The fox pattern on his tie playfully conveyed Josh Lerner knew exactly where he stood as he looked out over the standing-room-only ballroom that served as the henhouse for SSTI’s annual conference two weeks ago. The audience, comprised mostly of practitioners from state, local, nonprofit and university-based TBED organizations, played its role as hens well – some nervous, some angry, all in fidgety anticipation of what the Harvard Professor was likely to say.

America COMPETES Report Emphasizes Innovative Research, Education, Infrastructure

U.S. Secretary of Commerce John Bryson recently presented the key findings of a year-long study into the challenges and opportunities facing the national innovation economy (full video of the event is available at the Center for American Progress site). Over the past decade, a number of warning signs, such as declining job creation, poor student preparedness in science and math and aging infrastructure, have indicated that the U.S. is en route to a less dominant position in the global economy.

State Clean Energy Initiatives Need Economic Development Component, Brookings Reports

In order to build thriving clean energy industries, state clean energy funds should devote a significant portion of their funding to economic development, according to a new report from the Brookings Institute. While most funds focus on clean energy project installation, additional state funding for R&D, early stage capital, entrepreneurial support and other activities are important elements in an effective cleantech strategy. Renee Winsky has resigned as the CEO of the Tech Council of Maryland. Winsky has headed the technology trade group since September 2009. Larry Letow, chairman of the council, will serve as CEO on an interim basis. Tom Ballard has retired as director of partnerships at Oak Ridge National Laboratory and accepted the position of director of Innovation and Entrepreneurial Initiatives at Pershing Yoakley and Associates. Mark Lytle has been selected to become the division director of the Georgia Centers of Innovation.

President Elevates SBA Head to Cabinet, Seeks Agency Consolidation

President Obama recently announced his intention to streamline the six federal departments and agencies focused on business and trade into a single department. Doing so would require Congress to grant the president authority to reorganize the Executive branch and then submit the proposal to Congress as an up or down vote. The new department would help coordinate federal trade policy, and provide a comprehensive source for business support.

FY10 Budget Leads to Significant Cuts for PA Economic Development Efforts

The first third of the current fiscal year was over before Pennsylvania leaders could agree on a $27.8 billion FY10 budget that sharply reduces spending across many areas of community and economic development. It does boost funding for basic education to historic levels, however.

Michigan Budget Reflects Deep Cuts; Funding for Workforce, Community Colleges Preserved

Gov. Jennifer Granholm signed the final FY10 budget bills last week, cutting nearly $1.9 billion in spending and warning state agencies of a possible 20 percent cut in state spending next year. To help fill the FY10 deficit, the enacted budget incorporates $1 billion in federal stimulus funds. With less than $600 million in federal funds available next year, the state could face a shortfall ranging from $800 million to $1 billion, reports The Detroit News.

Election Results: 2009 Are Changes in Store for TBED in NJ, VA?

Tuesday’s Republican victories in the gubernatorial races for New Jersey and Virginia mean a shift in political power for both states. With current fiscal conditions continuing to press state revenues lower and unemployment rolls higher, much of the new governors’ attentions could pass over tech-based economic development policies. Alternately, increased investments in TBED may be exactly what are needed right now to help create high-wage jobs in both states.

Election Results: Texas Prop 4 Commits $500 Million toward University Research

China Injects $1.31 Billion toward High-Tech VC Funds, NASDAQ-Like Stock Exchange

The Chinese government announced last Friday the launch of 20 venture capital funds, designed to target investments in high-tech sectors within their national economy. As outlined by China's National Development and Reform Commission (NDRC), these sectors include the medical and pharmaceutical industries, information technology, energy conservation and environmental protection, and energy production.

Useful Stats: Department of Energy R&D Obligations per State FY2002-2006

Marking the first decline in a decade and despite a then-healthy economy, federal R&D for the Department of Energy (DOE) declined from FY05 to FY06. The percentage of total federal R&D obligations dedicated to DOE R&D also declined from FY05 to FY06.

Authors Use Metrics to Identify NYC's Challenges in TBED

While New York City's universities and research centers are among the country's top institutions for performing scientific research, the city’s institutions have not become the drivers of entrepreneurship and economic development witnessed in other regions of the U.S, according to a new report from the Center for an Urban Future. Additionally, the high cost of real estate and lack of affordable laboratory space inhibits local entrepreneurs from succeeding and deters high-tech investment.

African Countries See Innovation Essential to Resolving Socio-Economic Problems

    Economic Recovery Remakes U.S. Venture Capital Map

    While the U.S. venture capital (VC) industry struggles to recover from the last year’s sudden collapse in fundraising and investment, several regions are successfully rebuilding their venture environment. Venture investment remained far below 2008 levels in the second quarter of 2009, with venture centers such as Silicon Valley, Los Angeles, New York City and Texas falling farther from their lackluster numbers in the first quarter.

    Useful Stats: Federal R&D Obligations to Academia Per Capita, FY 2003-2007

    On a per capita basis, federal R&D obligations to U.S. universities and colleges increased by 7 percent from FY 2003 to 2007, rising to $83.80 per person in FY07, according to the National Science Foundation. Total U.S. federal R&D obligations to academia increased by 11.1 percent over the same five years to $25.3 billion in FY07.

    SSTI has prepared a table listing the academic obligations per capita from FY 2003 to 2007, the percent change of these obligations per capita over this period, and the relative rank of this change.

    Legislature Adds $50M for Michigan's Business Attraction Efforts

    The Michigan Economic Development Corporation (MEDC) will be armed with $100 million for efforts to attract new businesses and help existing businesses grow in the coming year — an additional $50 million above Gov. Rick Snyder's request. Another $25 million was approved for a new innovation and entrepreneurship program.

    Compromise on SBIR reauthorization released; Congressional votes expected soon

    It has been five long, dark months for the nation’s small innovation-focused businesses and the regional innovation systems that rely on them for their strongest startups and future leaders, but a ray of light appeared Wednesday afternoon as a compromise was announced on the stalled reauthorization of the federal SBIR/STTR programs. And, if passed as written, we won’t have to go through this again until September 2031, which shifts future debate until an off-election year.

    Overview of governors’ State of the State & Budget addresses

    As we come to the end of February, more than half of the governors have either delivered their 2026 State of the State, their Fiscal Year (FY) 2027 Budget addresses, or a combination of the two, laying out their priorities for the coming year. With forecasted revenues for many states tightening, many governors and lawmakers, with a few exceptions, offer cautious or constrained funding priorities and proposed initiatives.

    It may not always be rocket science, but that doesn’t mean companies with scientific or technologically sophisticated innovations have an easy time raising capital. New academic research might lead one to wonder: Should TBED policy makers provide training for angel and VC investors that improves their understanding of critical tech - or continue to focus primarily on funding gaps and teaching founders to speak the language of VCs?
