This week, the Obama administration announced a series of measures intended to make government and scientific data more available to the public. Key among these efforts is a new executive order requiring that future data generated by the federal government be made available in open, readable formats to the public. An accompanying memorandum instructs federal agency heads to build open data practices into their data collection activities and to develop secure data-release policies.

Past judges of the Excellence in TBED award program have told us they want to read a clear, concise and compelling story about how tech-based initiatives are improving local, state and regional economies. To assist applicants in their quest for the trophy, SSTI has provided several resources for writing an outstanding proposal. With a commitment of $25 million over the next two years to establish a biosciences institute, Indiana lawmakers gave their stamp of approval to a major policy goal touted by Gov. Mike Pence during the campaign. The governor and lawmakers hope to build an endowment of $300 million to $400 million over the next five to seven years drawn from corporate and philanthropic sources.

This week, Colorado legislators approved the launch of an advanced industries acceleration program that would provide grants for proof-of-concept, early stage capital and retention, and infrastructure. HB 13-1001 would create the program, which would make $150,000 to $500,000 awards to support commercialization in key industries.

Manufacturing creates more high-value jobs than any sector in the global economy and is essential to sustainable economic growth in both the developing and developed world, according to the Manufacturing for Growth – Strategies for Driving Growth and Employment from the World Economic Forum (WEF). Written in collaboration with Deloitte LLP, the three-volume series of reports examines key trends, effective strategies and best practices related to the global manufacturing sector in three key areas:

A $25 million fund providing grants for tech commercialization, matching funds for research, and funding to attract "star" researchers to Virginia's universities is a key component of Gov. Bob McDonnell's $54 million Opportunity at Work agenda presented to lawmakers as part of his amendments to the 2010-12 budget. The governor's budget also includes $5 million for a refundable R&D tax credit and an extra $50 million for higher education directed toward increasing college access and economic development opportunities.

The 11th Annual Tech Talkin' Govs series highlights new and expanded TBED proposals from governors' State of the State, Budget and Inaugural Addresses across the nation. The first edition includes excerpts from speeches delivered in the following states:

Envisioned as a comprehensive state-level program to support an entrepreneurial ecosystem, the HI Growth Initiative was approved by lawmakers to diversify the state's economy and promote the development of high-growth, entrepreneurial businesses. Backed by Gov. Neil Abercrombie, the initiative has three main objectives focused on helping entrepreneurs commercialize intellectual property, access business mentors, network with global investors, and gain access to follow-on capital. Funds will be managed by the Hawaii Strategic Development Corporation.

Both venture capital dollars invested and total deals declined in the first quarter of the year, according to the PricewaterhouseCoopers/National Venture Capital Association (NVCA) Moneytree survey. The capital-intensive life science and clean technology sectors were particularly hard hit, along with seed and early stage investments. Within the data, however, a number of bright spots remained for entrepreneurs seeking capital. Seed and early stage investments continue to comprise more than 50 percent of all deals and first-time fundings remain within a healthy range.

NASA, USAID, the State Department and Nike have partnered to issue an innovation challenge for inventors to develop new, sustainable materials and methods for manufacturing fabric. The winners will have their technology presented at NASA's 2013 LAUNCH System Challenge Forum in Pasadena, CA. The LAUNCH Forum is directed by a council of entrepreneurs, scientists, government, academia, and business leaders and is used by NASA to promote sustainability initiatives, including projects related to global health, renewable energy, and agriculture.

Innovation is not a causal, linear process, but a dynamic and ever-changing network of actors connected by activities and linkages, according to a report from the Council of Canadian Academies. Despite this complexity, however, by identifying behaviors that feed firm innovation, regions can make informed decisions about high-tech economic development. In the report, the council identifies quantitative ways to measure the actual and potential impact of innovation investments, along with presenting a new firm-centric model of innovation ecosystems.

Shortly after the first anniversary of the Jumpstart Our Business Startups Act (JOBS Act — see the March 28, 2012 issue of the Digest) Mary Jo White was sworn in as the 31st Chair of the Securities Exchange Commission (SEC).

Bill Kirkland will head the new Office of Economic Engagement that will begin operations July 1 at the University of South Carolina. The new entity will facilitate business development statewide, and work through USC&'s seven regional campuses.

John Carey, a former state representative, was appointed by Gov. John Kasich as the chancellor of the Ohio Board of Regents.

To encourage communities to strengthen their industrial ecosystems, the U.S. Department of Commerce has announced it will make awards to up to 25 communities to launch implementation strategies. The solicitation for the awards will be released in May, and awards of up to $200,000 each will be issued by the end of September. The awards are one part of a four–phase plan announced by Deputy Secretary of Commerce Rebecca Blank last week that also includes listening sessions and a proposal to award five to six communities $25 million each.

Maryland often has been at the forefront of innovation with a longstanding reputation for investing in science and technology to capture new opportunities for economic growth. This year's legislative session was no different. Lawmakers backed Gov. Martin O'Malley's proposals to support the state's bioscience sector, expand the R&D tax credit, enhance workforce training, and promote measures to establish the state as a leader in cybersecurity.

U.S. innovation policy, which in the latter half of the twentieth century became focused on massive federal investment in basic research, is no longer tenable, according to a new report from the Information Technology and Innovation Foundation (ITIF). In the post-World War II era, the federal government funded a wide variety of costly basic research projects at U.S. universities and federal laboratories without a guiding economic strategy for these investments.

Two universities, the University of New Mexico (Albuquerque, NM) and the University of Arizona (Tucson, AZ), are expanding or restructuring their economic development operations to improve commercialization of technology stemming from faculty research and the coordination and business development in their communities.

While New Mexico continues to lead the country in R&D intensity, California remains at the top in R&D expenditures, according to new National Science Foundation (NSF) data from 2009 and 2010. The new report provides updated, detailed statistical tables on current and historical patterns (1953 to 2010) of U.S. research and development (R&D) expenditures by performing sector, source of funds, character of work and state.

With more than 200 mentoring-intensive accelerators launching, convening, or closing down sometime in the past two years, it has become clear that announcing an accelerator's creation and sustaining one for multiple years are proving to be two very different matters. So it was a welcome change during a recent RIAN webinar to step away from the swagger-filled hyperbole of the bubble-watching blogosphere to hear well-grounded perspective and sage advice from two experts involved in the day-to-day operations of long-running and nationally recognized accelerators.
