Over the next few years, public policies that support innovation in alternative energy will determine whether or not the United States will successfully make the transition to clean and renewable energy, TechNet reports. The pro-innovation group, whose membership includes top executives from more than 115 tech firms, believes the move away from nonrenewable sources of electricity and fuel will require timely, active support from federal and state government.

A short five years in the waiting, but a whole global economic upheaval later, the 2007 edition of the seminal State New Economy Index shows the extent to which each state is adapting to the maturation of the knowledge-based economy. Digest readers will have seen some of the many articles from around the country covering the report’s recent release. Few of those press accounts explored the recommendations embodied in the third chapter, focusing instead on the rankings of their individual states.

Angel Investing Down 10% Percent in 2008, But Some Investors Remain Optimistic

Investment by angel groups declined at least ten percent this year, according to the Angel Capital Association's (ACA) annual survey of angel group leaders. In January and February, about 55 percent of these leaders predicted that both their number of deals and total invested dollars would increase in 2008. Half of them now admit that their predictions for the year were overly optimistic.

Michigan State University Wins $550 Million Nuclear Physics Facility

University of Texas System Combines Support for Teaching and Commercialization Excellence with $15 Million Initiative

The University of Texas System Board of Regents recently approved $15 million in funding for three programs that will support innovation and extraordinary effort among its faculty. Two of these programs will make awards for teaching excellence, one for faculty at the University of Texas at Austin (UT Austin) and the other for teaching at the system's other eight universities.

Scotland Universities to Direct Nearly 11 Percent of Funding on Pursuing Innovation

The Scottish Government announced last month a funding plan for the university system that directs more than 10 percent of current funding into a new Horizon Fund created to make targeted investments in research, technology transfer, and entrepreneurial development.

Differences in industry concentrations of VDO and VC investments

Data reveal that policymakers should not equate strong Venture Development Organizations (VDOs) with private venture capital companies; the purpose of creating public policy to increase the availability of innovation-centered risk capital can be lost if one presumes VCs and VDOs are the same. While there are many similarities between individual VDOs and VC funds, important differences in industry concentration emerge when the two groups are compared in aggregate, which may result in different long-term economic impacts.  Effective VDOs are important drivers of regional innovation and of pushing emerging tech businesses forward. VC, on the other hand, can play an extractive role, particularly in markets with scarce equity finance options.

New federal rules, both proposed and finalized, will impact small businesses

A recent flurry of new rules, both proposed and finalized, may interest small business owners or those who advise them. The U.S. Small Business Administration (SBA) has proposed two new rules. The first, Revised Size Standards Methodology, will update SBA’s methodology for determining which businesses qualify as “small.” The second, on Small Business Size Standards, would consolidate the number of industry-specific size standards and raise size standard thresholds.
