Technology Assessment Service for Congress Explored

With technology's pervasiveness and important role in most aspects of the policy agenda before Congress, the need for accurate, nonpartisan information on technology may never have been greater. Two approaches to meeting the need were the topic of Technology Assessment: Identifying the Needs of Congress, a recent forum co-hosted by ASME International and the Institute of Electrical and Electronics Engineers (IEEE).

House Slashes MEP Funding While Manufacturers Face Uncertain Future

As the economy struggles, unemployment rates rise to a nine-year high, and manufacturing continues to shed jobs, the Modernization Forum reports the House Commerce, Justice, State and Judiciary (CJS) Appropriations Subcommittee appropriated just $39.6 million for the Manufacturing Extension Partnership (MEP). The FY 2004 funding would slash the program's funding from the FY2003 level of $106.6 million, a 63 percent cut.

Massachusetts House Announces $110M Plan to Encourage TBED

Details on a $110 million initiative to create more jobs and stimulate the Massachusetts economy were released yesterday by Massachusetts House Speaker Tom Finneran and other state leaders. The initiative, Mass Jobs: Investment and Opportunity, is an innovation-friendly plan to streamline government functions and encourage growth in emerging technology through capital formation, regional development, and stability in regulation and taxation.

Ohio Enacts TBED Components of Third Frontier Project

Ohio Governor Bob Taft today signed into law Am. Sub. House Bill 1, putting into place the newest components of his Third Frontier Project to foster tech-based economic development (TBED) and growth in Ohio.

It was the kind of big initiative with a hefty price tag that a few states have launched and most others salivate to replicate. A perfect item for the Digest.

Labor Department Offers Technical Skills Training Grants Program Assistance

Business-led partnerships looking to train workers in high-skill, high-tech occupations may get a boost from a series of instructional conferences to be held later this month and in August. The U.S. Labor Department’s Employment and Training Administration (ETA) will hold three conferences in 2003 to assist prospective applicants for its H-1B Technical Skills Training Grants competition, under which approximately $50 million is available for new awards.

Providence, R.I., Undertakes Initiative to Jumpstart Economy

Kauffman Foundation Challenges Universities to Institutionalize Entrepreneurship

House Approves 63% Increase for Homeland Security R&D

The U.S. Department of Homeland Security (DHS) could have more money to spend on science and tech initiatives in fiscal year (FY) 2004, thanks to a 63.1 percent increase in R&D funding approved Tuesday by the U.S. House of Representatives. Approximately $900.4 million – or $348.4 million more than the previous year – will go toward DHS's Science and Technology (S&T) budget in FY04.

SC Commits $30M To University R&D...

Commerce Report Benchmarks Technology Incubator Performance, Practices

Fed Gov't Must Lead S&E Workforce Development, Says NSB

Useful Stats 2001: S&E Graduate Students by State

The National Science Foundation has released Graduate Students and Postdoctorates in Science and Engineering: Fall 2001, a collection of 54 statistical tables present the distribution of graduate students in science and engineering (S&E) across population segments, fields of science or engineering and by college and state. Overall long-term trends for S&E graduate students from 1975 to 2001 and short-term trends from 1994 to 2001 by detailed fields are presented.

Fireworks on the Fourth for NJCS&T?

The Fourth of July might just be a paid holiday for New Jersey's tech-based economic development agency after all. Since Governor James McGreevey released his FY 2004 budget request six months ago, the New Jersey Commission on Science and Technology has been living under a June 30 death sentence. Facing a deficit forecast in excess of $4 billion, the governor had called for the elimination of the $15 million program.

$105M Tech Tax and VC Legislation Passes in Vermont

Capital for start-up and early-stage business ventures should become more plentiful in Vermont based on legislation, S. 178, passed in late May. A spokesperson for Governor Jim Douglas appraised the act's total impact as representing a $105 million investment into the state's economy.

Mainers Pass $60M TBED Bond

On Tuesday, voters in Maine approved Governor John Baldacci's request to issue $60 million in bonds to finance several research infrastructure, economic development and housing related projects. Packaged and marketed as the Jobs Bond, the measure won easily with 60 percent of the vote in this special election. USDA Awards $20.1M for Rural Business Development

The U.S. Department of Agriculture (USDA) recently announced the selection of 97 loan and grant recipients in 24 states that will receive $20.1 million in rural business development funds. The loans and grants are expected to assist in creating or saving nearly 10,000 rural jobs and supports 772 business ventures as part of the Bush Administration's efforts to spur economic development in rural areas.

Useful Stats: Higher education R&D expenditures reach $117 billion in FY 2024

Higher Education R&D expenditures jumped 8%, or nearly $9 billion, from fiscal year (FY) 2023 to 2024, reaching an all-time high of over $117 billion, reveals new Higher Education R&D (HERD) survey data. The funding sources of HERD expenditures remain proportionally unchanged from the prior year, with all sources increasing, and the federal government ($5 billion) and institution funds ($2.5 billion) accounting for the largest dollar increases.
