Via Executive Order, Arizona Gov. Jan Brewer established the Arizona Commerce Authority, a quasi-public authority, that eventually will replace the Arizona Department of Commerce. A 34-member board comprised mostly of C-level executives, chaired by the governor, will lead the transition from the old department to the new authority. Gov. Brewer earmarked $10 million in federal stimulus dollars to establish the authority.

A new state agency to promote innovation and job creation in New Jersey was established by Gov. Chris Christie earlier this year. Envisioned as a hub for all economic development activity, the New Jersey Partnership for Action consists of three interconnected organizations to promote the state's incentives and resources, develop pro-growth policies, and assist businesses in navigating government programs. The governor's promise of a more effective strategy for economic development activity comes at the same time of severe reductions to the state's technology-based initiatives, however.

The White House Office of Science and Technology Policy (OSTP) recently issued a request for information (RFI) to gain insight from stakeholders in developing the National Nanotechnology Initiative's (NNI) 2010 strategic plan. OSTP is seeking input about the initiative's goals and objectives, research priorities, investments, coordination and partnerships, evaluation, and policies. The NNI will use these responses to develop a federal common vision for the future use of nanotechnology and to advance the goals outlined in the 2007 under the original NNI strategic plan.

West Virginia Governor Joe Manchin became chair of the National Governors Association (NGA) this week and announced a year-long NGA initiative to increase the number of U.S. students who receive college degrees. The initiative was launched with a report on college completion metrics.

In a study released by the Council on Competiveness, the researchers try to answer the complicated question: Why are some regions more successful than others in global competition? The traditional paradigm of regional development focuses the endowment of innovation assets (i.e. people institutions, capital and infrastructure). Regions abundant in these assets were built to succeed in the global knowledge economy. In contrast, less successful regions fail due to a lack of innovation assets.

The NY-BEST Board of Directors released a solicitation to acquire an Executive Director for NY-BEST and an organization to provide operational support.

Andre Pettigrew, the director of the Denver Office of Economic Development, will become the first executive director of Climate Prosperity Inc., a Washington, D.C., climate-change think tank. LaCharles Keesee, the city's deputy chief financial officer, will assume an interim role as head of the city's economic development department until a final replacement is named.

Over the past few months, several states have announced efforts aimed at reducing the nation's dependence on oil. While the importance and urgency of such efforts is perhaps magnified in the wake of one of the worst U.S. environmental disasters, the shift to a renewable energy-focused economy also brings with it the expectation of job creation, new product development, and increased revenue for states struggling in the aftermath of the Great Recession.

The $68.2 million FY 11 budget approved last week for the New York State Foundation for Science, Technology and Innovation (NYSTAR), allows the foundation to continue to provide 10 percent matching funds for research institutions and businesses in order to attract federal, private and industry funds. The budget allocates $29.5 million in FY11 for a matching grants program started with ARRA stimulus funding and $5.2 million for the state's six Centers of Excellence.

Illinois Gov. Pat Quinn recently signed legislation approving a new tax credit to encourage angel investment and extending the state's R&D tax credit one more year. The Innovation Development and Economy Act (SB 2093) allows eligible angel and early-stage institutional investors to take a 25 percent tax credit on investments in small, technology firms. Up to $2 million may be claimed on an individual investment for a $500,000 tax credit. The program is capped at $10 million and will be effective on Jan 1, 2011.

Touted as a tool to help the state attract and retain jobs, South Carolina Gov. Mark Sanford last week signed into law H. 4478, the Economic Development Competitiveness Act. The new law directs one-third of the state's endowed chairs money be administered by the Coordinating Council on Economic Development — a reform measure that the governor says will help shift its focus to job creation and allow private sector investment to lead public sector investment. Funding previously was administered by an academic panel.

In the “2011 Global R&D Funding Forecast,” researchers from Battelle and R&D Magazine project consistent and positive global R&D spending in 2011. Global R&D (including public, private and nonprofit spending) is projected to increase by 3.6 percent from $1.15 trillion to almost $1.2 trillion. However, 2011 R&D as a percentage of global GDP will remain constant at 1.9 percent. This increase is attributed to a shift in the geographic distribution of investment.

