Labor department moves to protect gig workers

Independent contractors notched a win as the U.S. Department of Labor (DoL) this month announced the withdrawal of the “Independent Contractor Rule.” The rule, which was issued two weeks before the change in presidential administrations, would have made it easier for employers to classify workers as independent contractors and would have provided employers more security from challenges by contract workers for minimum wages and overtime pay.

EDA receives 378 applications for Tech Hubs competition

The U.S. Department of Commerce’s Economic Development Administration (EDA) has received 378 applications from 48 states for Phase 1 of the Regional Technology and Innovation Hubs (Tech Hubs) competition. In total, 48 states and three territories submitted 378 Tech Hubs Phase 1 applications.

3D printing could catapult US manufacturing

OMB issues final guidance on Made in America provisions

On August 14, 2023, OMB issued final guidance on requirements for all infrastructure projects using federal financial assistance. The final guidance requires preferences for American-made steel and iron products, manufactured products, and construction materials. The release of the final guidance follows the signing in November 2021 of the Bipartisan Infrastructure Law (BIL), which includes the Build America, Buy America Act (BABA).

European Union to invest billions in innovation

As the most ambitious innovation initiative that Europe has ever undertaken, the European Union (EU) recently launched the European Innovation Council (EIC) with a €10 billion (about $11.7 billion USD) fund that will provide both non-dilutive grants to and direct equity investments in innovative startups within the union. After a successful three-year pilot, the EIC is merging with the current Executive Agency for Small and Medium-sized Enterprises, and has already launched its first official program with a call for proposals worth €1.5 billion (approximately $1.8 billion USD).

Before the onset of the pandemic, over a million students flocked from abroad to attend U.S.-based universities. Second round of submissions for SMART Grants is now open

The U.S. Department of Transportation (USDOT) is accepting applications for the second year of its Strengthening Mobility and Revolutionizing Transportation (SMART) Grants Program. The program will fund up to $500 million in grants over five years to conduct demonstration projects focused on advanced smart community technologies and systems that improve transportation efficiency and safety.

Report: Heartland stands to benefit most from reshoring

In the second edition of its annual All In Report, PitchBook expands on its efforts to shed light on the dynamics of women’s participation in the VC market. While participation in the VC market was impacted for companies founded and led by men and women in 2020, the report highlights the impact on women-founded and -led companies by showing recent declines in nearly every measure used in the report compared to nearly constant pre-pandemic trends in increased deal count, deal value, company valuation, and exit rates by women-founded and -led companies.

EDA says Tech Hub consortium members do not have to register in EDGE

In an email sent out this morning, EDA announced, “Given the high volume of applications, EDA is now only requiring the Lead Organization to register in EDGE.” EDGE is EDA’s new grants management platform. The email encourages applicants to “please focus on getting your application materials prepared and having the Lead Organization submit them in EDGE. Application acceptance will not be affected if consortium members are not registered in EDGE.

Treasury awards $125M to 43 organizations, distributes $57M in first SSBCI TA grants

U.S. Department of the Treasury recently awarded $125 million to 43 nonprofits and community-based organizations, including SSTI member University of Arkansas for Medical Sciences. The money came via the American Rescue Plan Act- (ARPA-) funded (CRP) Capital Readiness Program. The CRP enables small businesses to access technical assistance through organizations that provide services to underserved businesses.

The White House report from  Office of Science and Technology Policy (OSTP) Director Michael Kratsios, Science: A New Golden Age, first announced in a July 22 Wall Street Journal article, iterates federal R&D policies and practices for FY 2028, outlines an almost industrial policy approach to federal investment, and provides a plan to move federal research programs toward a focus on individual scientists rather than university-based programs. It calls for more flexible, multidisciplinary, and multi-organizational, team-oriented research projects rather than centers housed within the nation’s research institutions.

State budget wrap-up: Notable TBED and innovation funding in FY 2027

As revenues continue to tighten, many states entered fiscal year 2027 (FY 2027)—which began July 1 for most—with cautious or constrained spending priorities. With the exception of South Carolina, all states have now enacted their FY 2027 budgets. Most adopted maintenance‑level or reduced spending plans that limited new recurring expenditures, reduced one‑time appropriations, and reprioritized core services such as Medicaid and education.
