Last week, the U.S. House of Representatives again passed the National Apprenticeships Act, which is intended to increase the diversity of occupations and people covered by approved apprenticeship programs. Apprenticeships receive substantial attention for their track record of strong economic impacts when measured at the state level, and the bill also hopes to improve the ability to track impacts across the country.

Organizations unveil fresh approaches to address workforce challenges

In a year that has seen the economy drop off a cliff, unemployment skyrocket and racial discrimination shock the consciousness of a nation, one might think all hope is lost. But there are those who are working to take this moment in time and re-emerge on the other side a stronger, more inclusive nation. As many workers face the prospect of a job that may never return, Americans in a more comfortable position who have been able to shift their work to remote locations have applauded the work of those left on the front lines during the current pandemic. And a realization that the economy wasn’t always working for all, and the American dream was becoming more of a nightmare for large segments of the population, is coalescing into action for better jobs and greater inclusion.

This week, an alliance of workforce partners has begun to release a suite of tools designed to help those who have worked to build their skills through experience, but lack a four-year degree. A recent report reveals how those who have worked to build their skill set have nonetheless experienced stagnant or downward wage trajectories. Turning that tide to a more positive outcome is the driving force behind many in the workforce development field. In this story we look at the efforts of Opportunity@Work and the Center for Workforce and Economic Opportunity at the Federal Reserve Bank of Atlanta, both of which are part of Markle’s initiative known as Rework America Alliance.

USCCF calls for a paradigm shift in financing a competitive workforce

At a critical junction for the American workforce, the U.S. Chamber of Commerce Foundation (USCCF) has launched a new initiative to develop new models for investment in the workforce of the future. Partnering with Federal Reserve Bank of Atlanta, the Talent Finance initiative advances a new public-private approach to talent development that is intended  to address the challenges and requirements of the new economy — one that competes on talent. In the wake of the pandemic’s upheaval of the economy, workers are facing greater uncertainty and the prospect of jobs that may not return.

Federal Reserve and Alabama launch new workforce development tool

In an effort to help Alabamians advance into higher-paying careers and understand how higher income from new careers can establish a path toward self-sufficiency, the state of Alabama and the Federal Reserve Bank of Atlanta have partnered to launch a new career tool. The Dashboard for Alabamians to Visualize Income Determinations (DAVID) is designed to help low-income workers fearful of the benefits cliff (the sudden loss of public assistance as income increases) attain economic self-sufficiency as they plan for future career development. Gov. Kay Ivey said in a release that the tool will help Alabama reach its attainment goal of adding 500,000 credentialed workers to the workforce by 2025.

Women’s progress could be setback decades due to pandemic fallout

As the pandemic turned workplaces upside down, women in particular have been negatively impacted. Women, especially women of color, are more likely to have been laid off or furloughed and the supports that working women relied on, namely school and child care, have been upended. As a result, more than a quarter of women are contemplating downshifting their careers or leaving the workforce, according to Women in the Workplace, the sixth in the series from McKinsey and LeanIn.Org, which calls the current situation “an emergency for corporate America.” And, a recent New York Times story this week detailed how alarm bells are also ringing for women in academia, who already faced obstacles in advancing their research and careers.

NGA offers roadmap for state leaders to build a resilient workforce

After more than a year of research and facing greater disruption to the workforce than imagined at the outset, the National Governors Association (NGA) has released a guide for governors and state policymakers to help build a technologically resilient workforce. Written before the COVID-19 outbreak, the authors of the report attest that trends previously identified will only accelerate, and thus there is even greater urgency for policy transformations that should be implemented as part of a system wide, resilient education and workforce development agenda.

States address workforce issues pushed to forefront by pandemic

Faced with the sudden, unprecedented fallout from the COVID-19 pandemic, Gov. Ned Lamont last month launched a new resource to provide workers and businesses in Connecticut with career tools, including partnering with Indeed and workforce training providers. Last week, the Mississippi Legislature passed a bill appropriating $55 million for short-term training and support of programs for training of employees and others displaced due to the health crisis. Minnesota is partnering with Coursera to offer free courses to its workers that have lost jobs because of the pandemic. And noting the reality that many of the jobs previously held in the service industry will not recover, the Wisconsin Economic Development Corporation reported that “the first priority for recovery is to reskill and upskill these workers, and get them back to work as soon as possible, at family-sustaining wages that offer them a strong future.” These efforts are just a few of the initiatives underway across the country to address the workforce crisis.

PCAST recommends bold actions to ensure American leadership in industries of the future

The President’s Council of Advisors on Science and Technology (PCAST) is recommending a set of bold actions to help ensure continued American leadership in Industries of the Future (IotF), comprising artificial intelligence (AI), quantum information science (QIS), advanced manufacturing, advanced communications, and biotechnology. The three pillars underpinning these actions are: enhancing multi-sector engagement in research and innovation; creating a new institute structure that integrates one or more of the IotF areas and spans discovery research to product development; and ensuring the availability of a qualified, diverse IotF workforce.

Workforce recovery could help redefine nation

With efforts underway to return people to jobs, the time is ripe to rethink our approach to the workforce. Instead of returning to the way things were, now is the time to re-think the kind of country we want to have says Carl Van Horn, founding director of the Heldrich Center for Workforce Development at Rutgers University. Van Horn and Jane Oates, president of WorkingNation, presented their ideas for workforce recovery and lessons learned from the Great Recession during a Federal Reserve Bank of Atlanta Center of Workforce Development webinar yesterday.

MI’s bold proposal supports frontline workers, other states punch up efforts

Frontline workers in Michigan who don’t have a degree may find a tuition-free pathway to college or a technical certificate, in the same manner as the G.I. Bill following World War II, while others states are also pursuing options for increased educational opportunities for workers who have lost their jobs due to COVID-19.
