The National Nanotechnology Initiative (NNI), established in 2001 as a collaboration of 20 federal agencies and cabinet-level departments with an interest in nanotechnology R&D and commercialization, has released a draft of its 2016 strategic plan. The National Nanotechnology Initiative Strategic Plan, which describes the initiative’s vision and goals as well as potential strategies to achieve these goals. The plan is an update to and a replacement of a plan originally released in December 2013. Prior to the new plan’s official publication, the public is encouraged to submit comments online by September 23, 2016.

The Communities That Work Partnership, a national project to support industry-led workforce development efforts, has released seven case studies highlighting what it considers to be best practices for regions seeking ways to strengthen talent pipelines for local employers and improve access to quality employment for jobseekers. Launched in April 2015 by the Aspen Institute Workforce Strategies Initiative and the Economic Development Administration, with additional support from the Charles Stewart Mott Foundation, the partnership has two goals: to accelerate regional economic development through peer learning, and to document stories of how regional teams can improve links between the demand side and supply side of regional systems.

On September 2, Texas Gov. Greg Abbott announced $7.2 million in funding for the newly established Texas Industry Cluster Innovative Academies. An element of Gov. Abbott’s Tri-Agency Workforce Initiative established in March 2016, the initiative will provide competitive grant funding to establish Innovative Academies within Texas high schools to provide students with learning opportunities in high-demand occupations while earning college course credit prior to high school graduation.

As the school year kicks off, several corporate foundations have announced new commitments to support hands-on K-12 science, technology, engineering and mathematics (STEM) experiences for children across the country. These new partnerships continue a trend of corporate funders bypassing funding for STEM curriculum development to focus on active learning experiences that are shown to have positive impact on STEM retention.

The National Science Foundation (NSF) has announced the recipients of 37 Design and Development Launch Pilots as part of its INCLUDES initiative. NSF INCLUDES invests in alliances and partnerships that seek to broaden STEM participation among underrepresented groups, including women, Hispanics, African Americans, Native Americans, persons with disabilities, people from rural areas and people of low socioeconomic status.

The U.S. Census Bureau announced on Tuesday that median household income increased to $56,516 in 2015, a jump of 5.2 percent from the 2014 median income of $53,718 and the first increase since 2007.  However, real median household income in 2015 was 1.6 percent lower than in 2007, the year before the Great Recession, and 2.4 percent lower than the median household income peak, which occurred in 1999.

Occurring on the first Friday of October, Manufacturing (MFG) Day is October 7 this year. MFG Day is an annual event that showcases the strength of American manufacturing, as well as those who produce its goods and services, and which continues to advance the new technologies that grow the U.S. economy, create jobs, and keeps the nation competitive globally.  It empowers manufacturers across the nation to come together to address their collective challenges, highlight their successes, and illustrate how they can help their communities thrive.

A spate of recent news challenges many common perceptions of venture capital. Academic researchers have identified critical shortcomings with widely used industry data. Major investors have revealed smaller than anticipated returns. An analysis of thousands of investments indicates fund success requires superstar deals of well more than 10x. These articles should drive new evaluations of public policy and programs to support early stage capital.

The U.S. Department of Commerce has announced that 30 individuals will serve in the third membership cycle of the National Advisory Council on Innovation and Entrepreneurship (NACIE). NACIE, which was established in 2010, advises the secretary of Commerce on transformational policies to help communities, businesses and the American workforce become more globally competitive.

As U.S. cities increasingly focus economic development strategies on technology and innovation to spur economic growth, they should be cognizant that growing these businesses and jobs can also exacerbate local inequities and should, therefore, develop plans to address this issue, according to a newly released report from the Equitable Innovation Economies Initiative (EIE).

U.S. research and development (R&D) performance rose to $477.7 billion in 2014 – an increase of $21.1 billion over 2013, according to a recent National Science Foundation (NSF) InfoBrief. When adjusted for inflation, growth in U.S. total R&D performance (1.2 percent annually between 2008 and 2014) matched the average pace of U.S. gross domestic product (GDP).

Over the last several months, the Economic Development Administration (EDA) has announced millions of dollars in grants to support tech-based economic development efforts in communities across the country (see recent Digest articles from August 18 and September 8).

U.S. clusters looking to collaborate with European clusters are invited to an event taking place in Washington, D.C., during the TechConnect World Innovation Conference, on May 16, 2017. The seminar and matchmaking event is being organized by the European Cluster Collaboration Platform and BILAT USA 4.0. BILAT USA 4.0 seeks to support transatlantic cluster cooperation for strategic business partnerships and enhance, support and further develop the research and innovation cooperation between the European Union and the U.S.

