Defense makes $238M CHIPS and Science Act awards for eight microelectronics regional innovation hubs

The Department of Defense announced yesterday that it issued $238 million from "Creating Helpful Incentives to Produce Semiconductors (CHIPS) and Science Act" funding for the establishment of eight Microelectronics Commons (Commons) regional innovation hubs. With $2 billion in funding for Fiscal Years 2023 through 2027, the Microelectronics Commons program aims to leverage these hubs to accelerate domestic hardware prototyping and "lab-to-fab" transition of semiconductor technologies.

Manufacturing conference set for Sept. 12-14

The inaugural Manufacturing Momentum Summit is an opportunity for federal, state, regional, and local leaders to share their efforts to prepare the workforce required for the advanced defense manufacturing supply chain. Held in conjunction with several partners, including the DoD Manufacturing Technology Program, the Center for Regional Economic Competitiveness, and the American Manufacturing Communities Collaborative, the Summit will be held from September 12 - 14, 2023, in Arlington, VA.

DOD awards $30M to six Defense Manufacturing Communities

The U.S. Department of Defense’s Office of Local Defense Community Cooperation (OLDCC) recently announced the six winners under the Defense Manufacturing Community Support Program (DMCSP), with funding of approximately $30 million.

DOD designates six consortia as Defense Manufacturing Communities

Six organizations — including SSTI members Catalyst Connection and the Ohio Development Services Agency — have been designated to lead the new defense manufacturing community consortia. The Office of Economic Adjustment (OEA) has announce that these organizations are now eligible to enter the next phase of development and submit their requests for technical assistance, grants, and other support services. The Defense Manufacturing Community Support Program (DMCSP) was authorized in the 2019 National Defense Authorization Act as a new program offered by OEA.

SBA seeks public comment in two areas related to supply chains

The U.S. Small Business Administration (SBA) seeks public comment for two Requests for Information. The first, Supply Chain Gaps and Entrepreneur Assistance, is focused on the future of SBA’s Innovation Network Programs—FAST, GAFC, RICs—and how each program can align entrepreneur support in critical industry areas. These are programs that are relevant to TBED organizations, accelerators, incubators, investors, universities, research institutions, and tech transfer offices.

Slowing Q1 VC investment could mean more selective investors and difficult fundraising

Venture capital investments so far in 2026 are showing the same trends as 2025, with more funding going to fewer companies. According to PitchBook, quarterly U.S. VC investment totaled $267 billion, with the five largest deals raising a combined $195 billion, or over 73% of all Q1 capital. The heavy bias toward the top deals underscores the importance of narrowing the deal segments to understand what trends are faced by the majority of companies.
