A new working paper by the Federal Reserve Bank of Philadelphia used loan-level data from two fintech lenders, Funding Circle and LendingClub, to assess how the companies’ pre-pandemic lending patterns differed from those of traditional banks. The report finds fintechs contribute to a “more inclusive” financial system, expanding credit to more companies and at a lower cost.

This edition of Useful Stats presents an SSTI analysis for the number of SBIR/STTR awards from 2011 to 2020 (the most recently available complete data), examining which agencies make the most awards in each state and how each state’s composition of awards compares to the national profile.

Earlier today, the U.S. Department of the Treasury released information on the $500 million pool of technical assistance (TA) funds authorized as part of the State Small Business Credit Initiative (SSBCI). The agency is allocating $200 million to the states, transferring $100 million to the U.S. Minority Business Development Agency (MBDA), and retaining $200 million at this time. According to guidance released by Treasury, states can use their TA funds for legal, accounting and financial services.

Earlier this month, legislators introduced bipartisan and bicameral legislation to modify Opportunity Zones (OZs). The beneficial changes would include a reporting requirement, which is overdue for the program,[i] as well as decertification of relatively wealthy zones.

Today, SSTI’s Innovation Advocacy Council published a letter to Congress urging the adoption of key tech-based economic development policies in the final version of competitiveness legislation that will soon be conferenced between the two chambers. Known as the U.S. Innovation and Competitiveness Act (USICA) in the Senate and the America COMPETES Act of 2022 in the House, these bills are proposing to authorize new activities to support science, technology, innovation and entrepreneurship across numerous federal agencies.

North Carolina is continuing to improve its innovation standing and its research and development enterprise continue to lead among other innovation metrics, according to a new state report. The North Carolina Board of Science, Technology, and Innovation published the eighth edition of its Tracking Innovation report. This report uses 39 measures of innovation capacity to evaluate North Carolina’s standing against other states in the nation.

Earlier today, the Economic Development Administration announced the 2022 notice of funding opportunity (NOFO) for the Build to Scale program. State and local governments, nonprofits, institutions of higher education, National Labs and others are eligible to compete for a total of $45 million in funds to support new and expanded initiatives that support regional commercialization, entrepreneurship and capital formation efforts.

EDA has slightly restructured the program for this year’s competition, with two funding streams and two levels of awards for each.

Despite the shutdown of many business and government activities during the first year of the COVID-19 pandemic, the total number of SBIR/STTR awards made to innovation-focused companies continued to increase over record-breaking 2019 levels, rising 3.7 percent. This edition of SSTI’s Useful Stats examines the total number of SBIR/STTR awards and the top awarding agency by state in 2020.

Earlier this week, legislation was introduced in the Senate that would rescind $2.3 billion from the State Small Business Credit Initiative. The purpose of the action would be to source funds for an additional $10 billion for new COVID expenses; the Senate proposal opts to reduce selected unspent funds from American Rescue Plan Act and CARES Act programs. The cut to SSBCI is targeted at states’ potential third tranches of program funds, as well as 40 percent of the overall SSBCI technical assistance funding.

Two recent reports feature evidence demonstrating the importance of early-stage entrepreneurship for the United States economy. The first report from the Kauffman Foundation released four indicators used to track early-stage entrepreneurial development. The second report from the Economic Innovation Group studies how dynamic the U.S. economy is and recommends ways to increase the economy's dynamism, many of which center around startups and new small businesses. Both reports highlight new ways to measure early-stage entrepreneurship and offer ways to expand these businesses.

This week, the House science committee met to discuss the Small Business Innovation Research (SBIR) Program and Small Business Technology Transfer (STTR) program. The hearing comes as SBIR/STTR is both about to celebrate its 40th anniversary and is set to expire in less than six months without reauthorizing legislation. Members and witnesses focused the conversation on SBIR/STTR’s role in generating economic growth and on recommendations for improvements.

The U.S. Department of Commerce’s National Institute of Standards and Technology (NIST) recently awarded nearly $1.2 million to four institutions through its Advanced Manufacturing Technology Roadmap Program (MfgTech). Awards through this program will fund projects in industries and technologies such as microelectronics and biotechnology for up to 18 months to address national priorities for improving competitiveness and vaccine manufacturing capabilities.

A recent study found that merit aid awards increased four-year bachelor’s degree completion rates for students – especially among students that were unlikely to pursue the four-year program in the absence of financial aid. A team of researchers from the National Bureau of Economic Research assessed the marginal effects that merit aid from the Susan Thompson Buffett Foundation (STBF) has on students attending public colleges in Nebraska.

Although no Funding Opportunity Announcement (FOA) has yet been issued, interested parties have submitted responses to the U.S. Department of Energy’s (DOE) Request for Information from stakeholders on issues related to the Regional Clean Hydrogen Hub FOA strategy.

Continuing a streak lasting at least 10 years, the federal government was again the top funder of Higher Education R&D (HERD) in 2020. However, new SSTI analysis shows that the federal share of HERD funding has continued to decline nationally and in most states over the 10-year period from 2011 to 2020. This edition of SSTI’s Useful Stats provides an analysis of HERD funders by state in 2020, and an examination of 10-year trends for the period from 2011 to 2020 in HERD funding by source. 

Workforce development efforts in Maryland gained national attention this month as Gov. Larry Hogan announced the launch of a new initiative to formally eliminate the four-year college degree requirement from thousands of state jobs, substituting relevant experience, training, and/or community college education for the degree.

A recent analysis by PitchBook attempts to assess whether venture capital funds that specialize in a specific technology sector outperform generalist VCs or VCs that are targeted but not quite “specialized.” In short, the answer is no, at least as measured by financial return.

The last of the governors have delivered their State of the State addresses. With 36 gubernatorial elections this fall, many governors appeared to be more conservative in their addresses this year, speaking more about past accomplishments rather than rolling out new programs. This week features comments from California, Louisiana, Nevada and Ohio’s governors as their addresses related to the innovation economy.

This month, President Joe Biden announced the final rule of his Buy American initiative, which includes increasing the mandated U.S.-made content for federal contractors from 55 percent to 75 percent over seven years and strengthening domestic supply chains for critical goods.

The Illinois Science & Technology Coalition (ISTC) released its 2022 R&D Index earlier this week. The 2022 R&D Index, which is one component of ISTC’s Illinois Innovation Index, assesses Illinois’s capacity for innovation and economic growth amid the COVID-19 pandemic. The last R&D Index released by ISTC was in 2019.

More than five months into the fiscal year, Congress has finally proposed a full budget for FY 2022. While the legislation has not passed both chambers as of this writing, the discretionary spending provisions are expected to remain unchanged. Few programs received as much funding as the House proposed in its appropriations bills last summer, but science and innovation initiatives generally received at least some additional funding.

As the U.S. Department of the Treasury continues to review states’ applications for funding from the State Small Business Credit Initiative (SSBCI), the agency has published new guidance in the form of FAQs, an interim final rule, and an updated timeline for technical assistance awards.
