Special Federal Budget Issue: National Science Foundation

The Administration's FY 2006 budget request for the National Science Foundation (NSF) is $5.605 billion, a 2.4 percent increase above the FY05 appropriation level, but is still lower than the agency's FY04 appropriation of $5.652 billion.

Special Federal Budget Issue: Regional Commissions and Authorities

There are three federally established regional commissions and authorities that are dedicated to improving the economic opportunities within specific geographic regions. Two - the Appalachian Regional Commission and the Delta Regional Authority - are dependent on annual appropriations and are looking at reductions in FY 2006. The Tennessee Valley Authority, the oldest and largest of the three, generates its budget primarily through power generation revenues.

Gov. Arnold Schwarzenegger has selected Brian McGowan to replace Yoland Benson as deputy secretary for economic development in California's Business, Transportation and Housing Agency. McGowan, San Bernardino County's economic development administrator, will start his new position in January. Gov. Schwarzenegger also has appointed Teresa Takai as the state's first Cabinet-level chief information officer.

The Financial Services and General Government appropriations bill for FY 2026 passed the House of Representatives yesterday and now moves to the Senate where passage is also expected. The bill sets spending levels for several agencies supporting regional innovation, economic development, and investment. All too often, jobseekers and employers seem to exist in non-compatible realities. While jobseekers flood the job market with descriptions of their generalized skills in communication, leadership, and problem-solving to fill various roles in different sectors, employers are looking for the more specific skills that will get the job done, say the authors of a report from the Wharton School and Accenture. And they propose that AI is accelerating this shift from a role-based economy to a skills-based economy.
