Twenty Universities, Organizations Receive FAST Awards to Support Tech-Focused Small Businesses

The Small Business Administration announced the FY15 awardees of its Federal and State Technology (FAST) Partnership Program. In FY15, 20 state and local economic development agencies, business development centers, and colleges and universities will receive $100,000 each to support programs to establish and/or sustain programs that provide support to innovative, technology-driven small businesses in their state and help them compete in federally funded research and development through the Small Business Innovation Research (SBIR) and Small Business Technology Transfer (STTR) programs.

SBA Releases 2015 Regional Innovation Clusters Solicitation

Last week, the U.S. Small Business Administration (SBA) released a combined synopsis/solicitation with the intention of awarding up to three contracts for entities to head regional innovation cluster initiatives. SBA intends to make three awards including one to an entity that will provide cluster initiative services to a community affected by changes in the coal economy.

SBA: Venture Investments Grown More Than 150 Percent Since 2010

This may be one of the best environments for tech companies to receive funding since the extreme financing figures recorded during the tech boom in 2000, according to a new Small Business Administration (SBA) factsheet. In Q1 of 2015, venture capital (VC) investments totaled $13.4 billion making it the fifth straight quarter to see over $10 billion in VC investments.

SBA Commits $4M to Second Round of Growth Accelerator Fund Competition

The Small Business Administration (SBA) announced that it will commit $4 million to the second round of the Growth Accelerator Fund Competition. Launched in 2014, the competition makes awards of $50,000 each to help fund operating budgets for accelerators and other entrepreneurial ecosystem models in parts of the country where there are fewer conventional sources of access to capital (e.g., venture capital and angel capital investors). For this round of funding, applications are encouraged from manufacturing accelerator models. Applications are due June 1.

White House Announces $2 Billion in Capital and Resources for Startups

The White House announced two initiatives intended to help entrepreneurs grow their businesses and create jobs by increasing their access to capital and resources. The first initiative focuses on providing up to $1 billion in new capital to help early-stage small businesses. The other will attempt to provide entrepreneurs with free resources and services needed to help startups grow their businesses and create jobs. Read the press release...

Congress Approves Six-Year SBIR Reauthorization

After 14 short-term continuing resolutions and years of negotiations, the federal Small Business Innovation Research (SBIR) and Small Business Technology Tranfer (STTR) programs have been reauthorized through 2017. The legislation changes a number of features of SBIR/STTR, including making it possible for companies that are majority-owned by venture capital firms to receive awards. President Obama is expected to sign the bill in the near future.

SBA Reports Record Level of SBIC Financing For Third Straight Year

The U.S. Small Business Administration's (SBA) Small Business Investment Company (SBIC) debenture program provided $2.95 billion in financing to small businesses in FY12, according to a recent SBA release. SBICs around the country help small businesses to expand by providing them with access to long-term capital. New Grants, Entrepreneurship Office Proposed for SBA

Two small grant programs and a minor reorganization of related functions within the U.S. Small Business Administration are the aims of a bill introduced Nov 26 by Democratic Sens. Mary Landrieu and John Kerry. "Today's Entrepreneurs are Advancing Mentorship Act of 2012," or the TEAM Act (S. 3638) for short, would create an Office of Entrepreneurial Support within SBA to administer the grant programs, oversee online entrepreneurship education and resources, coordinate programs targeting youth entrepreneurship, and host international groups interested in U.S. entrepreneurship.

SBA Requests Comments on Proposed Changes to SBIR & STTR Programs

The Small Business Administration released two Requests for Information (RFIs) on amendments to the Small Business Innovation Research (SBIR) and Small Business Technology Transfer (STTR) programs. In compliance with the SBIR/STTR Reauthorization Act of 2011, SBA has made several key changes to the SBIR/STTR programs relating to eligibility, the award process, program administration and fraud, waste and abuse. Although the SBA has already published the final changes, it is requesting comments on the various amendments made.

SBA Awards Will Support Regional Innovation Cluster Initiatives

The Small Business Administration (SBA) plans to make seven awards to support organizations helping to build strong regional innovation clusters. The awards will support public-private partnerships that bring together businesses, academic institutions, economic development organizations and other local actors to lay the foundations of sustainable growth and economic competitiveness. Three of the awards will go to small businesses that provide cluster-related services. SBA intends to post a request for proposals on or about July 5.

Small Business Administration Releases Funding Announcement for Regional Innovation Cluster Program

The Small Business Administration released a funding announcement for the Regional Innovation Cluster (RICs) Program. The SBA will announce up to seven RIC awards intended to support public-private partnerships that bring together businesses, academic institutions, economic development organizations and other local actors to lay the foundations of sustainable growth and economic competitiveness. Three of the awards will be set aside to support small businesses that provide cluster-related services. Proposals must be submitted by August 6, 2012.

