The recently awarded NSF Engine Type 1 development awards are intended to bring technology-based economic development to vast swaths of the US landscape, including those that Silicon Valley and Boston have long overshadowed. This week we kick off an examination of some of the proposals led by SSTI members that were selected by NSF for funding.

Each year, more than 703,000 federally aided students enroll in one of the 1,800 career training programs, according to a Department of Education fact sheet. Unfortunately, the typical graduate of these programs leaves with unaffordable debt or earns less than a high school graduate in their state. Sometimes, these programs shut down with little warning, leaving students in the lurch.

This week, the U.S. Department of the Treasury approved the state of Mississippi and 15 Tribal Governments for State Small Business Credit Initiative (SSBCI) awards. Mississippi is receiving $86 million to launch four programs, including a $15 million fund investment program and an $11 million direct investment program.

Almost 40% of American adults report they struggle to make ends meet each month, an increase from 34.4% in 2022 and 26.7% in 2021. At 46.2%, Louisiana had the highest percentage reporting financial struggles followed by Mississippi (45.7%) and Arkansas (45.6%). Additionally, 11.3% of adults in households in the U.S. experienced some or very frequent times when they did not have enough to eat from April 26 through May 17, 2023. That percentage fell below the national average in 24 states, with Louisiana weighing in with more people (15.6%) going hungry than anywhere else.

Residents in disadvantaged communities could soon see progress toward equitable availability of clean mobility options due to two recent initiatives from the U.S. Department of Energy (DOE)'s Vehicle Technologies Office (VTO). A new funding opportunity from VTO brings $99.5 million in addition to the current selection of 45 projects totaling $87 million. DOE designed both to help to “onshore and re-shoring domestic manufacturing of key technologies and infrastructure that are critical to reaching the nation’s clean transportation future.”

More than 50% of the patents granted in 2020 were related to AI, according to a USPTO report. Considering this large volume of AI-related patents, the office recently sought feedback regarding AI inventorship. Key points made by AUTM, BIO, Google, IBM, and Microsoft are summarized here.

As the U.S. seeks to maintain its competitive edge in the global economy, it is important to acknowledge the contributions of immigrant innovators toward U.S. growth and competitiveness. Despite making up only 16% of the population, immigrant inventors are responsible for approximately 36% of the U.S. innovative output since 1990, and have founded some of the most successful companies in the nation.

For communities hoping to start and register an apprenticeship program, a new toolkit by the Department of Labor may offer some insight. Launched as part of National Apprenticeship Week (Nov. 12-18, 2018), “Building Registered Apprenticeship Programs” provides a guide to help start and register your apprenticeship program.

The Appalachian Regional Commission (ARC) announced its latest round of grants for Partnerships for Opportunity and Workforce and Economic Revitalization (POWER).

OrthoWorx, a nonprofit organization established in 2009 to advance Indiana’s orthopedics industry in Kosciusko County, received a $30 million appropriation from Indiana’s new two-year budget. Kosciusko County, home to companies that represent about half of the $60 billion global market for total joint replacements, is considered the orthopedic capital of the world. In 2022, the Northeast Indiana Regional Partnership estimated the industry accounts for more than 22,000 jobs in the region and approximately $19 billion in revenue.

Without information and connections on how to access and leverage the diverse American workforce, foreign multinational companies often have trouble finding qualified workers as they establish new – or expand existing – operations in the United States. Now, these companies have help from the SelectTalent USA initiative, a joint initiative of the U.S. Departments of Commerce, Labor, and Education.

In a recent installment of SSTI’s federal funding video series, SSTI program director Jerry Coughter conducted a two-part interview with Amanda Kosty, management and program analyst with the Economic Development Administration’s Office of Innovation and Entrepreneurship.

As states continue to grapple with the effects of low unemployment and a tight labor market, lawmakers and workforce development organizations also continue to explore how to increase labor participation among nontraditional or marginalized workers – including several states which relaxed child labor laws during this year’s legislative sessions – to address areas or sectors that are experiencing workforce shortages.

Working together to address the skilled labor shortage in manufacturing, manufacturers across the nation participate in Manufacturing Day as an opportunity to change perception. Always the first Friday in October, thousands of manufacturers open their doors to the public to exhibit what they do in modern manufacturing. Many community and technical colleges also participate to educate the public on the changing nature of the industry and highlight the skills required for a well-paid career in the field.

As part of the country’s single biggest investment in science in 40 years, the UK unveiled a new investment in UK talent and skills aimed at growing and attracting the best in science and innovation. Last week, UK business secretary Greg Clark outlined a £1.3 billion ($1.72 billion) investment for British universities and businesses to develop the next generation of entrepreneurs, innovators and scientific leaders.

The Indiana General Assembly recently passed three bills that have the potential to impact the workforce in the state. Two bills address college affordability while the third exempts active-duty military from paying individual state income tax.

Federal innovation and entrepreneurship initiatives would receive substantial new funding under the text of the omnibus spending bill shared on the morning of Dec. 20 by the Senate Committee on Appropriations. The legislation, which totals $1.7 trillion and covers both regular FY 2023 appropriations and supplement funding, provides a total of $1.8 billion for programs authorized by this year’s CHIPS and Science Act and increases funding for multiple long-standing efforts — including each of the SSTI Innovation Advocacy Council’s priority programs.

Tuesday’s announcement by Revolution of the creation of a $150 million Rise of the Rest Seed Fund for companies located outside of Silicon Valley builds on Steve Case’s tour to connect with entrepreneurs throughout the middle of the country. The Rise of the Rest Seed Fund enjoys the backing of more than three dozen other big investors from Jeff Bezos and Eric Schmidt to the Waltons and Kochs, and is intended to provide support and connections to entrepreneurs in small towns and underserved cities.

To help organizations identify sources of funding that could be useful, SSTI interviewed representatives from the Economic Development Administration (EDA) to understand better how they can use specific funding opportunities to support TBED activities.
