President Barack Obama recently announced a pair of initiatives to provide American students better access to two-year degrees and technical training programs. Under the first program, American’s College Promise, the federal government would cover three-quarters of the cost of an average community college education for students who attend at least half-time and maintain a 2.5 GPA. States would be required to contribute the rest of the tuition funds.

This week, the Obama administration launched TechHire, a new, multi-sector initiative that seeks to educate workers through universities, community colleges, high-quality online courses, and other nontraditional approaches like “coding bootcamps,” with many programs not requiring a four-year degree.

The White House recently released a preview of its plans to build a stronger pipeline between K-12 education and high-skill employment. The President’s Computer Science for All Initiative would boost investment in states, districts and teacher training to improve computer science (CS) education for K-12 students. The three-year, $4 billion plan would also call on multiple federal agencies to focus investments on improving CS skills.

President Barack Obama signed the Workforce Innovation and Opportunity Act (WIOA) into law on July 22 – a federal-wide reform effort designed to help job seekers access employment, education, training, and support services to succeed in the labor market and to match employers with the skilled workers they need to compete in the global economy. WIOA is the first legislative reform in 15 years of the public workforce system.

New partnerships are needed between the IT community, government and institutions of higher learning to help bridge the American skills gap, according to the President’s Council of Advisors on Science and Technology (PCAST). In a letter to the president, PCAST notes that online solutions could provide people without secondary degrees with the training needed to fill high-demand IT jobs.

In a fact sheet released ahead of President Obama’s visit to Macomb Community College in Warren, MI, this week the Obama administration announced new steps to expand apprenticeships and continue other efforts around workforce development and free community college.

As part of President Obama’s recent executive order on immigration, the Department of Homeland Security (DHS) recently issued a number of new policies and regulations intended to capitalize on the skills of foreign workers, researchers and students. The White House Office of Science and Technology Policy published an explanation of how the new rules will also be used to attract immigrant entrepreneurs through two new pathways to legal residency.

Aligning industry needs with workforce training has gained renewed focus in states and emerged as a national priority. This week, President Obama announced two grant programs totaling $600 million in existing funds that challenge academic institutions and businesses to design job training for the globalized economy and set industry-recognized standards. States are increasingly partnering with community colleges and industry to fill in-demand jobs, and with tight budgets, new efforts in Georgia and North Carolina also aim to enhance worker training by reallocating existing resources or restructuring programs.

Earlier this month, the White House released an executive order to expand apprenticeship programs and to study other federal workforce initiatives. The administration will attempt to reduce regulations for “effective” efforts while reducing funding for other programs.

In an executive order issued last month, President Trump wrote that the nation is facing a skills crisis. In response, and in order to develop “a national strategy to ensure that America’s students and workers have access to affordable, relevant, and innovative education and job training that will equip them to compete and win in the global economy,” the president established a National Council for the American Worker.
