NASBO, NGA Survey Finds Improving Economic Outlook in the States

State economies appear to be re-energizing after several years of slow recovery from recession, according to the Spring 2013 Fiscal Survey of States by the National Association of State Budget Officers (NASBO) and the National Governors Association (NGA). As a result, state government revenues also are improving with 42 governors recommending higher spending levels in FY14. Total FY13 spending, however, remains below the pre-recession 2008 peak, and much of the increased spending will be dedicated to areas where spending was reduced over the past five years. CT Budget Funds Effort to Double State's STEM Graduates in Ten Years

Connecticut's General Assembly approved a biennial budget that includes major increases for science and technology research and education at the University of Connecticut and a boost in funding for the state's others higher education institutions. The $44 billion budget also includes continued funding for the state's economic development programs.

Texas Lawmakers Boost Emerging Tech Fund by $50M, Pass R&D Tax Credit

The budget agreement reached by Texas lawmakers earlier this week includes $50 million in new funds to provide grants to technology companies for research and commercialization activities under the Emerging Technology Fund (ETF). A bill to address accountability and transparency of the fund was passed in the House, but later removed from the Senate calendar despite controversy surrounding the decision-making authority of the grants. Lawmakers also passed a measure to reinstate an R&D tax incentive that was repealed in 2006, and set aside funding to lure a space transport company to the state.

Private Sector Partnerships Emphasized in North Dakota's Centers of Excellence Successor Program

A new program that builds upon the successes of North Dakota's Centers of Excellence and Research Excellence programs will fund up to half of the cost of R&D and commercialization projects conducted by the state's research universities. Under Research North Dakota (RND), the development and commercialization of new products will be achieved on a project-by-project basis and state funds will be matched with private-sector cash investment.

Florida Session Ends with Efforts to Expand Tech Commercialization, Elevate Universities

Lawmakers last week passed a $74.5 billion FY14 budget that expands efforts to commercialize research and boosts funds for life sciences and space-related investments. Under a sweeping new education bill, universities can qualify and receive additional resources as preeminent research universities. The measure also designates some higher education funding based on performance, and allows colleges to create low-cost degree programs.

IN Legislature Dedicates $25M to Establish Biosciences Institute, Increases Accountability

With a commitment of $25 million over the next two years to establish a biosciences institute, Indiana lawmakers gave their stamp of approval to a major policy goal touted by Gov. Mike Pence during the campaign. The governor and lawmakers hope to build an endowment of $300 million to $400 million over the next five to seven years drawn from corporate and philanthropic sources. The endowment would fund annual operations of the institute and help recruit world-class scientists with an emphasis on technology commercialization, reports the Indianapolis Business News. Funding for the initiative is part of the Indiana Economic Development Corporation's (IEDC) budget. Earlier this week, the governor signed a bill aimed at increasing transparency in the state's economic development activities. Specifically, the bill requires IEDC to aggregate information on performance goals, jobs created, expected jobs, recaptured incentives and tax credits claimed each year. Tax Credits Help Advance Maryland's Innovation Agenda

Maryland often has been at the forefront of innovation with a longstanding reputation for investing in science and technology to capture new opportunities for economic growth. This year's legislative session was no different. Lawmakers backed Gov. Martin O'Malley's proposals to support the state's bioscience sector, expand the R&D tax credit, enhance workforce training, and promote measures to establish the state as a leader in cybersecurity.

Regional High-Tech Incubators, $50M VC Fund Win Support from NY Lawmakers

With a continued push toward regionalism to better support the state's high-tech platform, lawmakers approved in the FY14 budget startup funding for a new statewide incubator program that provides grants for the incubators and tax incentives for client companies. The initiative is part of Gov. Andrew Cuomo's planned expansion for the state's 10 regional councils. Other innovation-focused initiatives approved in the recently enacted budget include a $50 million innovation venture capital fund, a third round of funding for the SUNY 2020 program, and $55 million to launch the CUNY 2020 challenge.

WA Gov Proposes Plan for Business Climate, STEM Education

Gov. Inslee of Washington released his budget request for the 2013-2015 biennium in his Working Washington plan. Among the priorities are STEM educational investments and clean energy research and development. Overall, the Governor's proposed budget totals more than $34.4 billion, and would result in nearly $532 million in reserves, without proposing new taxes.

More Funding for Higher Ed Sought in FL, OH, PA and TX Tied to Performance

Upbeat revenue forecasts and shared economic principles have Republican governors in four states requesting more funds for higher education tied to performance metrics or workforce outcomes. Recent budget proposals introduced in Florida, Ohio, Pennsylvania and Texas focus on competing for talent and jobs through efforts to encourage STEM learning and teaching and incentivizing outcomes such as graduating more students in high-demand fields, conducting research and more. College affordability is addressed through measures that would freeze tuition or cap increases.