U.S. states must develop an export strategy as a component of the state's “competitiveness agenda,” according to a new report from the Brookings Institute. In “Boosting Exports, Delivering Jobs and Economic Growth,” the authors point towards the rapid growth of American exports in comparison to the overall economy's economic growth to highlight the need for effective and efficient state export strategies. Between the third quarter of 2009 and the third quarter of 2011, U.S. exports grew by 12.7 percent almost four times the overall economic growth (3.2 percent).

Fifteen years ago this week, the SSTI Weekly Digest launched with two pages faxed to a distribution list of 56. We faxed it on Fridays because, at the time, Sprint offered free faxing on Fridays. When we started the Digest, one of our board members expressed concern about not having enough material to produce a weekly newsletter; as it turned out, that's never been a problem. The Department Labor (DOL) will commit $40 million to a new Green Jobs Innovation Fund (GJIF). DOL intends to support up to eight projects that will increase the number of individuals who complete training programs for employment in green jobs."This grant program is an important effort in supporting green investments and equipping workers with the knowledge, skills and abilities they need to succeed in green occupations," said Secretary of Labor Hilda L. Solis.

Recognizing the value in supporting companies that innovate to create high-quality jobs, governors in New Jersey and Louisiana recently outlined proposals to enhance tax incentives for R&D, technology commercialization, and transferable tax certificates during the upcoming legislative sessions. In New Jersey, Gov. Chris Christie proposed increasing the R&D tax credit to 100 percent and restoring full funding for the Technology Business Tax Certificate Transfer program as part of his FY12 budget recommendations. Louisiana Gov.

Citing a lack of coordination among the state's economic development agencies as an obstacle for small businesses and entrepreneurs looking to set up shop, Gov. Dan Malloy unveiled a plan to consolidate job training and grant programs as part of the 2012-13 biennial budget. The governor's budget also would incentivize large employers through a competitive program rewarding the first five companies that create at least 200 new jobs within two years.

On February 24, 2011, the President's Council on Jobs and Competiveness held its first official meeting. President Obama opened the session with a brief speech urging those in attendance to develop ideas that will lay the foundation to win the future over the long term. The purpose of this first meeting was to develop new strategies that will lead to increased investment in businesses, encourage hiring, create a highly-skilled workforce, and attract new jobs and businesses to the country.

The Small Business Administration (SBA) announced a new pilot program that will to support more than 1,000 startup and earlystage firms across the country. The goal of the Entrepreneurial Mentor Corps' (EMC) is to mobilize members of the current generation of successful business owners to mentor and support startups and entrepreneurs to help them become the next generation of great American companies. In February, SBA Administrator Karen Mills announced one of the EMC's first initiatives to match approximately 100 clean energy startups with mentors.

Bob Crowley, president of the Massachusetts Technology Development Corp., will step down June 30. Crowley has held the position since 2002 and has been with the quasi-public agency since its beginning in 1978.

Mitch Adams, executive director of the Massachusetts Technology Collaborative is resigning after leading the agency for nearly a decade.

Gov. Bill Haslam is the latest governor to unveil a broad-based proposal to grow the state's economy and create jobs through investments in S&T by asking lawmakers to dedicate $10 million for a research consortium that would recruit senior scientists to advance scientific discoveries into commercial applications and spur high-growth companies.

Gov. Tom Corbett's budget proposal for the upcoming fiscal year funds many of Pennsylvania's longstanding efforts to grow a technology-based economy, but at a reduced level. At the same time, the governor outlined new initiatives and investments centered on a restructured Department of Community and Economic Development (DCED) that he says will eliminate duplicative programs and better position the state to attract businesses for job creation.

The Department of Commerce's Economic Development Administration announced it is accepting applications for the $12 million i6 Green Challenge. EDA, in partnership with the departments of Agriculture and Energy, the Environmental Protection Agency, the National Science Foundation, Commerce's National Institute of Standards and Technology and U.S. Patent and Trademark Office, will select six teams from around the country that present the most innovative ideas to drive technology commercialization and entrepreneurship in support of a green innovation economy.

The Department of Commerce (DOC) is interested in receiving nominations for a 15-member innovation advisory board comprised of business leaders, policy experts and state/local government officials. Board members will contribute in the development of a study on U.S. economic competitiveness and innovation capacity. The board's primary responsibilities will include development of an extended outline of the report and review of the final report's draft. Individual members also may be asked to participate in events across the country related to economic competitiveness and innovation.
