Proposals to cut taxes in order to generate job creation and to raise taxes to generate new state revenue are dominating the polls in several of the 36 states across the country where ballot measures appear. Voters also will be asked to decide on issues surrounding budgets, elections, environment, and education, among others. Missing from this year's slate of proposals is major bond funding for science and technology initiatives or R&D efforts.

Gov. Jan Brewer is directing $10 million in federal stimulus funds to Science Foundation Arizona (SFAz) to support research and education initiatives. The bulk of the money ($6.5 million) will go toward research initiatives and the remaining $3.5 million will be directed toward education programs. SFAz was created in 2006 as a public-private organization to strengthen the state's economy through investments in science and technology. Arizona's neighbor to the north, Utah, also directed a portion of federal stimulus funds to enhance its technology-based economy.

The U.S. Economic Development Administration (EDA) recently announced the winners of its tenth annual Innovation in Economic Development Awards. The awards highlight some of the nation's best practices for promoting economic development through collaborative initiatives. Winners include San Diego's CONNECT, Lexington, KY's Bluegrass Business Development Partnership, the Pennsylvania Center for Trade Development Envoy Program and the University of Arizona Tech Park's Solar Zone.

Using the interest earned from $400 million in state savings, Alaska Gov. Sean Parnell announced a plan that would provide Alaska high-school students with scholarship funds to attend the University of Alaska or in-state vocational institutions based on academic performance.

Southwestern Pennsylvania is on course to add 11,640 green jobs to its economy by 2015, according to a new report commissioned by two local organizations, the Green Building Alliance and Growing Technology through Energy and Community Health (GTECH) . The region’s green services sector is on the verge of a major boom and will be the driving force in the growth of the green economy, according to the report.

Federal R&D obligations to U.S. universities and colleges between FY 2003 and 2007 did not keep pace with inflation, according to the latest federal data from the National Science Foundation. Obligations were $25.3 billion in FY 2007, an increase of 11.1 percent from FY 2003 totals. The aggregate annual inflation rate for the country was nearly 12.7 percent, according to the Bureau of Labor Statistics.

"Tapping the Technology Innovation Program and the Manufacturing Extension Partnership"

Given the important contribution of innovative entrepreneurs, it is essential for colleges and universities to adopt effective programs to educate and train prospective business founders who will introduce new products and new production processes, find new markets, or innovate in other ways, finds a study released by the Small Business Administration Office of Advocacy.

Two recent efforts – a new program launched in Maryland and legislation introduced in Congress – aim to help manufacturers retool for the rapidly changing economy. Successful tech-based economies have an environment conducive to industry development of new, leading-edge products or services or processes that significantly enhance the competitiveness of existing operations. Programs and initiatives that provide industries with the essential tools and resources to effectively compete in the global marketplace are imperative to achieving this climate.

The Nashville Area Chamber of Commerce unveiled a new website targeting the region’s entrepreneurial community. The Nashville Entrepreneurial Center provides insight and advice on starting a new company, local business and innovation news and several ways to connect to other entrepreneurs and investors. Though the site already offers a blog and social networking features, the group plans to expand their services to include additional resources for entrepreneurs seeking funding and other types of assistance.

Kathy Collins has been appointed as the Wisconsin Entrepreneurs’ Network (WEN) regional director in Madison. Previously, Collins worked as the technology and financial development manager in the Commerce Division of Business Development.

Ron Cox has been appointed as the assistant dean for economic development in the engineering college at Iowa State University. He retains his current position as director of CIRAS, the Center for Industrial Research and Service.

Providing access to startup capital, promoting biotechnology, and investing in the green economy to create and grow jobs are among the priorities of Gov. Pat Quinn's Illinois Economic Recovery Plan presented during a speech in December. The governor's plan would establish an Angel Investment Tax Credit program to allow investors making an early-stage investment in a technology startup to receive a capped credit against their Illinois tax bill.

High-tech manufacturers in Connecticut seeking to innovate and diversify their processes are eligible for grants of up to $25,000 each under a new pilot program announced last week by Gov. Jodi Rell. The goal of the Connecticut Small Business Innovation and Diversification Program is to help the state's small businesses develop, produce and commercialize new products while streamlining delivery of products and services, according to the governor's press office.

The Ohio Business Roundtable's independent assessment of the outcomes and impacts from the first $473 million invested from Ohio's Third Frontier (OTF) Program since its creation in 2003 shows the program providing an annualized return of 22 percent - and climbing. Presented to the Ohio Department of Development Dec. 8, the report reveals product sales of OTF-funded projects already equal $440 million alone, nearly matching the state's investment. An additional $3.2 billion of follow-on funding has been secured for OTF projects as well.

In his budget presentation to the legislature last week, Gov. Martin O’Malley called for continued support of his 10-year, $1 billion plan to build Maryland's reputation as a global leader in biosciences. To this end, the governor recommends $43 million in FY11 for stem cell research, tax credits for biotech companies, and support for biotechnology commercialization and translational research.

Most impact models look at broad measures, sometimes including multiplier estimates for indirect effects. Connecticut Innovations (CI) takes a different approach, but one that might be expected from the venerable equity investment program – the direct capital return to its initial stakeholder, the state.

Bottom line: the program pays for itself, according to recent impact study performed by Connecticut’s Department of Economic and Community Development.. In fact, it has paid nearly $2 for every dollar invested between 1995 and 2008.

Earlier this month, Gov. Jim Douglas announced a plan to use $8.7 million in federal stimulus funds for job creation programs, including broadband infrastructure, low-interest loans and workforce training. Many of the proposals mirror last year’s SmartVermont plan, a proposal rejected by lawmakers that would have leveraged federal funds to provide $17.2 million for statewide economic development. Virginia Governor Bob McDonnell dropped his previous nomination, Robert Sledd, as his secretary for Commerce and Trade and instead nominated businessman James Cheng. Cheng, whose nomination needs to be confirmed by the Democratic-controlled Senate, was sworn in on January 17.

The National Science Foundation is seeking a Senior Analyst in its Science & Engineering Indicators Program, Division of Science Resources Statistics’ (SRS) Directorate for Social and Behavioral Sciences, Arlington, VA. The appointment is under the Intergovernmental Personnel Act (IPA) for a two-year renewable period

The Economic Development Administration invites proposals to distribute $37 million through the Community Trade Adjustment Assistance Program. Funds are available for communities that have experienced, or are threatened by, job loss resulting from international trade impacts. Communities must be certified as eligible for trade adjusted assistance. Funding can be used for planning, technical or infrastructure projects that could involve innovation and entrepreneurship. Proposals are due April 20. Funds will be disbursed through EDA’s six regional offices.

In an effort to improve the percentage of city residents with college degrees, Philadelphia Mayor Michael Nutter announced his administration will be opening an office within City Hall to help potential students considering higher education. The “PhillyGoes2College” office will direct residents to assistance with filling out financial aid forms and applications, preparing for standardized admission tests, and writing college essays.
