Last week, Congress approved the $300 billion "farm bill" with large bipartisan majorities in both the House and Senate (318-to-106 and 81-to-15, respectively). The wide margins belie that fact that the bill remains somewhat controversial outside of Congress for its lack of reform of farm and crop subsidies. President Bush vetoed the bill today, citing concerns about its continued support of large subsidies for agricultural producers despite record profits for the farming industry. With veto-proof majorities in both houses, however, the bill is likely to survive.

Legislative approval of several measures to support the state’s energy initiatives were accompanied with lawmakers’ rejection of Gov. Linda Lingle’s proposals to fund Science, Technology, Engineering, and Mathematics (STEM) programs and expand TBED initiatives at the conclusion of the 2008 legislative session earlier this month.
 

During the 1990s, especially the mid- to late-part of the decade, many countries experienced booms in their high-tech and venture capital industries. Few, however, grew at the same pace as Israel.
 
Israeli entrepreneurs created eight times as many high-tech companies during the 1990s than in the previous decade and equity investment in Israeli start-ups grew from $50 million to $6.65 billion. The number of venture capital companies in the country jumped from two in 1990 to about 100 in 2000.
 

The network of community colleges throughout the U.S. has an integral and increasing role in preparing the nation’s workforce for career and technical training. According to the National Center for Education Statistics, 6.2 million full-time and part-time students attended public two-year colleges in 2005 – about 41 percent of the nation’s total undergraduate population. Two reports released earlier this month provide a deeper look into U.S.

U.S. Secretary of Energy Steven Chu has announced that the Obama Administration will invest $200 million over the next five years to expand and accelerate the development, commercialization, and use of solar and water power technologies across the U.S.. The funding includes up to $125 million for s photovoltaic manufacturing intiative, $40 million for photovoltaic supply chain development, $4.5 million for a new national administrator for the solar instructor training network and $39 million for marine and hydrokinetic technologies.

The U.S. House of Representatives Committee on Science and Technology approved the America COMPETES Reauthorization Act of 2010 on Wednesday. The bill adjusts the original spending projections based on the amount authorized in 2007, while maintaining the goal of doubling funding over the next ten years. Programs affected by the reauthorization include the Innovative Technology Loan Guarantee program, the Advanced Research Projects Agency for Energy (ARPA-E) and the Regional Innovation Clusters program, among others.

Two measures, one dealing with improving access to higher education in Alaska, and another focusing on economic growth through renewable energy in Nebraska, recently were approved as part of the 2010 legislative sessions. Lawmakers in Alaska passed a measure establishing a merit-based scholarship program championed by Gov. Sean Parnell, but left funding for the program uncertain. Meanwhile, Nebraska legislators passed a bill to promote economic growth through renewable energy export.

Operating with a $152 million surplus for the current fiscal year, Gov. Mike Easley unveiled his recommended budget adjustments for FY 2008-09 earlier this week, providing additional funding for university projects and expanding TBED initiatives. North Carolina is one of a shrinking number of states to still project black ink for its next fiscal year.
 

“I recognize the importance of attracting venture capital and new investments to Maine,” Gov. John E. Baldacci said. The governor later added, “However, as it is currently written the bill carries enormous risk. This bill would guarantee a rate of return for venture capital investors while Maine would shoulder all the risk. The potential liability for the State is too great for me to sign this bill.”
 

The General Assembly approved the fiscal year 2009 budget last week, providing $21 million for the Life Sciences Research Trust Fund. Established in 2003, the fund was created to support life science research, commercialization, and technology transfer using a portion of the state’s tobacco settlement funds. The FY09 appropriation will be administered by the Life Sciences Research Board, which is responsible for awarding grants and contracts for research.
 

Early-stage Colorado bioscience companies and researchers in clean and alternative energy working to commercialize new technologies are among the victors of Colorado’s legislative session that ended last week.
 

