To help the United Kingdom out of the recession, Alistair Darling, chancellor for the exchequer for the United Kingdom, outlined several significant TBED priorities in his budget address to the House of Commons last month.

Top among them is a £750 Million ($1 Billion USD) Strategic Investment Fund that "will provide financial support, focusing on emerging technologies and regionally important sectors in, for example, advanced manufacturing, digital and biotechnology," Darling said in his address.

The Montana Legislature adjourned last week after passing an $8 billion biennial budget for FY10 and FY11. The state Department of Commerce was allocated $74.9 million over the biennium, $1.7 million more than the governor's request. Newly funded initiatives within the department include $3.7 million over the biennium for workforce training grants through the New Worker Training program, $1.6 million for tribal economic development projects, $2 million for high-performance computing and $2.5 million in FY10 for biomedical research grants.

Following up on President Barack Obama's State of the Union pledge to focus on American competitiveness and innovation, the White House announced the Startup America initiative, a program to support and celebrate U.S. entrepreneurs. On Monday, a panel of cabinet members, White House officials, executives and economic development leaders provided an outline of the public/private effort, which has already generated $400 million in private commitments.

Focusing on job growth and promoting the state for new business development, Gov. Brian Sandoval announced his plans to reorganize the Commission on Economic Development into a public-private partnership and increase funding for the state's economic development efforts by an additional $2.2 million in general fund appropriations each year. The governor also included in his 2011-13 biennial budget $10 million in FY12 for a proposed Nevada Catalyst Fund designed as a closing fund to bring new businesses to the state.

The National Institute of Standards and Technology (NIST) intends to award $20 million in grants to support the construction of new or expanded scientific research facilities. The NIST Construction Grant Program (NCGP) provides competitively awarded, cost-shared grants (non-federal cost sharing of at least 20%) to support construction and expansion projects including laboratories, test facilities, measurement facilities, research computing facilities and observatories.

The Technology Innovation Program (TIP), a program within the National Institute of Standards and Technology (NIST), released its Three-Year Plan covering proposed grant competition topics through FY 2014. Future TIP grant competitions may target specific research topics within eight areas of critical national need: civil infrastructure, manufacturing, energy, health care, water resources, complex networks and sustainability.

In March, Canada's Advanced Research and Innovation Network (CANARIE) will begin a pilot program designed to reduce the time and cost of bringing new information and communications technology (ICT) products, services and protocols to market. The Digital Accelerator for Innovation and Research (DAIR), a virtual research and development environment, will enable small and medium-sized ICT firms to create complex, large-scale products and demonstrate them to customers without building a costly, in-house R&D infrastructure.

The technologies developed at the nation's 700 federal laboratories and research centers impact the health, energy, security, and agricultural needs of the country. They have a substantial effect on the economic growth of the U.S., especially as these technologies are commercialized.

The NSF's Federal Funds for Research and Development series illustrates trends in the U.S. government's funding obligations for science and engineering R&D. Federal funding is distributed to government agencies, academic institutions, research centers, state and local governments, nonprofit organizations, as well as private companies.

President Barack Obama called for a renewed commitment to American innovation, education and infrastructure to restore the country's competitive edge in his annual State of the Union address on Tuesday. The administration's "plan to win the future" includes stronger support for research and high-tech businesses in order to maintain leadership in a global economy dominated by technology-intensive industries.

The Obama administration plans to award $2 billion in grants to two-year, degree-granting institutions over the next four years to expand job training programs across the country. The funding was allocated through last year's health care act and will support training programs designed to meet the needs of local employers. Awards will range from $2.5 million to $5 million for individual institutions and from $.25 million to $20 million for consortia.

New York City Mayor Michael Bloomberg recently launched the NYC Urban Technology Innovation Center, an initiative that will connect universities, technology companies and building owners in an effort to bring new green building technologies to market. The initiatives will provide a database of technology needs and research, and will provide researchers with real world test sites for their work. Building owners will be able to use the technologies at discounted rates.

One of the biggest challenges for green technologies and products is breaking into the market. Achieving the critical mass that allows production volume to drive down prices is difficult, particularly when the commodity being sold is, at least initially, more expensive to make because more of the actual cost of production is captured in the green company's business model.

The Ohio Department of Development invites bids for two Requests for Proposals (RFP) to provide evaluation services and other forms of technical assistance for the state's fiscal years 2010 and 2011.  Proposals for either opportunity are due by May 29. Specifically, Development is seeking contractors for the following:

Arizona Gov. Jan Brewer will convene a special session to focus on job creation proposals centered on her effort to replace the state's Department of Commerce with the public-private partnership she established through executive order last year (see the July 14, 2010 issue of the Digest). Along with legislative approval of the Arizona Commerce Authority (ACA), the governor is calling for $25 million to launch the Arizona Competes Fund, providing tax incentives for businesses locating in the state.

Climbing back from a deep recession without over burdening taxpayers is a main focus of this year's legislative session for many states, leaving little room for bold initiatives needed to position state and regional economies for future growth. Nebraska Gov. Dave Heineman, however, is asking lawmakers to look beyond the state's current conditions and invest in economic sectors he says are likely to create high-quality jobs and enhance the state's "economic momentum."

The Iowa Innovation Council, a 29-member state advisory board, released a strategic plan focused on entrepreneurship and targeted industries (e.g., advanced manufacturing, biosciences and information technology) to grow the state's innovation economy. The council believes this plan will create high-skilled, high-wage jobs through several new initiatives including:

• A private seed capital investment fund;
• New strategies to accelerate technology transfer and commercialization; and,

In April, University of Hawaii's President M.R.C. Greenwood appointed an eight-member council to develop a strategy that would increase innovation and technology transfers throughout the university system. The council recently announced a drafted of four recommendations that would help the university system to "achieve a high-value economy in Hawaii." The recommendations build and approve upon the system's existing research capacity. The recommendation also focuses heavily on creating an innovation ecosystem built upon entrepreneurship and university-private partnerships.

Legislators in New York rejected Gov. David Paterson's proposal to consolidate the state's primary organization for supporting and enhancing technology-based economic development into the state's traditional economic development organization (see the Dec. 17, 2008 issue of the Digest).

Funding for the New Jersey Commission on Science and Technology, which administers the state's stem cell research program, would be cut nearly in half under Gov. Jon Corzine's FY10 budget recommendation. The commission is slated to receive $10.4 million, a decrease of $9.9 million from the FY09 adjusted appropriation, to administer grant programs focused on commercializing new technologies, develop early-stage growth companies and business incubators, and enhance New Jersey's stem cell research capability.

Venture capitalists increasingly turn their attention to investment opportunities outside of the U.S., according to several recent industry reports. Though the U.S. continues to dominate the global venture industry, the current economic crisis has negatively affected national fundraising, investment and exits. At the same time, venture investment outside the U.S. reached a record $13.8 billion in 2008, a five percent increase over the previous year. China, India and Israel in particular have made strides in building thriving VC markets.
