This edition of Useful Stats presents an SSTI analysis for the number of SBIR/STTR awards from 2011 to 2020 (the most recently available complete data), examining which agencies make the most awards in each state and how each state’s composition of awards compares to the national profile.

Two federal agencies made the greatest number of SBIR/STTR awards in nearly every state. The U.S. Department of Defense (DoD) accounted for the greatest number of SBIR/STTR awards in 35 states (including the District of Columbia), growing from 29 states as identified in a previous SSTI analysis for the 10-year period from 2009-2018. The U.S. Department of Health and Human Services (HHS) made the most awards in 15 states over the 10-years from 2011 to 2020, decreasing from the 22 states for the previously examined 10-year period, while the National Science Foundation made the most total awards in two states/territories for the combined 10-year period from 2011 to 2020.

Biden’s FY 2023 budget emphasizes productivity and competitiveness

Thursday, March 31, 2022

The White House has released its proposed budget for FY 2023.

The White House has released its proposed budget for FY 2023. While funding levels will ultimately be determined by Congress (see SSTI’s previous commentary putting the proposal in context), the president’s budget identifies administration priorities that can indicate future agency actions — for example, last year’s proposal for the National Science Foundation (NSF) included the Technology, Innovation and Partnerships (TIP) Directorate, and the agency moved forward with the directorate despite receiving no formal authorization or funding level. The FY 2023 budget proposal contains many helpful priorities for regional innovation economies.

Recent Research: Does merit aid help improve educational metrics for low-income students?

Thursday, March 31, 2022

A recent study found that merit aid awards increased four-year bachelor’s degree completion rates for students – especially among students that were unlikely to pursue the four-year program in the absence of financial aid. A team of researchers from the National Bureau of Economic Research assessed the marginal effects that merit aid from the Susan Thompson Buffett Foundation (STBF) has on students attending public colleges in Nebraska.

Thursday, March 24, 2022

The last of the governors have delivered their State of the State addresses. With 36 gubernatorial elections this fall, many governors appeared to be more conservative in their addresses this year, speaking more about past accomplishments rather than rolling out new programs. More than five months into the fiscal year, Congress has finally proposed a full budget for FY 2022. While the legislation has not passed both chambers as of this writing, the discretionary spending provisions are expected to remain unchanged. Few programs received as much funding as the House proposed in its appropriations bills last summer, but science and innovation initiatives generally received at least some additional funding.

Data centers may be inevitable, but state and local resistance is growing

Thursday, March 26, 2026
People in the U.S. may be in favor of the using internet, social media, and artificial intelligence, but they are increasingly skeptical of and concerned about the data centers that make all these things possible. Common themes of their skepticism were recently expressed by data center opponents in Michigan who “fear lost farmland and destroyed habitat, noise pollution from thousands of humming servers, strain on the electric grid and higher bills as utilities spend mightily on infrastructure to power the facilities, and strain on rivers and aquifers amid data centers’ use of water to cool servers.” Michiganders are not alone.

With OZ expansion looming, research shows program has little net jobs impact

Thursday, March 26, 2026
When the Opportunity Zone program was authorized by Congress in 2017, there was high hope that it would give a significant boost to the employment rates of those living in the poorest areas of our cities. Unfortunately, a new research paper adds to the growing findings of the program’s shortcomings and disappointing outcomes, just as the next race to establish new OZ designations is set to begin.

Innovation Advocacy Council visits the Hill on your behalf

Thursday, March 26, 2026
“We few, we happy few” shouldn’t have been so bloody few if Shakespeare’s Henry V were honest 400+ years ago. Flash forward, and a merry band of brothers and sisters represented the TBED community well as they visited DC’s Capitol Hill this week to remind Congressional offices of the importance of several federal programs for funding strategic regional innovation initiatives. And it was nothing like Henry V’s Battle of Agincourt. In truth, regional innovation is and always has been a nonpartisan issue, but there are other pressures afoot to capture Congress’s attention and purse strings.
