The National Institute of Standards and Technology’s Hollings Manufacturing Extension Partnership (MEP) released a notice of intent to issue two future Federal Funding Opportunities (FFOs) in 2016 for the recompetition of state MEP centers in 22 states. Each state MEP center provides manufacturing extension services to primarily small- and medium-sized manufacturers in their respective state.

The objective of the MEP Center program is to provide business and technical services to small- and medium-sized manufacturers within the state of operation.
This week, the White House released details on its ninth planned institute within the National Network for Manufacturing Innovation. The Department of Defense will award $75 million for a new manufacturing hub focused on Revolutionary Fibers and Textiles. Regional manufacturers, universities and nonprofits will soon be invited to compete for the funds, which require a 1:1 cost share. The institute will be the sixth funded through the Defense Department. Three others have received support through the Department of Energy.
There are 11 primary barriers to the adoption of additive manufacturing by tech entrepreneurs and small high-growth firms, according to a new report from the Small Business Administration’s (SBA) Office of Advocacy. These 11 barriers were identified via surveys and interviews with entrepreneurs, private industry and other participants. In addition to identifying the 11 barriers, respondents also provide best practices or recent activities around each of the identified barriers.
While manufacturing has never been more important to the American economy, many manufacturers report that they are unable to fill positions requiring skilled workers, according to the latest report from the National Academy of Engineering. At the same time, workers and students often find it difficult to navigate the web of certifications, degrees and experience levels necessary to claim these jobs.

In an open competition, the existing MEP centers in Colorado, Connecticut, Indiana, Michigan, New Hampshire, North Carolina, Oregon, Tennessee, Texas and Virginia, were selected to receive a total of $26 million in funding – an increase of about $10 million (nearly 60 percent). The Department of Defense (DOD) released a federal funding opportunity (FFO) to establish the newest Institute for Manufacturing Innovation (IMI) focused on flexible hybrid electronics manufacturing. Administered by the Air Force Research Laboratory, the Flexible Hybrid Electronics is the seventh IMI to be established under the Obama administration and the fifth to be led by the DOD. Lead applicant eligibility is restricted to nonprofit organizations. However, applicants are encouraged to establish a regional consortium that includes members from academia, government and industry.

The U.S. Department of Commerce announced a second round of the Investing in Manufacturing Communities Partnership (IMCP) competition. IMCP, a cross-agency initiative, coordinates federal investments behind long-term economic development strategies in manufacturing communities. The first four designee communities were announced in May 2014.
President Obama recently announced that the University of Tennessee was awarded the $259 million Institute for Advanced Composites Manufacturing Innovation (IACMI). The U.S. Department of Energy will commit $70 million to support the project with the remaining $189 million coming from IACMI partners including $15 million from the Tennessee Department of Economic and Community Development.
U.S. companies performed over $294 billion in research and development (R&D) in 2011, according to the Business R&D and Innovation Survey (BRDIS) – a business survey conducted annually by the U.S. Census Bureau and the National Science Foundation. Companies funded an overwhelming majority of the industrial R&D conducted in the U.S. (81.2 percent, approximately $238.8 billion). Approximately $55.3 million of industrial R&D (18.8 percent) was funded by other sources, predominately from the federal government ($31.3 billion). U.S.

In celebration of National Manufacturing Day, the Obama Administration announced it will release a new competition to award more than $100 million to launch a new Institute for Manufacturing Innovation (IMI) focused on Integrated Photonics. The proposed Integrated Photonics Institute will assist in developing an end-to-end photonics ‘ecosystem’ in the U.S. and support research and development efforts across the country on domestic foundry access, integrated design tools, automated packaging, assembly and test, and workforce development in the research area related to photonics.
Each year, the first Friday in October marks Manufacturing Day, a quasi-holiday where manufacturers nationwide open their doors to host open houses, tours, workshops, and other events to educate the public on the current state of American manufacturing. Although the phrase “American manufacturing” may conjure up images of oversized equipment or Rust Belt decay, the industry is, by many accounts, thriving. One of the highlights of this year’s Manufacturing Day was Jay Williams, the Assistant Secretary of Commerce for Economic Development’s announcement of a nearly $1.9 million EDA grant to Wichita State University in South Kansas to support advanced manufacturing, fueling the creation of 500 jobs and providing competitive advantage to the region’s transportation equipment manufacturing industry.
The Los Angeles-Long Beach-Santa Ana metropolitan area is home to the largest number of manufacturing jobs in the country, according to data from the U.S. Bureau of Labor Statistics (BLS). Approximately 510,900 people are employed by manufacturing firms in the Los Angeles metro, about 100,000 more than in the Chicago-Joliet-Naperville area, which is ranked second for manufacturing employment. Other top metros include New York-Northern New Jersey-Long Island, Houston-Sugar Land-Baytown and Dallas-Fort Worth-Arlington.

Responsive to the needs of industry, these partnerships are intended to not only spur innovation, but also support economic prosperity in regions across the country. The Walmart Foundation and Pennsylvania Gov. Tom Corbett announced new funding for university-led manufacturing partnerships.
The Manufacturing Institute announced that it is accepting applications for the 2015 STEP Awards program, a national awards program to honor women who have demonstrated excellence and leadership in manufacturing. Part of the Science, Technology, Engineering and Production (STEP) Ahead initiative, STEP Awards aim to recognize women at all levels of manufacturing. These awards illustrate the widespread impact women have on shaping the industry, whether they are running the company, designing the next big product, or testing innovations on the shop floor.
Between 2000 and 2010, about one-third of U.S. manufacturing employment – approximately five million jobs – were lost as a result of new technologies in the manufacturing process or competition from abroad, according to The Brookings Institution.

Over the next three years, the National Institute for Standards and Technology (NIST) Hollings Manufacturing Extension Partnership (MEP) plans to hold open competitions for MEP center cooperative agreements in all 50 states and Puerto Rico. The process will begin with a demonstration program this summer, in which competitions will be held in six to 10 states in each of MEP’s six regions.
New York Gov. Andrew Cuomo announced the creation of the Power Electronics Manufacturing Consortium, a 100-member public-private partnership between public research universities, private sector companies, and other research partners to develop next generation of materials and processes used in the manufacturing of wide band gap semiconductors.
