With a budget management plan for the current fiscal year making its way through the state legislature, Gov. Janet Napolitano announced increased funding and borrowing for university programs and research initiatives in her fiscal year 2009 budget recommendation.
Funding for several TBED-focused initiatives aimed at increasing the state’s biotech portfolio is prominent in Gov. Martin O’Malley’s fiscal year 2009 budget proposal. Under the recommendation, stem cell research, biotechnology and nanotechnology are targeted for investments to grow the state’s economy, building on the actions of the 2007 legislative session (see the April 16, 2007 issue of the Digest).
Gov. Kathleen Sebelius delivered her State of the State Address last week proposing new initiatives and continued funding for several TBED programs emphasizing education and innovation as key to the state’s future economy.

Although the national venture capital investment continues to expand, many parts of the country still lack access to reliable sources of business capital. Even in states that rank in the top tier for venture investment, there are often insufficient capital resources to support businesses at every stage of development.
While many universities offer business plan competitions and programs in entrepreneurship and commercialization, fewer opportunities are available to learn about the capital side of the equation. Last week, however, two major conferences invited students to learn more about venture capital (VC) investment and emerging trends in the venture industry.
Each year, the National Science Foundation releases updated information for their Federal Funds for Research and Development series. SSTI has prepared a table illustrating the amount of federal R&D obligations provided to industry in each state from 2000 to 2004, the most recent years for which statistics are available. Additionally, the relative ranking of each state is displayed for every year in this period.

Last week’s release by the National Science Foundation (NSF) of the results of the 2005 survey of academic R&D expenditures reveals the nation’s investment in research through its universities and colleges rose 5.8 percent in fiscal year 2005. Academic research expenditures for FY 2005 totaled $45.75 billion.

In the global competition to create the best markets for entrepreneurs, Hong Kong moved up from second place in 2005 to reclaim the top spot, according to the Milken Institute's 2006 Capital Access Index. Hong Kong was first in the 2004 edition of the index.
In 2006, Singapore rose from third to second place. The United Kingdom, ranking first in 2005, slipped back to third for the 2006 rankings, while the U.S. dropped from fourth to fifth because of an increase in the lending rate.
The National Institute of Standards and Technology (NIST) recently announced the Advanced Technology Program (ATP) will conduct a new competition in fiscal year 2007 for cost-shared awards to support high-risk industrial R&D.

When it comes to new firm survival in the service sector, do regions that have above-average high school dropout rates fare worse than regions with higher percentages of their adult populations earning college degrees? The answer, according to a recent discussion paper by Zoltan Acs, Catherine Armington, and Ting Zhang, is it depends.
Nineteen states that applied for assistance under the Small Business Innovation Research (SBIR) Program in fiscal year 2005 saw an award-to-proposal conversion rate greater than the national average of 16.4 percent. Of those states, five experienced rates of greater than 20 percent - Nebraska (29%), Maine (27.3%), District of Columbia (25%), Montana (21.8%), and Washington (20%).
The Georgia Department of Economic Development (GDEcD) is seeking a director to run its Innovation and Technology Office. The director is responsible for implementing and expanding a statewide technology and innovation-based economic development program that encompasses a full range of sales, marketing, business recruitment, business development, community development and public relations activities.
Federal stimulus funds approved earlier this year by Congress are doing more than filling budget gaps in states across the nation. Common wisdom says engineering is hard and a high proportion of engineering students, particularly female engineering students, changes majors during the course of their time in college. A recent study suggests just the opposite actually is true.
Offering some good news for universities and companies looking for funding, the National Science Board (NSB) has recommended the elimination of any evidence of voluntary cost share from most grant proposals to the National Science Foundation (NSF). However, the board recommended mandatory cost matching should be reinstated in a handful of initiatives, including its Engineering Research Centers (ERC) program, its Industry/University Cooperative Research Centers (I/UCRC) program, and its EPSCoR program.