Last week, the Federal Laboratory Consortium for Technology Transfer (FLC) held its annual national meeting in Portland, Ore. The gathering brought together laboratory technology transfer specialists, industry representatives and state and regional TBED organizations, among others, to discuss pertinent issues such as changes in federal legislation affecting intellectual property and SBIR reauthorization, STEM education initiatives, funding opportunities, and best practices for encouraging the successful commercialization of research.

Gov. Jim Douglas last week signed a jobs bill that distributes $8.7 million in federal stimulus funds to help seed high-tech entrepreneurial ventures, increase broadband access across rural areas of the state, train workers for careers in emerging sectors, and provide low-interest rate subsidies on loans approved under the Vermont Jobs Fund.

President Barack Obama recently outlined his administration's vision for the future of U.S. space exploration, including $6 billion in additional funding for NASA over the next five years. The new strategy would create 2,500 new jobs at Kennedy Space Center by 2012, initiate heavy-lift rocket development by 2015 and restructure the Orion crew exploration vehicle program to extend U.S. use of the International Space Station. Obama's plan also includes $40 million to help retrain workers affected by the end of the space shuttle program.

A competition for high-risk, high-reward research funding recently was announced under the Technology Innovation Program (TIP). The goal is to improve critical manufacturing processes that reduce costs, save time, increase quality or reduce waste to dramatically improve the competitiveness of process-based industries, including the biomanufacturing sector, which produces vaccines and other biopharmaceuticals. To fund the program in its first year, $25 million may be available for up to 25 projects. The deadline to apply is July 15.

In response to dwindling state funding and concerns related to leadership, focus and productivity in the state's current economic development model, Arizona Gov. Jan Brewer announced the creation of a new quasi-public state agency to focus on targeted industries such as solar, science, technology, aerospace, and defense to help the state grow jobs and remain globally competitive. The Arizona Commerce Authority (ACA) would replace the Arizona Department of Commerce, but does not assume all of its current functions.

Massachusetts ranks first in the country in patents per capita, SBIR awards and in R&D spending as a percent of gross domestic product (GDP), according to the latest version of the Index of the Massachusetts Innovation Economy. Though the report finds that the state's innovation economy is growing and, in many ways, suffered less than others during the economic crisis, it recommends taking action to increase student interest in STEM careers and to help launch new businesses.

For the fifth consecutive year, the number of international students applying to U.S. graduate schools has risen. This year, U.S. schools experienced 7 percent growth in foreign applications, the largest gain since 2007, according to the Council of Graduate Schools (CGS). Most of the growth came from applicants in China (19 percent increase) followed by the Middle East and Turkey (18 percent). Graduate applications from students in India decreased by 2 percent.

The State University of New York has released a ten-year strategic plan to help revitalize the New York state economy. One major element of the plan is increasing the university's involvement in statewide entrepreneurship through several new inititiatives, including SUNY Start-UP, which would invite entrepreneurial mentors on campus to work with students and professors, and SUNY-INC, which would align research teams across the state to accelerate the commercialization of new technologies. In its first state R&D survey since 1998, the National Science Foundation (NSF) finds 252 different state agencies across the country directly supported R&D and R&D facilities totaling $1.1 billion in fiscal year 2006. The survey, released this morning, was conducted for NSF by the U.S. Census Bureau.

Beginning in 2003 with its $510 million investment to lure the Scripps Research Institute (see the Oct. 31, 2003, issue of the Digest), the state of Florida has drawn national attention over the past few years for its aggressive pursuit of major life science research institutions. This year, however, it looks like that strategy will have to be put on a temporary hiatus.
 

Lawmakers in Idaho, Iowa and South Dakota recently passed budgets for the upcoming fiscal year providing funds to help stabilize higher education funding, support research projects related to renewable energy R&D, and provide temporary operational support for an underground deep science laboratory.

Nine national organizations, including SSTI, have joined the Angel Capital Association in seeking revisions to the Financial Reform Bill, which will be debated soon in the U.S. Senate. In its current form, the bill could shrink the pool of accredited U.S. investor and complicate cross-state investment (see the March 31, 2010 issue). The petitioning organizations ask that two small sections pertaining to accredited investors be removed or modified to prevent unnecessary obstacles to angel investing and entrepreneurship.
