A new report released by the George W. Bush Institute has measured the impact that innovation research at U.S. universities and research institutions has had on the country’s economic development. The report, The Innovation Impact of U.S. Universities: Rankings and Policy Conclusions, examines and ranks institutions on four primary impact categories: commercialization, entrepreneurship, research, and teaching.

The importance of higher education institutions in helping rural communities build innovation-based ecosystems has been detailed in a report released by the Center on Rural Innovation. Higher Ed’s Key Role In Rural Innovation Ecosystems profiles 10 colleges and universities that have been engaged in their area’s innovation environment and explores what techniques each institution has found most useful in building that ecosystem.

The House has now passed 10 of the 12 annual appropriations bills for FY 2021. Within the total funding is support for key innovation priorities, including $35 million for EDA’s Build-to-Scale (i.e., Regional Innovation Strategies), $6 million for SBA’s innovation clusters program and $4 million for Federal and State Technology Partnerships (FAST). SSTI’s Innovation Advocacy Council had made expanding funding for each of these initiatives a priority for the year.

The United States Patent and Trademark Office (USPTO) has launched the National Council for Expanding American Innovation (NCEAI), an initiative aimed at expanding innovation and entrepreneurship in America. The council consists of leaders in industry, government, and academia. The USPTO created the council to develop a comprehensive national strategy to build a more diverse and inclusive innovation economy.

The Lab-to-Market (L2M) subcommittee of the National Science and Technology Council’s Committee on the Science and Technology Enterprise is launching a $325,000 prize competition to highlight successful examples of innovation ecosystems, particularly existing resources that support underserved communities or remarkable responses to the pandemic environment. There are three categories for applicants with an informational webinar

High-risk/high-reward research can yield breakthroughs, produce new technologies, and allow the surrounding region to remain economically relevant. However, the scientific community remains concerned that research and development-focused policies, both in the U.S. and elsewhere, continue to be conservative with their goals by only encouraging incremental growth that can yield tangible results in shorter amounts of time. These concerns, and potential policy solutions, are explored in a recently published research paper by the Organization for Economic Cooperation and Development (OECD).

Creating a vison for United States leadership in advanced manufacturing, the National Science and Technology Council has released a strategy to grow the economy, create jobs, enhance environmental sustainability, address climate change, strengthen supply chains, ensure national security, and improve healthcare for the next four years.

The U.S. National Science Foundation’s Regional Innovation Engines (NSF Engines) program has revised the Broad Agency Announcement (BAA) for Type-2 NSF Engines program proposals, moving the deadline up to Jan. 18, 2023, among other changes, which are detailed in the revised BAA and key related resource documents that were published on Oct. 17, 2022.

The National Science Foundation (NSF) is breaking with tradition this week and for the first time released application data before it formally accepts applications for the NSF Engines program, which will provide up to $160 million of funding for up to 10+ years to establish each regional-scale innovation ecosystem Engine.

France announced a $35 billion five-year plan to develop innovative technology and industrial activity to help boost its economic growth. An AP news story said the plan includes $9.2 billion to develop energy technology to help reduce greenhouse gas emissions and additional funding to finance small nuclear reactors.

To expand the innovation capacity in the nation, the United States needs to leverage resources, creativity, and ingenuity from across all geographic regions. The National Science Foundation this week announced a new program in support of these efforts: the NSF Regional Innovation Engines, or NSF Engines program.

Alabama, Minnesota and Pennsylvania governors are proposing new or increased funding for innovation initiatives. Alabama could see a substantial increase in its Alabama Innovation Fund, while Minnesota’s governor is looking to boost the state’s startup ecosystem and Pennsylvania would increase funding for the Ben Franklin Technology Partners, which has worked for more than 30 years to grow the state’s innovation economy.

To boost inclusive innovation and entrepreneurship in climate technology, the Office of Energy and Renewable Energy (EERE) should provide funding for intermediary organizations who work directly with underrepresented communities to integrate clean energy education activities; and EERE should make it easier to request federal funding by streamlining the application process. Those are the recommendations resulting from EERE’s efforts to broaden access to funding opportunities and enable an inclusive and just entrepreneurial innovation ecosystem in climate and energy technologies.

Three states — Indiana, California and Arkansas — have recently participated in international diplomacy, creating strategic connections and developing agreements to address climate change and trade barriers with the United Kingdom, New Zealand, and Canada. These recent agreements may suggest a shift toward innovation-focused diplomacy at the state level with nations across the globe.

Two recent reports reveal U.S. standing in different global innovation spheres. The U.S. performance in advanced industries has been weak over the last two decades compared to other nations, finds a new Information Technology and Innovation Foundation (ITIF) report that calls for an economic “moon shot” initiative to help boost U.S. performance. Meanwhile, new regions are entering the top 10 global startup ecosystems but Silicon Valley remains at the top, according to a recent report from Startup Genome.

Thirty-six states held gubernatorial contests in Tuesday’s (Nov. 8) mid-term elections. By the end of the night and as of this writing Thursday morning, winners in 32 states had been chosen, with votes still being tallied in Alaska, Arizona, Nevada, and Oregon.

Voters across the country faced a number of ballot measures in Tuesday’s election that could in turn affect the innovation economy in their states. Bond issues affecting higher education were approved in New Mexico and Rhode Island, while the vote is still being counted in Arizona, which considered a measure that would allow more aid for non-citizens of the state pursuing higher education.

A report from ITIF exploring the factors involved in ecosystem strength found that states in Germany generally perform better than states in the U.S., Italy, and Canada in terms of globalization, knowledge economy, and innovation capacity.
