Budget RoundUp: States Seek Modest investments for S&T

Governors in several states recently unveiled spending proposals for the upcoming fiscal year or biennium. While fiscal conditions in most states remain fragile, new or continuing investments focused on science, technology and innovation were introduced as pro-growth measures to aid in states' recovery efforts. With the exception of New York Gov. Andrew Cuomo's ambitious economic development plan (see the Jan. 9 issue of the Digest), most of the proposals were on the modest side.

Executives Want Education Policy Interventions to Help U.S. Competitiveness

Only 11 percent of business executives believe the U.S. educational system prepares workers for today’s economy according to a recent survey by ConvergeUS — Preparing America’s 21st Century Workforce: the Business Sector Weighs in on Educational Gaps & Common Core State Standards. In the report, ConvergeUS surveyed almost 300 business executives on their attitudes regarding the current state of the U.S. workforce.

MA Rolls Out High-Tech Workforce, STEM Education Strategy

Massachusetts Governor Deval Patrick has made a series of announcements over the past few weeks aimed at improving the high-tech skill set of the state's workers and students. A new STEM strategic plan released yesterday would refine Massachusetts' efforts to expand the pipeline of young, skilled science and technology workers and improve the quality of STEM education.

More Funding for Higher Ed Sought in FL, OH, PA and TX Tied to Performance

Upbeat revenue forecasts and shared economic principles have Republican governors in four states requesting more funds for higher education tied to performance metrics or workforce outcomes. Recent budget proposals introduced in Florida, Ohio, Pennsylvania and Texas focus on competing for talent and jobs through efforts to encourage STEM learning and teaching and incentivizing outcomes such as graduating more students in high-demand fields, conducting research and more. College affordability is addressed through measures that would freeze tuition or cap increases.

WA Gov's $9.8M Workforce Plan Supports University Research, Engineering Grads

Gov. Chris Gregoire outlined a series of proposals to boost Washington's competitiveness in the aerospace sector, including support for university research and funding to expand high school workforce curriculum and enroll more university students in engineering fields. By investing in education, research, and expanding tax incentives, Gov. Gregoire hopes Boeing will select the state to build and manufacture its 737 MAX, which the governor calls a once-in-a-generation opportunity expected to support up to 20,000 jobs.

In the 30 years SSTI has been in existence and the 85 years of concerted federal focus on scientific discover and innovation, the priority of public-private R&D investment has been overwhelmingly nonpartisan. A recent report from the Pew Research Center confirms the cold-war, global competitiveness arguments for U.S science and technology still hold sway across political parties, but fissures in who should pay and who should work on science and tech efforts are beginning to grow.
