBED investments and workforce priorities can have the greatest impact. Exploring gross domestic product (GDP) at the county level offers a detailed look at the economic output of sectors and how they shape local economies. At the county level, data for smaller or more rural counties may reveal nuances invisible when looking broadly at entire MSAs or states, particularly for those areas with lower populations.

National VC trends and which states are bucking them

National VC investment over the past five years has seen significant swings, first driven by pandemic impacts and rebounds, then by the rocket ride of AI. According to PitchBook data, national VC activity below $100 million declined from nearly 10,500 deals in 2020 to just under 8,200 in 2025, a 22% drop. Over the same period, the total capital invested increased by just over $5 billion (6%). The trend of more funding into fewer deals is highlighted by the median deal size more than doubling to over $4 million (Fig 1). These macro trends are important as they set the stage for what is happening at the state level.
