In the aftermath of an election cycle in which manufacturing emerged as a key point of contention in many races, several groups are taking stock of the state of U.S. manufacturing competitiveness. The 2012 edition of the Global Manufacturing Competitiveness Index, based on a survey of senior manufacturing executives, projects that the U.S. will fall from third most competitive nation to fifth over the next five years. In order to stave off declining competitiveness, authors of a McKinsey Global Institute report suggest that manufacturing be viewed as a critical driver of U.S.

Fostering regional innovation is imperative to strengthening our national economy and crafting public-private partnerships (PPPs) are a key strategy for catalyzing regional economic growth. While states should continue to lead regional innovation efforts, the federal government can play a critical supporting role. The Brookings Institution proposes the establishment of a PPP unit within the White House to coordinate Federal assistance.

Two recent academic research articles found that innovation at institutions of higher education and domestic firms are significantly impacted by an increase in the immigration of skilled and qualified immigrants. An article from Stuen et al. found the quality of immigrant students was the determining factor in their contribution to the production of knowledge at academic science and engineering laboratories. In an unpublished article from Kerr et al., the authors examined the impact of skilled immigrants on the employment structures and innovation rates of U.S. firms.

With U.S. private sector R&D activity declining and global competition intensifying in areas of U.S. expertise, it is clear the U.S. must take strategic action to maintain its position as the world leader in R&D and prevent innovation from leaving our shores. Last week, the Department of Energy announced 66 breakthrough energy-related projects would receive a total of $130 million through its OPEN 2012 program.

Encouraged by promising commercialization efforts, new companies created and an impressive leverage of outside funding, Gov. John Kitzhaber has proposed a more than 50 percent increase in Oregon innovation efforts through the state's signature research centers. The governor's budget proposal for 2013-15 also includes funding to address small business capital needs and to better align workforce programs with employer needs. Calling his two-year spending plan an “education investment budget,” Gov.

To rebound from the global recession, the United Kingdom will focus on transforming their cities in to powerful, innovative 21st century cities according to a new economic growth plan from its coalition government. The government already has taken several steps towards making their cities "engines of growth" including:

West Virginia coal-mining and farming businessman James C. Justice II confirmed a $10 million donation to Cleveland Clinic Innovations this week, according to an article in the Cleveland Plain Dealer. The gift will be used to establish a chair in medical innovation, to fund patent applications and to provide space and seed funding to early stage businesses. Inspired by the move, Cleveland Clinic Innovations Chairman Thomas Graham announced that he will contribute an additional $1 million for patent applications.

Most state economic development programs employ quantifiable metrics, but too few report metrics related to job creation and job quality, according to a study and report card released by Good Jobs First. The authors examined 238 economic development subsidy programs in all 50 states and Washington D.C., including corporate income tax credits, cash grants, loans, enterprise zones, worker training grants and other types of programs. Though none of the states scored an "A" in the report ratings, Nevada, North Carolina and Vermont took the top spots.

The Idaho Department of Commerce has named Gynii Gilliam as its new chief economic development officer. Gilliam brings more than 20 years of experience to the position. Most recently, she served as executive director of Bannock Development Corporation.

David Kerr, director of the Missouri Department of Economic Development, will step down from the position Dec. 31.

To help meet the goals of Virginia's Top Jobs Act enacted earlier this year, Gov. Bob McDonnell proposed $200 million in additional higher education funding over the next two years. A large portion of the new funds would support cancer and high-tech research, competitive research grant awards, and efforts to graduate more science, technology, engineering, mathematics and healthcare (STEM-H) majors.

After 14 short-term continuing resolutions and years of negotiations, the federal Small Business Innovation Research (SBIR) and Small Business Technology Tranfer (STTR) programs have been reauthorized through 2017. The legislation changes a number of features of SBIR/STTR, including making it possible for companies that are majority-owned by venture capital firms to receive awards. President Obama is expected to sign the bill in the near future.

This week, the National Institute of Standards and Technology (NIST) established a new office to coordinate the Advanced Manufacturing Partnership (AMP), an initiative created by the White House in June 2011 to facilitate advanced manufacturing collaborations among industry, academia and government partners. The National Program Office for AMP involves all federal agencies related to manufacturing, including the new Office of Manufacturing Policy of the National Economic Council.

Ownership of intellectual property (IP) rights has become central to the strategies of innovating firms worldwide, according to The Changing Face of Innovation, a new report from the World Intellectual Property Organization (WIPO). Researchers contend that rapidly growing global investments in innovation and the globalization of economic activities are key drivers of this trend. Between 1980 and 2009, global patents rose from 800,000 applications to 1.8 million.

Finding new and creative ways for high-tech companies to succeed is an important component in business incubation. A recent study examining best practices for supporting new company formation finds it is the synergy among multiple practices, policies and services that produces optimal outcomes. At the same time, collecting standardized measures, reporting on progress annually, conducting external independent evaluations, tracking programs, and continuing to enhance practices are singled out as important policy implications.

A recent report by Cleveland State University's Levin College of Urban Affairs details the economic impact of companies supported by JumpStart Inc. and the North Coast Angel Fund in the 2012 calendar year. The 127 companies included in the study created 2,140 jobs in Ohio (1,652 in Northeast Ohio), generated $269.7 million in economic benefits for the state, and produced $35.5 million in federal, state, and local taxes.

Although universities are not always at the forefront of the discussion on job creation and economic activity, they saw a sizable increase in licensing and startup activity during FY12, according to a survey by the Association of University Technology Managers (AUTM). Respondents reported $36.8 billion in net product sales from licensed technologies and startup companies from 70 of the surveyed institutions employed over 15,000 full-time employees. Highlights from the survey are available now, and the full report is set to release at the end of the year.

The Department of Energy (DOE) announced a new $120 million five-year multidisciplinary and sustained effort intended to identify problems and develop solutions across the lifecycle of critical materials. The Critical Materials Hub will work to advance U.S. leadership in energy manufacturing (e.g., electric vehicles, wind turbines and efficient lighting) through research aimed at having a reliable supply of these rare earths and other critical materials, as well as finding efficiencies and alternatives that reduce the amount needed.

Past judges of the Excellence in TBED award program have told us they want to read a clear, concise and compelling story about how tech-based initiatives are improving local, state and regional economies. To assist applicants in their quest for the trophy, SSTI has provided several resources for writing an outstanding proposal. First, we recommend downloading the brochure, which explains the program philosophy and provides complete instructions. Writing samples from past award winners are available to gain a better understanding of what the judges are looking for in the narrative.

This week, the Nevada Governor's Office of Economic Development announced the ten organizations that will serve as local partners in state economic development initiatives. The new Regional Development Authorities (RDA) will lead regional economic development efforts by linking partners in their respective communities. Gov. Brian Sandoval introduced the RDA concept in his State Plan for Excellence in Economic Development earlier this year (see the Feb. 8 issue).

The Economic Development Administration (EDA) released the third round of the i6 Challenge to spur high-growth entrepreneurship. EDA and its partners will commit up to $6 million to establish six proof-of-concept centers that promote American innovation, foster entrepreneurship and increase the commercialization of ideas into viable companies. These centers incorporate a range of services from technology and market evaluation, through business planning and mentorship and on to early stage access to capital.
