With the start of the new year, governors have begun to deliver their State of the State addresses, laying out proposals for new programs and discussing the conditions of their states. As states’ revenue levels return to more typical levels, lawmakers, with a few exceptions, are taking a more cautious, or constrained, view of their funding priorities and proposed initiatives.

In this week’s continuing coverage of gubernatorial addresses as they impact the innovation economy, New Mexico Governor calls for $170 million to bolster hydrogen, geothermal and next-generation battery storage. Rhode Island Governor proposes building a new life science school at the University of Rhode Island and cybersecurity bond to grow Rhode Island College’s cybersecurity program. Meanwhile, West Virginia’s governor proposes increasing spending to attract people to move to the state.

In the absence of cohesive federal policies or regulations involving the growing development and use of artificial intelligence (AI), states’ governors and lawmakers are undertaking studies and crafting legislation that seeks to balance governance and implementation of this evolving technology. The studies and legislation are intended to protect constituents from AI’s possible harms without hindering potential uses or contributions of AI to government services or medical, science, business, and educational advancements.

Republican dissatisfaction with colleges and universities has been growing for some time. The Pew Research Center detected growing discontent with colleges and universities in 2012 and found that from 2015 to 2019, the number of individuals saying colleges and universities have a negative effect on the country went from 37% to 59%.

As 2020 came to a close, we received word that former Pennsylvania Gov. Dick Thornburgh had passed away on Dec. 31.

After a historic election night, the winners of the gubernatorial elections in 11 states appear to have been chosen. Barring a dramatic swing in votes, all of the nine incumbent governors have been reelected to a second or third term. In Montana, Rep. Greg Gianforte (R) has flipped control of the governor’s seat, and in Utah, Spencer Cox (R) has defeated Chris Peterson (D). Many of the incumbent governors held strong approval ratings going into election night and won their voters’ approval for another term as the country tries to inch out of the pandemic and recover economically.

According to Governing, if 2020 was the year of the governor, 2021 is shaping up to be its end, as lawmakers across the country begin to curtail the sweeping powers of their state executives, following a pandemic and concurrent economic shutdown that led governors to flex their authority in historic new ways.

Several more State of the State addresses were delivered already this month, leaving just a few states yet to go and the pandemic and recovery from the pandemic, not surprisingly, continue to feature heavily in governors’ plans. Energy opportunities, tax cuts, broadband and shifts in the model for higher education are in play in this week’s review of addresses from California, Florida, New Hampshire and Wyoming.

Eleven states are holding gubernatorial elections this year with nine incumbents seeking reelection, two of which are facing off against their lieutenant governor. Only one governor, Steve Bullock in Montana, is term-limited and unable to seek reelection. In Utah, Gov. Gary Herbert is stepping down from the position he has held for 10 years. While many of the races this year will reflect referendums on the current governor’s response to the COVID-19 pandemic, many of the candidates have announced their innovation and economic development initiatives.

Thirty-six states are holding gubernatorial elections this November, with voters in eight of those states (Arizona, Arkansas, Hawaii, Maryland, Massachusetts, Nebraska, Pennsylvania, and Oregon), choosing a new governor to replace a term-limited incumbent. In two states, Connecticut and Georgia, the incumbent is facing a re-match with their 2018 opponent, while in Alaska and Maine, the incumbent is being challenged by his/her predecessor, whom they defeated in 2018. Florida Gov. Ron De Santis is being challenged by former Gov.

The last of the governors have delivered their State of the State addresses. With 36 gubernatorial elections this fall, many governors appeared to be more conservative in their addresses this year, speaking more about past accomplishments rather than rolling out new programs. This week features comments from California, Louisiana, Nevada and Ohio’s governors as their addresses related to the innovation economy.
