SSTI will be holding a congressional briefing from 1:00-2:30 p.m. on September 12 in Washington, DC, featuring seven of its members. The briefing, "Lessons from the Field on a Path to Sustained Economic Growth and Job Creation," will provide an overview of state, regional and university tech-based economic development efforts and highlight work being done by Ben Franklin Technology Partners, BioSTL, Center for Innovative Technology, Georgia Research Alliance, JumpStart, Michigan Economic Development Corp, and NorTech.

The Securities and Exchange Commission (SEC) announced its first proposed rule that will help make equity-based crowdfunding a reality. The proposed rule (Rule 506) will allow for the general solicitation and general advertising of securities. At this point, however, the rule will only apply to accredited investors — an individual with income of more than $200,000 per year or a net worth of over $1 million dollars, excluding the value of the investor's primary residence.

New efforts to step up technology transfer at the University of New Mexico (UNM) and the University of Tennessee (UT) have resulted in a record number of invention disclosures over the last year. In both cases, much of the achievement is attributed to faulty involvement, including new outreach efforts by the universities and more aggressive and ambitious goals set for the institutions.

The National Science Foundation (NSF) announced that it is accepting applications for the establishment of Innovation Corps (I-Corps) teams and sites. These programs are intended to provide additional funding and other services to help researchers commercialize NSF-funded scientific discoveries at institutions of higher education.

Borrowing from an industry sector phrase used to describe a complete view of investment impact, the Economic Development Administration (EDA) unveiled its new Triple Bottom Line tool to help economic development practitioners and investors assess, compare and communicate the potential impact of projects. EDA says the triple bottom line approach can help better align economic development investments with other community priorities to maximize impact.

The quarterly deadline for submitting grant applications to the Economic Development Administration's (EDA) Public Works and Economic Adjustment Assistance programs has been extended from Friday, September 14, 2012, to Thursday, September 20, 2012. This extension covers only the first funding cycle of FY13 and does not affect other EDA grant application deadlines. More information...

Utah Governor Gary Herbert announced a new public-private partnership that will establish the Salt Lake City region as a top ten center for technology jobs and businesses. To achieve this goal, the state plans to undertake a statewide planning process to identify and build on current successes and create greater collaboration in Science Technology, Engineering and Math (STEM) education.

The old adage "change is inevitable" rings especially true for economic development practitioners who must not only adapt to changes, but anticipate them and employ the best methods to capitalize on new opportunities. SSTI's conference session, Re-Orienting Your Organization for Today's Economy, pulls together three organizations at the local, state and federal level to examine how they have re-oriented their work to reflect the changing economy and the needs of their clients.

Governors and policymakers working toward economic development reform are in a unique position to propose critical changes that would not have been feasible in the past and gain broad support for transforming economic development agencies to better meet the needs of businesses, according to a new white paper from the National Governors Association (NGA). NGA has identified three major challenges states are facing and three foundational strategies to increase effectiveness of state economic development agencies.

As U.S. politicians turn their eyes towards this year's election season, governments around the world continue to focus their efforts on increasing national global competitiveness. Over the past couple months, Australia, China and New Zealand have announced government initiatives to spur innovation, revitalize domestic manufacturing and support R&D.

The Obama administration announced the winners of the third round of the i6 Challenge, a national competition to support proof of concept centers at universities and research consortiums across the country.

The National Science Foundation (NSF), in partnership with NASA, the National Institutes of Health and the U.S. Department of Agriculture awarded nearly $50 million to grantees for the development and use of robots that cooperatively work with people to enhance individual human capabilities, performance and safety.

Earlier this week, 11 U.S. states (and Puerto Rico) held gubernatorial elections, and 44 states held elections for at least one house of their state legislative body. As a result, five states elected new governors, as did Puerto Rico. Partisan control of state legislatures changed in nine states. The results indicate a growing trend toward state governments unified under a single political party.

Two small grant programs and a minor reorganization of related functions within the U.S. Small Business Administration are the aims of a bill introduced Nov 26 by Democratic Sens. Mary Landrieu and John Kerry. "Today's Entrepreneurs are Advancing Mentorship Act of 2012," or the TEAM Act (S. 3638) for short, would create an Office of Entrepreneurial Support within SBA to administer the grant programs, oversee online entrepreneurship education and resources, coordinate programs targeting youth entrepreneurship, and host international groups interested in U.S. entrepreneurship.

In the aftermath of an election cycle in which manufacturing emerged as a key point of contention in many races, several groups are taking stock of the state of U.S. manufacturing competitiveness. The 2012 edition of the Global Manufacturing Competitiveness Index, based on a survey of senior manufacturing executives, projects that the U.S. will fall from third most competitive nation to fifth over the next five years. In order to stave off declining competitiveness, authors of a McKinsey Global Institute report suggest that manufacturing be viewed as a critical driver of U.S.

Fostering regional innovation is imperative to strengthening our national economy and crafting public-private partnerships (PPPs) are a key strategy for catalyzing regional economic growth. While states should continue to lead regional innovation efforts, the federal government can play a critical supporting role. The Brookings Institution proposes the establishment of a PPP unit within the White House to coordinate Federal assistance.

Two recent academic research articles found that innovation at institutions of higher education and domestic firms are significantly impacted by an increase in the immigration of skilled and qualified immigrants. An article from Stuen et al. found the quality of immigrant students was the determining factor in their contribution to the production of knowledge at academic science and engineering laboratories. In an unpublished article from Kerr et al., the authors examined the impact of skilled immigrants on the employment structures and innovation rates of U.S. firms.

With U.S. private sector R&D activity declining and global competition intensifying in areas of U.S. expertise, it is clear the U.S. must take strategic action to maintain its position as the world leader in R&D and prevent innovation from leaving our shores. Last week, the Department of Energy announced 66 breakthrough energy-related projects would receive a total of $130 million through its OPEN 2012 program.

Encouraged by promising commercialization efforts, new companies created and an impressive leverage of outside funding, Gov. John Kitzhaber has proposed a more than 50 percent increase in Oregon innovation efforts through the state's signature research centers. The governor's budget proposal for 2013-15 also includes funding to address small business capital needs and to better align workforce programs with employer needs. Calling his two-year spending plan an “education investment budget,” Gov.

The Idaho Department of Commerce has named Gynii Gilliam as its new chief economic development officer. Gilliam brings more than 20 years of experience to the position. Most recently, she served as executive director of Bannock Development Corporation.

David Kerr, director of the Missouri Department of Economic Development, will step down from the position Dec. 31.

To help meet the goals of Virginia's Top Jobs Act enacted earlier this year, Gov. Bob McDonnell proposed $200 million in additional higher education funding over the next two years. A large portion of the new funds would support cancer and high-tech research, competitive research grant awards, and efforts to graduate more science, technology, engineering, mathematics and healthcare (STEM-H) majors.

After 14 short-term continuing resolutions and years of negotiations, the federal Small Business Innovation Research (SBIR) and Small Business Technology Tranfer (STTR) programs have been reauthorized through 2017. The legislation changes a number of features of SBIR/STTR, including making it possible for companies that are majority-owned by venture capital firms to receive awards. President Obama is expected to sign the bill in the near future.
