Higher education R&D (HERD) expenditures have steadily increased over time. They’ve soared past $100 billion in the most recent data year, fiscal year (FY) 2023, growing in every state. However, the gains are not shared equally in all fields of research.

Higher education R&D (HERD) expenditures have steadily increased over time. They’ve soared past $100 billion in the most recent data year, fiscal year (FY) 2023, growing in every state. However, the gains are not shared equally in all fields of research.

SSTI analyzed HERD Survey data, finding that in the 10 FYs since 2013, science R&D fields, led by the life sciences, were responsible for the largest dollar growths. In contrast, non-S&E fields, led by education, experienced the largest relative growth. SSTI has examined these shifts over the past decade at the national level and broken down expenditures by R&D field at the state and institutional level for FY 2023. This edition of Useful Stats provides the resulting comprehensive picture of HERD expenditures by R&D field.

Normalizing the data by some relevant, related measure can provide a higher quality look that is a little closer to the “apples to apples” appeal that might help influence some policy issues. For this week’s edition of Useful Stats, SSTI is exploring research intensity as a component of state gross domestic product (GDP) and the research load “carried” by each member of the R&D personnel within the state’s higher education community.

Useful Stats: Higher education R&D expenditures soar past $100B in 2023

The most recent  Higher Education R&D (HERD) survey revealed the largest year-over-year percentage increase in higher education R&D since 2002 to 2003 and dollar increase across all fiscal years (FYs) captured by the survey. HERD expenditures breached the $100 billion mark in 2023, having grown 11% from $97.8 billion in 2022 to $108.8 billion in 2023 (7% in constant 2017 dollars, from $82.9 to $89 billion).

State support for higher education in the United States over the last four decades can best be characterized as having fluctuations and shifts in priorities. Using fiscal year (FY) 1980 as a starting point, while overall state support for higher education has grown, it has done so with volatility driven in part by decreased revenue as a result of recessions, and it has frequently taken years for state support to recover to pre-recession levels. In four states, state support on a constant 1983-dollar basis is still less than was spent in 1980.

Why is the cost of college rising so fast?

In the last 20 years, college tuition has doubled, making tuition and required fees the major component of the rising costs of attending college. Figure 1 shows that the average tuition and fees at public four-year schools increased by 84% between the 1999-2000 and 2019-2020 academic years, far faster than the 15.7% increase in median household income during that period (note this period was chosen to avoid pandemic era swings in data).

Educational attainment rises nationwide; differences between states widen

The educational landscape of the United States has undergone significant transformation over the past three decades, with the percentage of individuals 25 and older having earned a bachelor's degree steadily increasing since the 1990s. Nationwide, 20% of those aged at least 25 had a bachelor’s degree in 1990, while in 2021 this figure jumped to 38%. However, educational attainment varies greatly across states. Many states, such as Massachusetts, Maryland, Colorado, New Jersey, and Rhode Island, alongside 15 other states, fall above the national value of 38% in 2021.

US educational attainment and employment-ratios fall behind international counterparts

In 2000, the United States was among the global leaders in educational attainment, boasting the third-highest percentage of its 25- to-64-year-old population with a postsecondary degree across the 38 Organization for Economic Co-operation and Development (OECD) nations. However, over the past two decades, the U.S. has gradually slipped in the rankings, falling to ninth place by 2022 even as the percentage of the population with a postsecondary degree increased from 36% to 50%.

Useful Stats: Undergraduate enrollment below pre-pandemic levels in 43 states, grad enrollment up in 33 states

Total postsecondary enrollment is down 5% from fall 2019 to fall 2023 due to a 6% drop in undergraduate students. While undergraduates are down, graduate students have surpassed pre-pandemic enrollment numbers by 4%. Enrollments in undergraduate and graduate certificates are up significantly from pre-pandemic values (16% and 21%), while enrollment in associate degrees are down more than any other undergraduate credential (-14%).

Institutions of higher education spent $97.8 billion on research and development (R&D) activities in fiscal year (FY) 2022, an increase of nearly 9% over the prior year’s $89.8 billion. Over the past decade of available data, from FY 2013-2022, higher education R&D expenditures have increased 46%, from $67.1 to $97.8 billion. However, when adjusted for inflation, the growth is more modest at 17%.

