The U.S. will not be able to achieve its goals for human space flight unless substantial changes are made to NASA's plans for the next decade, according to a report from the U.S. Human Space Flight Plans Committee. Offering some good news for universities and companies looking for funding, the National Science Board (NSB) has recommended the elimination of any evidence of voluntary cost share from most grant proposals to the National Science Foundation (NSF).
