Defense bill extends Regional Innovation Strategies, Manufacturing USA

This year’s national defense authorization act (NDAA) includes extensions of the Regional Innovation Strategies (RIS) program and Manufacturing USA. The House and Senate have passed the FY 2020 legislation, which authorizes up to $738 billion in appropriations and sets policy for a wide range of defense-related activities. The NDAA is one of the few bills that passes Congress each year.

Committees pass defense authorization bills affecting small business policy

The U.S. House and Senate Armed Services Committees recently passed their versions of the FY 2018 National Defense Authorization Act (NDAA). The legislation includes provisions for federal labs, SBIR and SBA technical assistance programs. These portions of the bills are currently very different between the chambers, and, if passed in their current forms, the final bill could address a wide range of policies affecting small business and innovation.

In the 30 years SSTI has been in existence and the 85 years of concerted federal focus on scientific discover and innovation, the priority of public-private R&D investment has been overwhelmingly nonpartisan. A recent report from the Pew Research Center confirms the cold-war, global competitiveness arguments for U.S science and technology still hold sway across political parties, but fissures in who should pay and who should work on science and tech efforts are beginning to grow.

According to a newly released analysis of university campuses, the disconnection and under-utilization problem extends deeper into regions than many may realize.