The objective of the Established Program to Stimulate Competitive Research (EPSCoR) is to help states receiving the least amount of federal research and development (R&D) funds within their postsecondary institutions improve their competitiveness for federal grants and awards. A measure of EPSCoR's effectiveness, then, is whether or not the state's academic research enterprise is capturing a larger share of federal R&D expenditures. This article utilizes data from the Higher Education Research and Development (HERD) survey, analyzing the total and federal HERD dollars for the 25 current EPSCoR eligible states compared to those not eligible, finding: 1) EPSCoR states are not receiving proportionately more federal HERD dollars and 2) EPSCoR states have an extremely large variation of total HERD dollars between states, inclusive of both the highest grossing states as well as all three states experiencing a decrease.

Fiscal Year (FY) 2021 saw higher education research and development (R&D) spending increase by a total of $3.43 billion (3.97%) over the prior year — a higher rate of growth than the 10-year average of +3.53% per year — and $23.99 billion (36.51%) over the past 10-years. Using data from the most recent release of the Higher Education Research and Development (HERD) survey, this article will analyze state-level trends on higher education R&D expenditures, revealing the aforementioned increased expenditures, although strong, are barely keeping pace with the nation’s overall economic growth.

After declines in 2016 and 2017, the number of graduate students and postdoctoral appointees at the nation’s institutions of higher education increased nationally from 2018 to 2020, according to National Science Foundation (NSF) data from its Graduate Students and Postdoctorates in Science and Engineering (GSS) survey. However, this SSTI analysis shows considerable variation among the states over the five-year period from 2016 to 2020.

However, new SSTI analysis shows that the federal share of HERD funding has continued to decline nationally and in most states over the 10-year period from 2011 to 2020. This edition of SSTI’s Useful Stats provides an analysis of HERD funders by state in 2020, and an examination of 10-year trends for the period from 2011 to 2020 in HERD funding by source.

Building on previous SSTI analysis showing that Higher Education Research & Development (HERD) expenditures increased across the U.S. despite the onset of the COVID-19 pandemic, this edition of Useful Stats examines the distribution of R&D spending among the various fields of research at the nation’s colleges and universities.

Building on previous SSTI analysis showing that Higher Education Research & Development (HERD) expenditures increased across the U.S. despite the onset of the COVID-19 pandemic, this edition of Useful Stats examines the distribution of R&D spending among the various fields of research at the nation’s colleges and universities. Specifically, this analysis examines 2020 HERD expenditures by state and field of research, finding that the life sciences continued to dominate academic R&D activity, accounting for 57.5 percent ($49.6 billion) of total HERD spending. Engineering was the second most funded research field in 2020, accounting for 15.9 percent ($13.7 billion) of the national total. The third most funded research field was physical sciences, accounting for 6.6 percent ($5.7 billion) of total U.S. HERD expenditures.

Federal funding is a major source of support for the science and engineering (S&E) activities of the nation’s institutions of higher education (IHEs). This week’s edition of Useful Stats shows that in 2019 (the most recent year for which data is available), the vast majority — 87.6 percent or $33.4 billion— of that federal support came from only three agencies: the Department of Health and Human Services (HHS), the National Science Foundation (NSF), and the Department of Defense (DoD).

Data centers may be inevitable, but state and local resistance is growing

People in the U.S. may be in favor of the using internet, social media, and artificial intelligence, but they are increasingly skeptical of and concerned about the data centers that make all these things possible. Common themes of their skepticism were recently expressed by data center opponents in Michigan who “fear lost farmland and destroyed habitat, noise pollution from thousands of humming servers, strain on the electric grid and higher bills as utilities spend mightily on infrastructure to power the facilities, and strain on rivers and aquifers amid data centers’ use of water to cool servers.” Michiganders are not alone.

“We few, we happy few” shouldn’t have been so bloody few if Shakespeare’s Henry V were honest 400+ years ago. Flash forward, and a merry band of brothers and sisters represented the TBED community well as they visited DC’s Capitol Hill this week to remind Congressional offices of the importance of several federal programs for funding strategic regional innovation initiatives. And it was nothing like Henry V’s Battle of Agincourt. In truth, regional innovation is and always has been a nonpartisan issue, but there are other pressures afoot to capture Congress’s attention and purse strings.