In a report released this week, the U.S. Government Accountability Office (GAO) found that the 11 agencies participating in the Small Business Research (SBIR) and Small Business Technology Transfer (STTR) programs have varied in their implementation of fraud, waste and abuse prevention requirements. The ten requirements were put in place as part of the SBIR/STTR Reauthorization Act of 2011, following a 2009 congressional hearing regarding fraud in the programs.

The Federal Laboratory Consortium (FLC) held its national meeting this week, and the emphasis of many conversations around the conference site in San Antonio was how labs can implement new partnerships to yield greater tech transfer successes.

Here at SSTI, we receive requests from time-to-time from members looking to better understand their regional economy through data. Though the federal government has long been the largest provider of publicly available data, the mechanisms to explore it have been unwieldy. Now more than ever, users have options for interactive resources to explore government data and help inform decision making around economic development. This Digest article highlights many of the free tools and databases that are available.

As the relationship between technology and work continues to evolve, concerns abound, including its effects on jobs, education and business. The National Academy of Sciences, Engineering, and Medicine took a deeper look at the relationship and its impact, convening an expert committee to delve into the topic and set forth a research agenda. The resulting report, Information Technology and the U.S. Workforce: Where Are We and Where Do We Go from Here, explores the current state, trends, and possible futures of technology and work, as well as the possible implications for education, privacy, security and even democracy.

Among this year’s most talked about books on economic development is Richard Florida’s The New Urban Crisis. This commentary provides a brief overview of Florida’s book, a response to his conclusions, and insight into what the crisis may mean for economic development practitioners more broadly. 

As the state budgeting process comes to a close, SSTI will report over the coming weeks on actions taken by state legislatures to invest in economic growth through science, technology, innovation and entrepreneurship. Up this week is a look at commitments that legislatures in Arkansas and Idaho have made including funds for a new accelerator program, Manufacturing Extension Partnership (MEP) centers, and more than $14 million for a biosciences research institute.

Congress has passed a budget for FY 2017 that largely continues support for federal innovation programs and R&D investments. Among the highlights are $17 million for Regional Innovation Strategies (a $2 million increase over FY 2016), level funding of $130 million for the Hollings Manufacturing Extension Partnership and $5 million for SBA’s clusters program. In reviewing dozens of line items, offices that had received significant cuts in the White House’s skinny budget appear to receive some of the largest funding increases (such as the Appalachian Regional Commission, Community Development Block Grant and ARPA-E). However, with the exception of multi-billion dollar increases for Department of Defense R&D, many increases are rather small in terms of overall dollars. This is, at least in part, a reflection of non-defense spending caps rising by only $40 million for FY 2017, limiting the availability of new funds. In this context, science and innovation gains are particularly impressive, with a five percent overall increase for federal R&D that particularly benefits NASA and NIH.

Both before and after the new administration released its budget plan, SSTI was communicating with both parties to identify how Congress would react to significant budget reductions. The message we heard was clear and consistent: Congress would continue to fund its existing priorities. The FY 2017 Omnibus shows that legislators were true to their word. Innovation policymakers and practitioners throughout the country should take a moment to appreciate this….

The traditional school season is ending across the country, but a new offering from Y Combinator (YC) does not follow a traditional path and instead allows students of startups the opportunity to participate from anywhere in an online course. The 10-week course, which began April 5, was open to startup founders, but the lectures are posted online weekly for “spectators.” Y Combinator, the Silicon Valley-based accelerator, explains on the course webpage that they thought the barrier to entry for people to start a startup is still too high, so they decided to share what they’ve learned through Startup School.

Much has been written – both here and elsewhere – about the role of trade and automation in declining U.S. manufacturing employment. Recently released preliminary research published by the U.S. Census Bureau’s Center for Economic Studies finds U.S. multinationals were responsible for a disproportionate share of manufacturing employment declines from 1993 to 2011. These results underscore the challenges facing economic development in deindustrializing regions, particularly those reliant on the branch plant economy.

The Ohio Third Frontier Commission (Third Frontier) has announced investments in entrepreneurial service providers (ESP’s) in the Dayton and Toledo regions. A new collaboration focused on health innovation will lead the initiative in Toledo, while an existing entrepreneurial center will lead programming in Dayton. Both regions had been among Ohio’s largest without a dedicated ESP. The state also awarded funds for its first joint-university program at Cleveland State University and Kent State University, and for commercialization activities at Cincinnati Children’s Hospital.

Traditional economic development efforts at the state level are undergoing increasing scrutiny as budgets are being constrained. Two new studies show a shift in focus away from traditional approaches of tax incentives and reliance on major employers, to broader strategies relying more on the private sector and human capital. A report released by the Delaware Economic Development Working Group recommends shifting many of the core responsibilities of the Delaware Economic Development Office (DEDO) to a new nonprofit. And a report focused on Indiana details the decline in footloose jobs in the state despite local government investments in business attraction, indicating a reevaluation of public policy is needed, the authors contend.
