Unless Congress and the White House take action by the end of the year, across-the-board spending reductions will go into effect for all federal agencies as a result of provisions in the Budget Control Act of 2011. The budget sequestration would reduce defense discretionary funding by 9.4 percent and non-defense funding by 8.2 percent from the 2011 baseline.

All federal agencies with an extramural research budget that exceeds $100 million will participate, following the example of the National Institutes of Health (NIH), which implemented a similar policy in 2008. Over the next six months, these agencies will draft plans to ensure that any results of federal research published in peer-reviewed scholarly publications are available to the public.

Early January 2nd, President Obama signed the American Taxpayer Relief Act of 2012 (AFTA) into law after it passed in the House by a 90-vote margin the previous evening.
