Tuesday’s announcement by Revolution of the creation of a $150 million Rise of the Rest Seed Fund for companies located outside of Silicon Valley builds on Steve Case’s tour to connect with entrepreneurs throughout the middle of the country. The Rise of the Rest Seed Fund enjoys the backing of more than three dozen other big investors from Jeff Bezos and Eric Schmidt to the Waltons and Kochs, and is intended to provide support and connections to entrepreneurs in small towns and underserved cities.

The U.S. Department of Labor (DOL) recently unveiled a new strategy aimed at improving and increasing access to work experiences for young people. Emphasizing the need for a comprehensive vision to address the challenges young people face in accessing education, training, and meaningful work experiences, the Youth Employment Works strategy represents the first national youth employment strategy in over two decades.

The Employment and Training Administration (ETA) within the Department of Labor would receive $6.9 billion under the president’s proposed FY 2018 budget, a $3.1 billion (31.1 percent) decrease from the FY 2017 approved budget.

U.S. companies spent 18 percent of their research and development dollars outside of the United States in 2013, according to data recently released by the NSF. The $73 billion in foreign R&D is concentrated in the information industry, pharmaceuticals, semiconductors, and automobiles and parts. Those four industries accounted for 52 percent of all foreign R&D performance by U.S.

Congress has passed a budget for FY 2017 that largely continues support for federal innovation programs and R&D investments. Among the highlights are $17 million for Regional Innovation Strategies (a $2 million increase over FY 2016), level funding of $130 million for the Hollings Manufacturing Extension Partnership and $5 million for SBA’s clusters program. In reviewing dozens of line items, offices that had received significant cuts in the White House’s skinny budget appear to receive some of the largest funding increases (such as the Appalachian Regional Commission, Community Development Block Grant and ARPA-E). However, with the exception of multi-billion dollar increases for Department of Defense R&D, many increases are rather small in terms of overall dollars. This is, at least in part, a reflection of non-defense spending caps rising by only $40 million for FY 2017, limiting the availability of new funds. In this context, science and innovation gains are particularly impressive, with a five percent overall increase for federal R&D that particularly benefits NASA and NIH.

This week, the U.S. Small Business Administration (SBA) announced 40 new Growth Accelerator Fund Competition awardees. SSTI’s proposal to identify programs and partners that have expanded the participation of minority business owners and researchers in the Small Business Innovation Research (SBIR) program is among the winners.

When Dan Berglund, SSTI’s president and CEO, testified in a hearing before the House on an early draft of the U.S. Innovation and Competition Act, he noted that funding from the federal government that addresses the whole innovation system rather than individual elements of the system would be critical to building a regional innovation economy and different than any other federal program.

The recession brought upon by the COVID-19 pandemic (February 2020 – April 2020) saw an extremely sharp drop in both GDP and employment, followed by a relatively fast return to non-recessionary rates of unemployment. This swift recovery was a substantial contrast to the periods of the Dot Com Recession (March 2001 – November 2001) and Great Recession (December 2007 – June 2009). These previous recessions saw both dips in GDP, followed by gradual rises in unemployment rates over several months or years, with a gradual decrease in unemployment over the coming years.

The Appalachian Regional Commission (ARC) announced $26 million in awards to expand and diversify the economy in coal-impacted communities in five states. This adds to the $47 million ARC has invested since 2015 through the Partnerships for Opportunity and Workforce and Economic Revitalization (POWER) Initiative. The 31 awards that were announced in late January are projected to create or retain more than 2,500 jobs and leverage an additional $32 million from public and private investors.

This morning, NSF announced 44 development, or Type-1, awards from its first Regional Innovation Engines competition. According NSF’s visualization, 33 of the lead organizations are from academic institutions, with 13 of those from institutions that are not classified as R1s, and the remaining 11 leads from other types of nonprofits.

Megatrends like ageing societies and digitization are expected to shape future research and development agendas across the globe, according to a recent report by the Organisation for Economic Co-operation and Development (OECD). A broader distribution of science, technology and innovation are expected around the world due to the fast pace of economic development in emerging economies, and global competition for talent and resources will most likely intensify according to the OECD Science, Technology and Innovation Outlook 2016. Such megatrends, and others highlighted in the report, require policy responses that will likely face major constraints, including high public debt, international security threats, a possible erosion of social cohesion and the rise of influential non-state actors, the report maintains.

America’s Seed Fund Week, a Small Business Innovation Research (SBIR) and Small Business Technology Transfer (STTR) event, will be held online May 15-18. The event connects entrepreneurs and organizations that support entrepreneurs to SBIR and STTR, known as America’s Seed Fund. America’s Seed Fund is the largest source of early stage funding in the U.S.

A recently formed coalition of national leaders from higher education, government, business, nonprofits, and the military have created the Council on Higher Education as a Strategic Asset(HESA). The Economic Development Administration (EDA), the Appalachian Regional Commission (ARC), and the Department of Labor’s Employment and Training Administration (ETA) have announced $38.8 million in funding as a part of the Obama administration’s Partnerships for Opportunity and Workforce and Economic Revitalization (POWER) Initiative – a coordinated federal effort to align, leverage and target a range of federal economic and workforce development programs and resources to assist communities negatively impacted by global transition away from coal. In addition to $38.8 million in federal support, the federal partners anticipate that POWER investments will help coal-impacted communities leverage an additional $67 million from other public and private partners.

Availability of a new data tool developed by the Bureau of Labor Statistics (BLS) indicates that during the period surrounding the onset of the COVID-19 pandemic, there was wide variation among the states on the ratio of unemployed persons per job opening.  Michigan peaked at 10.6 unemployed persons for each job opening, followed by Hawaii (10.3) and Nevada (10.2), far above most states, while others like D.C.
