Defense awards $25 million to manufacturing communities

The Office of Local Defense Community Cooperation revealed the awardees from its second round of the Defense Manufacturing Community Support Program this week. The office awarded $5 million to each of five organizations to lead partnerships that will strengthen defense manufacturing and related supply chains. $80 million awarded for Advanced Robotics Manufacturing Institute in Pittsburgh

Pittsburgh will be home to the Advanced Robotics Manufacturing (ARM) Innovation Hub, the newest member of the Manufacturing USA network. The U.S. Department of Defense announced that American Robotics, Inc., an independent nonprofit spun out of Carnegie Mellon University will receive roughly $80 million in federal funding to launch the institute, matched with $173 million in support from the university and a consortium representing approximately 120 industry partners, 40 academic institutions and 60 non-profit and government entities.

DOD Announces Intent to Fund New $80M Robotics-Focused MII

The Department of Defense’s Army Contracting Command released a new federal funding opportunity (FFO) to establish and sustain a Robots in Manufacturing Environments Manufacturing Innovation Institute (RIME-MII) to increase U.S. competitiveness in robotics applied primarily in manufacturing environments. Winner of New Smart Manufacturing Innovation Institute, New MII Competitions Announced

President Obama announced  the creation of the new Smart Manufacturing Innovation Institute (Smart MII) – a $140 million public-private partnership to develop smart sensors for use in advanced manufacturing. Headquartered in Los Angeles, CA, the Smart Manufacturing Leadership Coalition (SMLC) – a consortium of nearly 200 partners from academia and industry as well as nonprofit organizations – will lead the Smart MII.

DOD Awards $110M Integrated Photonics Manufacturing Institute to New York

Vice President Joe Biden announced that the Research Foundation for the State University of New York will receive a $110 million federal grant from the U.S. Air Force Research Laboratory to lead the American Institute for Manufacturing Integrated Photonics (AIM-Photonics). The Department of Defense-funded grant will be supplemented by a $250 million investment from the state of New York with additional funding commitments from public and private partners expected to exceed $245 million over the next five years.

DOD Releases Solicitation for $75M Flexible Hybrid Electronics Manufacturing Innovation Institute

The Department of Defense (DOD) released a federal funding opportunity (FFO) to establish the newest Institute for Manufacturing Innovation (IMI) focused on flexible hybrid electronics manufacturing. Administered by the Air Force Research Laboratory, the Flexible Hybrid Electronics is the seventh IMI to be established under the Obama administration and the fifth to be led by the DOD. Lead applicant eligibility is restricted to nonprofit organizations. However, applicants are encouraged to establish a regional consortium that includes members from academia, government and industry.

DOD Releases FFO to Establish $110M Integrated Photonics Manufacturing Institute

The Department of Defense (DOD) released a federal funding opportunity (FFO) to establish an Integrated Photonics Institute for Manufacturing Innovation (IP-IMI). Administered by the Air Force Research Laboratory, the Integrated Photonics Institute will assist in developing an end-to-end photonics ecosystem in the U.S. and support photonics-focused research and development efforts across the country (see related Digest article).

DOD To Award More Than $100M to Establish an Integrated Photonics Manufacturing Institute

In celebration of National Manufacturing Day, the Obama Administration announced it will release a new competition to award more than $100 million to launch a new Institute for Manufacturing Innovation (IMI) focused on Integrated Photonics. The proposed Integrated Photonics Institute will assist in developing an end-to-end photonics ‘ecosystem’ in the U.S. and support research and development efforts across the country on domestic foundry access, integrated design tools, automated packaging, assembly and test, and workforce development in the research area related to photonics.

Chicago, Detroit Win Competition for Newest Manufacturing Hubs

The latest Department of Defense-led manufacturing innovation institutes will support cutting-edge research and product development in lightweight and modern metals and digital manufacturing and design. A consortium of 73 companies, nonprofits and universities will help launch the Chicago-based institute. The Detroit-area based consortium involves 60 partners.

DOD Commits $140 Million to Establish Two Manufacturing Innovation Institutes

he Department of Defense (DOD) released funding announcements to help establish and sustain two new manufacturing innovation institutes in the areas of lightweight and modern metals manufacturing and digital manufacturing and design. DOD intends to commit up to $70 million for each institute, with at least a 1:1 cost share ($70 million over five years) of non-federal funds from the recipient organizations.

Obama Administration Launches Competition for Three Manufacturing Innovation Institutes

The Obama administration will commit $200 million from five federal agencies to create three new manufacturing innovation institutions in 2013. Building on the Additive Manufacturing pilot initiative launched in Youngstown, OH, last year, the Department of Defense will lead two new institutes focused on Digital Manufacturing and Design Innovation and Lightweight and Modern Metals Manufacturing. A third institute, led by the Department of Energy, will focus on Next Generation Power Electronic Manufacturing. Competition for these new institutes is open immediately.

Air Force To Launch $4.4 Million Virtual Nano-Bio Manufacturing Institute

The Air Force Research Laboratory announced that it will commit up to $2.2 million, plus up to an additional $2.2 million in matching funds collected by the recipient organization, to establish a National Nano-Bio Manufacturing Institute for Defense Aerospace, a virtual public-private partnership to spur collaborate research in industrially-relevant nano-bio manufacturing technologies and establish developmental roadmaps for the aerospace manufacturing community. Existing or near-established nonprofit organizations, including institutions of higher education, are eligible to apply.

Proposals Requested for $45 Million Pilot Institute for Additive Manufacturing

Three federal agencies (Departments of Commerce, Defense and Energy) are accepting applications for the establishment of a $45 million pilot Institute for Additive Manufacturing. The federal agencies intend for the Institute for Additive Manufacturing to accelerate research, development and demonstration in additive manufacturing and transition technology to manufacturing enterprises within the United States.

Data centers may be inevitable, but state and local resistance is growing

People in the U.S. may be in favor of the using internet, social media, and artificial intelligence, but they are increasingly skeptical of and concerned about the data centers that make all these things possible. Common themes of their skepticism were recently expressed by data center opponents in Michigan who “fear lost farmland and destroyed habitat, noise pollution from thousands of humming servers, strain on the electric grid and higher bills as utilities spend mightily on infrastructure to power the facilities, and strain on rivers and aquifers amid data centers’ use of water to cool servers.” Michiganders are not alone.

With OZ expansion looming, research shows program has little net jobs impact

When the Opportunity Zone program was authorized by Congress in 2017, there was high hope that it would give a significant boost to the employment rates of those living in the poorest areas of our cities. Unfortunately, a new research paper adds to the growing findings of the program’s shortcomings and disappointing outcomes, just as the next race to establish new OZ designations is set to begin.

“We few, we happy few” shouldn’t have been so bloody few if Shakespeare’s Henry V were honest 400+ years ago. Flash forward, and a merry band of brothers and sisters represented the TBED community well as they visited DC’s Capitol Hill this week to remind Congressional offices of the importance of several federal programs for funding strategic regional innovation initiatives. And it was nothing like Henry V’s Battle of Agincourt. In truth, regional innovation is and always has been a nonpartisan issue, but there are other pressures afoot to capture Congress’s attention and purse strings.
