Last week, the Department of Defense (DoD) released a public announcement on the launch of a new pilot program that supports university-industry basic research collaborations focused on the discovery of novel solutions to challenging defense and national security problems. SSTI members, however, were alerted to the release of the Federal Funding Opportunity (FFO) for the pilot program in a December edition of the SSTI Funding Supplement.

The Department of Energy’s annual portfolio of federal funding opportunities (FFOs) — an announcement for the solicitation of research applications on a specific technical area — published on grants.gov declined by more than 45 percent between 2012 and 2017 from 81 FFOs in 2012 to 44 FFOs during the last calendar year. The decline had the most significant impact on the number of FFOs published in technical areas related to renewable energy, energy efficiency, and storage/other energy-related systems. 

The U.S. Environmental Protection Agency (EPA) recently launched two Notices of Funding Opportunity (NOFOs): the National Clean Investment Fund and the Clean Communities Investment Accelerator. The National Clean Investment fund provides $14 billion to provide accessible, affordable financing for tens of thousands of clean technology projects nationwide.

In a recent installment of SSTI’s federal funding video series, SSTI program director Jerry Coughter conducted a two-part interview with Amanda Kosty, management and program analyst with the Economic Development Administration’s Office of Innovation and Entrepreneurship.

The U.S. Department of Energy (DOE), U.S. Department of Agriculture (USDA) and the Hollings Manufacturing Extension Partnership (MEP) have all made recent announcements on new funding provided either through the Bipartisan Infrastructure Law or the CHIPS and Science Act. DoE is accepting applications for an $80 million program focused on benefiting small and medium-sized manufacturing firms. USDA and MEP announced more than 170 awards to expand innovative uses of wood and to address supply chain issues.

Many federal funding programs have the potential to support technology-based economic development (TBED) initiatives, even when technology and innovation aren’t their explicit focus. This is the case with the Appalachian Regional Commission (ARC). SSTI recently sat down with Christy Johnson, ARC program analyst, to learn how three of ARC’s funding opportunities can support TBED activities in the Appalachian region.

When Dan Berglund, SSTI’s president and CEO, testified in a hearing before the House on an early draft of the U.S. Innovation and Competition Act, he noted that funding from the federal government that addresses the whole innovation system rather than individual elements of the system would be critical to building a regional innovation economy and different than any other federal program.

EDA is now accepting applications for its $4.5 million FY 2023 STEM Talent Challenge to support programs to train science, technology, engineering, and math (STEM) talent and help fuel regional innovation economies.

JPMorgan Chase announced the creation of AdvancingCities, a new $500 million, five-year initiative to drive inclusive growth and create greater economic opportunity in cities across the world. The firm will invest in cities where conditions exist to help those who have not benefited from economic growth. This includes demonstrated collaboration across the public and private sectors on solutions that create opportunity for people at risk of being left out of economic growth. Successful applications will be eligible for a three-year grant of up to $3 million.

The U.S. Department of Energy’s (DOE) Office of Energy Efficiency and Renewable Energy (EERE) announced their intent to issue a Funding Opportunity Announcement (FOA) establishing a new Clean Energy Manufacturing Innovation Institute. The institute will develop technologies that will advance U.S. manufacturing competitiveness, energy efficiency and innovation.

The Economic Development Administration is now accepting applications for the Regional Innovation Strategies program through April 4. Funding is available through the i6 Challenge, focused on transforming innovations into products and services, and Seed Fund Support, to help expand the availability of investment capital for startups. The U.S. Economic Development Administration has announced the FY 2020 notice of funding availability for the Regional Innovation Strategies program. There are multiple changes to the program this year, including that EDA is now referring to the program as “Build to Scale.” A total of $35 million is available this year due to support from Congress with advocacy from SSTI’s Innovation Advocacy Council. The Trump Administration budget proposal for FY2020, and again for FY2021, proposed eliminating the program.

The Oakland-based Kapor Center, a nonprofit focused on leveling the playing field in tech, has announced the Tech Done Right (TDR) Challenge with funds from the Bill and Melinda Gates Foundation. With an emphasis on growing opportunities for women and people of color in the sector, the challenge will fund organizations with innovative solutions to building diverse, inclusive, and thriving tech ecosystems. Awardees will receive one-time grants beginning at $100,000.

The Small Business Administration (SBA) recently released FY 2019 announcements for the Growth Accelerator Fund Competition and Federal and State Technology Partnership Program (FAST) funding. Accelerators emphasizing underserved entrepreneurs can submit a brief application and slide deck from June 10-20; SBA anticipates as many as 60, $50,000 awards.

The U.S. Small Business Administration recently announced its intention to award up to seven contracts for entities to lead regional innovation cluster initiatives. While two of the awards are partially set-aside for qualified small business, the remaining five are being competed full and open, meaning any entity is eligible. Each contract will be for a base year and four option years, with a base-year price not-to-exceed $500,000. Combining the adages “necessity is the mother of invention” and “two heads are better than one,” the best innovations often arise by broadening the community of minds focused toward addressing a particular problem or need. The Obama Administration took the concept of funding open innovation competitions toward specific issues to heart, encouraging federal agencies to use prizes and challenges as much as practical.

In separate announcements this week, the Department of Defense Office of Economic Adjustment (OEA) and the Economic Development Administration (EDA) revealed funding opportunities that can assist efforts to transform American innovations and support the growth of new companies.

The Economic Development Administration’s Office of Innovation and Entrepreneurship (OIE) has announced $25 million for the Scaling Pandemic Resilience through Innovation and Technology (SPRINT) Challenge utilizing funding from the CARES Act.

The most recently-passed federal legislation to address COVID-19 included funding for the National Institutes of Health (NIH) and the Biomedical Advanced Research and Development Authority (BARDA) to accelerate testing. The provision, added by Sens.

Today, the Economic Development Administration (EDA) announced funding opportunities for the $3 billion Congress provided the agency in the American Rescue Plan Act. Funds are available through six distinct challenges, with separate goals and application processes/deadlines for each.

A new $73.5 million grant opportunity using funding from the Bipartisan Infrastructure Law is aimed at growing and supporting the development of new economic opportunities across multiple states in Appalachia.

The Community Development Financial Institutions (CDFI) Fund announced 265 financial and technical assistance awards totaling more than $180 million this week. Awardees in the FY 2021 round have headquarters in 43 states, D.C. and Puerto Rico. Financial assistance awards can be used by CDFIs to support additional loans and investments to businesses in underserved communities, while technical assistance awards can be used to build the CDFI’s own capacity.
