$8.1 billion in state angel tax credits: Creating investors or more successful entrepreneurs?

Many of the most successful technology, life science and advanced companies in the country received financing in the form of an equity investment during their rapid growth and scaling stages of development.  Whether viewed as valiant, villains or vultures, the presence of individuals and firms willing to provide capital to companies when they have few physical assets or revenues is strongly associated with healthy regional innovation economies. As a result, considerable policy attention has been focused by states on increasing the amount of risk capital flowing to local startups.

The series highlights new and expanded TBED proposals from governors' State of the State, Budget and Inaugural addresses. Pennsylvania To Invest $100M in Tech Startups

According to the Philadelphia Business Journal, Pennsylvania Gov. Tom Corbett has signed off on the creation of a new program, InnovatePA, which will auction off $100 million in tax credits to generate state revenue that will be invested in the funding of tech and biotech startups.

AZ, NJ, WI Increase Capital for Entrepreneurship, MN's Angel Tax Credit Closed for 2013

Over the last week, several states have announced/passed new programs focused on increasing the capital available to spur small business growth and innovation. Officials from New Jersey announced the state's new angel tax credit will take effect July 1. In Arizona and Wisconsin two bills await gubernatorial approval that would rework the Arizona R&D tax credit program and establish a $75 million venture capital fund in Wisconsin. Meanwhile, the Minnesota state legislature did not approve an additional $5 million for its popular Small Business Investment Tax Credit.

Virginia Lawmakers Dedicate Additional Funding for TBED, Higher Ed

Lawmakers approved many of Gov. Bob McDonnell's proposals aimed at growing Virginia's technology and life sciences industries by dedicating about half of the funding requested by the governor to support R&D, commercialization, SBIR matching grants, and funding for early stage equity investments.

Support for Entrepreneurs, Manufacturers Included in Connecticut Jobs Package

Building on several of the new programs enacted during the regular legislative session (see the June 15, 2011 issue of the Digest), Gov. Dan Malloy last week signed into law HB 6801, a comprehensive legislative package that authorizes $626 million in bonds to support efforts aimed at job creation. The bill has several components to support high-tech entrepreneurship, workforce development, and incentivize manufacturers and small businesses.

Reauthorization of EDA’s popular Build to Scale program introduced

The bipartisan Build to Scale Reauthorization Act of 2026 was introduced on May 15 by Congresswoman Haley Stevens (MI-11) and Rep. Jim Baird (R-IN), along with several co-sponsors. Additionally, more than sixty organizations and associations in 25 states endorsed the bill, which is designed to help Americans move new products, technologies, and medical inventions to market faster.

Connecting companies to research assets faster: the Tennessee Innovation Exchange model

The Tennessee Innovation Exchange (TNIX) is a statewide initiative designed to make it easier for companies, entrepreneurs, and investors to connect with university research expertise across Tennessee. In this recent TBED Community of Practice webinar, speakers Chuck Layne of LaunchTN and Tom Kissane of Halo Sciences explained how they partnered with six research universities to build a shared digital platform that supports university-industry collaboration and commercialization.