SBA, Arizona Launch Entrepreneurship Programs for Veterans

With veteran unemployment rates exceeding the already-high national unemployment rate, organizations and agencies around the country are seeking ways to plug veterans into the innovation economy. These efforts capitalize on the leadership skills and technical knowledge of military veterans by helping them become entrepreneurs. Operation Boots to Business is a new nationwide initiative, backed by the U.S. Small Business Administration (SBA), that will provide entrepreneurship training courses at military bases to help veterans transition into business ownership.

New SBA Online Portal to Connect Small Businesses with Corporate Supply Chains

The SBA announced Supplier Connection, a private-public collaboration intended to help small businesses strengthen their revenue streams by gaining access to more than $300 billion in combined supply chain spending by a consortium of 15 of America's largest corporations. Supplier Connection, a free online portal created by the IBM Foundation, allows small businesses to send information about their products and services to 15 large private sector companies.

New Export Initiatives Focus on Opening New Markets to State and Local Businesses

Since the Great Recession, Government agencies in partnership with universities, for-profit and nonprofit other organizations have undertaken new efforts and developed new initiative to increase the number of small businesses in their region or state that are exporting and increase the value of exports for those small businesses that are currently exporting. The Small Business Administration announced the second round of funding for its State Trade and Export Promotion Grant (STEP) Pilot Grant Initiative. The Development Corporation announced Pure Michigan Export Now pilot program.

SBA Invites Licensing Applications for New $1 Billion Early Stage SBIC Initiative

The Small Business Administration (SBA) is now accepting the first stage of the licensing process for the new five-year $1 billion Early Stage Small Business Companies (Early Stage SBICs) initiative. In 2012, the SBA may commit up to $150 million to support eligible investments funds focused on early/seed stage investments.

President Announces Capital Initiatives for Rural Small Businesses

Speaking during a Rural Economic Forum at Northeast Iowa Community College in Peosta, IA, President Obama announced several new initiatives to promote economic growth in rural areas, including two new capital programs. The Small Business Administration (SBA) will partner with USDA to double its current rate of investment in rural small businesses to $350 million over the next five years. This will be accomplished through SBA's Impact Investment Fund.

New SBA Program Will Increase Availability of Small Loans for Small Businesses

Starting in the spring, a new Small Business Association (SBA) loan program — the Community Advantage loan program— will increase the availability of loans (up to $250,000) to: 1) small businesses, 2) firms that are less than two-years old or 3) those owned by veterans. The program specifically will target businesses in low- to moderate-income communities. Currently, small businesses face difficulty receiving loans of this size due to perceived risk involved (historically high default rates).

Small Business Administration Announces a Startup America Entrepreneurial Mentor Corps

The Small Business Administration (SBA) announced a new pilot program that will to support more than 1,000 startup and earlystage firms across the country. The goal of the Entrepreneurial Mentor Corps' (EMC) is to mobilize members of the current generation of successful business owners to mentor and support startups and entrepreneurs to help them become the next generation of great American companies. In February, SBA Administrator Karen Mills announced one of the EMC's first initiatives to match approximately 100 clean energy startups with mentors.

SBA Announces 2010 FAST Award Recipients

Twenty universities and organizations received $100,000 grants to support R&D and small business innovation under the U.S. Small Business Administration's FAST program. The program is designed to stimulate economic development among small, high-tech businesses through federally-funded innovation and R&D programs such as the SBIR and STTR programs. The project and budget periods are for 12 months beginning Sept. 30, 2010, according to a press release.

SBA Funds Three New Regional Innovation Clusters

SBA Issues Proposed Rules for Impact SBICs

In the February 3 Federal Digest, the U.S. Small Business Administration (SBA) issued proposed rules affecting Impact Small Business Investment Corporations (SBICs) and is accepting comments. In addition to codifying the existing, temporary guidelines, the proposal would add new investment certifications, change the expedited processing benefit for reduced fees and replace the branding penalty for non-compliant SBICs with the threat of imposed default.

SBA seeks leaders to serve on Council of Underserved Communities

The U.S. Small Business Administration (SBA) is soliciting nominations of qualified former and current small business owners, community leaders, officials from small business trade associations, and academic institutions to serve on the Council of Underserved Communities (CUC). The CUC is being restored to help support the SBA’s prioritization of equity across its programs and initiatives. SBA seeks candidates representing both urban and underserved communities.

House committee backs new manufacturing office, increases for FAST and clusters

The House Committee on Appropriations advanced its first FY 2022 funding bills this week. Included in the financial services bill was $10 million for each of the U.S. Small Business Administration’s three main innovation programs: Regional Innovation Clusters, Federal and State Technology Partnership (FAST), and Growth Accelerators Fund Competition.
