The Appalachian Regional Commission (ARC) announced $26 million in awards to expand and diversify the economy in coal-impacted communities in five states. This adds to the $47 million ARC has invested since 2015 through the Partnerships for Opportunity and Workforce and Economic Revitalization (POWER) Initiative. The 31 awards that were announced in late January are projected to create or retain more than 2,500 jobs and leverage an additional $32 million from public and private investors.

Federal innovation and entrepreneurship initiatives would receive substantial new funding under the text of the omnibus spending bill shared on the morning of Dec. 20 by the Senate Committee on Appropriations. The legislation, which totals $1.7 trillion and covers both regular FY 2023 appropriations and supplement funding, provides a total of $1.8 billion for programs authorized by this year’s CHIPS and Science Act and increases funding for multiple long-standing efforts — including each of the SSTI Innovation Advocacy Council’s priority programs.

A broader distribution of science, technology and innovation are expected around the world due to the fast pace of economic development in emerging economies, and global competition for talent and resources will most likely intensify according to the OECD Science, Technology and Innovation Outlook 2016. Such megatrends, and others highlighted in the report, require policy responses that will likely face major constraints, including high public debt, international security threats, a possible erosion of social cohesion and the rise of influential non-state actors, the report maintains.

Have you ever wondered whether there is a federal program that supports tech-based economic development (TBED) strategies and initiatives--even if it doesn’t explicitly state that science, technology, innovation, or entrepreneurship are priority uses of funds? Actually, a wide variety of federal programs can support these programs. The Department of Labor (DOL) announced that it will commit up to $90 million for the newly established ApprenticeshipUSA initiative with the intent to double and diversify the number of apprenticeships by 2018. The Employment and Training Administration (ETA) announced approximately $100 million in grant funds for the TechHire partnership grant program. The ETA anticipates that it will make up to 35 grants to support  pilot and scale public-private workforce development partnerships that can rapidly train workers for and connect them to well-paying, middle- and high-skilled, and high-growth jobs across a diversity of H-1B industries such as Information Technology (IT), healthcare, advanced manufacturing, financial services, and broadband.

When Dan Berglund, SSTI’s president and CEO, testified in a hearing before the House on an early draft of the U.S. Innovation and Competition Act, he noted that funding from the federal government that addresses the whole innovation system rather than individual elements of the system would be critical to building a regional innovation economy and different than any other federal program.

The recession brought upon by the COVID-19 pandemic (February 2020 – April 2020) saw an extremely sharp drop in both GDP and employment, followed by a relatively fast return to non-recessionary rates of unemployment. This swift recovery was a substantial contrast to the periods of the Dot Com Recession (March 2001 – November 2001) and Great Recession (December 2007 – June 2009). These previous recessions saw both dips in GDP, followed by gradual rises in unemployment rates over several months or years, with a gradual decrease in unemployment over the coming years.
