State legislators in many parts of the country took action this year to fund the construction of research infrastructure and provide financial support for commercialization. In Kansas, New York, Georgia, Maine and Wyoming, legislators funded the construction of laboratories and other innovative spaces at public universities to boost the high-tech economy. In Colorado, Maryland and a number of universities, new initiatives were rolled out to support public-private research collaborations and the commercialization of cutting-edge technology.

Addressing accessibility, affordability and ensuring workforce preparedness topped legislators’ agendas in many states during the 2014 sessions. States and regions are increasingly competing for talent as the trend toward growing and nurturing innovation ecosystems continues.

With an eye toward long-term payoffs associated with investments in research, lawmakers dedicated funds and strengthened ties with industry partners. Some states made significant investments in facilities and R&D to grow cancer research capabilities, while others looked to universities to establish new avenues for discovery or attract star researchers. In Washington, the life sciences community banded together to save a nine year-old grant fund that invests in R&D and helps the state remain competitive.

Several states announced new or expansions to existing capital programs during the 2014 legislative session. The proposals targeted increasing the availability of venture/risk capital for job creation and establishing or expanding angel tax credits to spur investment in targeted sectors. Nebraska lawmakers allocated $50,000 to support and increase venture capital in the state. In Minnesota, Gov. Mark Dayton extended the state’s Angel Tax credit for two more years and added additional funds.

To continue the growing trend of intrastate crowdfunding, six states passed exemptions including Alabama, Indiana, Maine, Maryland, Tennessee, and Washington.

Lawmakers approved funding for a bond program that dedicates $50 million for re-tooling community colleges with the latest equipment, but failed to pass a larger proposal that would allow universities to compete for $100 million in bond funds for capital improvements to enhance engineering programs. The budget also includes $2 million to establish a new fund for global marketing of Michigan’s automotive sector and support of public-private collaborations with the auto industry.

With nearly $10 million in additional funding for the upcoming year, the public-private Missouri Technology Corporation (MTC) will receive a boost in support for core programs and new resources to administer early stage business grants. MTC invests in emerging high-tech companies with a focus on bioscience industries.

A project underway between IBM and Louisiana State University’s School of Engineering aims to better meet employer needs by tripling the number of computer science graduates in five years. Hoping to generate more partnerships like these, lawmakers approved legislation supported by Gov. Bobby Jindal that allows colleges and universities to compete for funds in an effort to produce graduates in high-demand areas. A smaller percentage of the funds distributed under the new Workforce and Innovation for a Stronger Economy (WISE) Fund will be based on federally funded research expenditures.

Building on a bare bones structure for privatizing economic development established last session, Gov. Pat McCrory outlined a plan for transitioning the state’s Department of Commerce to a public-private partnership, effective July 1. The move, according to the governor, will allow for more flexibility to support businesses and achieve savings for the state. Several innovation-focused investments also were presented as part of the recommended state budget adjustments for FY15, including matching and incentive funds for early stage, high-tech companies and funding to assist campuses in commercializing technology.

Lawmakers included $30 million in the recently enacted FY15 budget to establish a fund to help smaller manufacturers modernize and grow with priority given to companies located in the state’s 42 communities designated as historic manufacturing hubs. The budget also increases by $100 million the bond authorization for the Manufacturing Assistance Act, a program for larger companies that provides incentive-driven direct loans for projects with strong economic development potential. The proposals were part of Gov. Dan Malloy’s workforce development agenda outlined earlier this year.

State agencies in New York spent more on research and development than agencies in any other state in FY11, according to data released by the National Science Foundation. The NSF data provides an overview of state agency investments in R&D, broken down by the source of those funds and the types of organizations that eventually performed the research. Ohio, Florida and California also ranked among the top states for total agency investment. West Virginia and Ohio led in R&D investments as a share of state GDP in FY11.

The FY15 budget agreement approved last week by lawmakers dedicates $60 million to elevate the state’s status in cancer care and research, with another $20 million slated for peer-reviewed research grants. The cancer research initiative was a major priority for Gov. Rick Scott during the session. The budget also increases funding for economic development incentives and provides level funds for university-based technology commercialization.

As a result of deep cuts to higher education funding following the recession, issues surrounding affordability, access to programs and services, and quality could jeopardize the nation’s competitiveness. A new report from the Center on Budget and Policy Priorities finds that although a majority of states have begun to restore some of the cuts, 48 states are spending less per student than they did before the recession. Some states are considering large tax cuts as part of the 2014 legislative sessions, posing additional concerns for higher education support and its impact on the workforce.

State leaders often cite publicly supported innovation infrastructure as investments in jobs of the future. When targeted and executed smartly, such investments can spur job growth over the long-term and help advance technology commercialization. Lawmakers in Georgia and Kansas recently passed budgets that include funding to support high-tech research facilities and similar measures are pending in several other states. The University of Georgia (UGA) is slated to receive nearly $45 million for a Science Learning Center and, in Kansas, the legislature approved $2 million for creation of a new Innovation Campus aimed at attracting technology jobs.

The FY15 budget bill passed by Maryland lawmakers increases funding for three of the state’s high-tech tax credits and provides level funding for continued innovation-focused investments. Lawmakers also passed bills to fund endowed chairs, create zones to incentivize businesses, and establish a statewide internship program connecting students to small, technology businesses.

Two proposals announced by Gov. Peter Shumlin would provide additional lending tools and incentives to attract and retain technology companies using revenue surpluses for the current fiscal year. The first proposal would establish the Vermont Enterprise Incentive Fund and authorize the governor to offer an incentive package not exceeding $4.5 million to businesses that have a substantial statewide or regional economic or employment impact. The second part adds $500,000 in state general funds to the $1 million in federal funds available to the Vermont Economic Development Authority’s Entrepreneurial Lending program.

Tennessee legislators overwhelmingly approved Gov. Bill Haslam's cornerstone proposal for addressing affordability and accessibility issues plaguing higher education while at the same time making a substantial commitment toward future workforce preparedness: free community/technical college tuition.

Massachusetts Gov. Deval Patrick has unveiled an economic development package intended to bolster the state’s role in the global tech economy through multi-year investments totaling an estimated $100 million.

Pointing to the growth potential in jobs and health within the life sciences industry sector, Gov. Jay Inslee vetoed a $20 million cut in funding to the nine-year-old Life Sciences Discovery Fund (LSDF), allowing the fund to honor existing commitments and proceed with the 2013-14 Proof of Concept grant program and Entrepreneur Mentoring grant program. The state’s budget director David Schumacher said the sheer volume of letters from biotech companies in support of saving the fund carried weight in the governor’s decision, reports The Olympian.

Many of the proposals put forth by Gov. Andrew Cuomo for growing New York’s innovation economy were fulfilled or received ongoing support in the enacted FY15 budget. This includes a final installment of $680 million to complete the Buffalo Billion initiative, new rounds of funding for the Regional Economic Development Councils, SUNY and CUNY challenge grants, and tax breaks for manufacturers. Lawmakers also approved funding for a new genomic medicine network and STEM scholarship program.
