The SBA announced Supplier Connection, a private-public collaboration intended to help small businesses strengthen their revenue streams by gaining access to more than $300 billion in combined supply chain spending by a consortium of 15 of America's largest corporations. Supplier Connection, a free online portal created by the IBM Foundation, allows small businesses to send information about their products and services to 15 large private sector companies.
Last week the Obama administration launched a new Clean Energy Manufacturing Initiative housed within the Department of Energy. The initiative will use public-private partnerships to drive an open-source, "smart" manufacturing network that will help U.S. clean energy manufacturing firms reduce costs, increase competitiveness, and boost productivity.
Following a national economic development trend toward regionalism, governors in Iowa and Nebraska announced a partnership to provide more investment and talent opportunities for area businesses, and increased exposure for the region. Under the multi-county collaboration, Advance Southwest Iowa will join the Greater Omaha Economic Development Partnership. U.S. R&D spending began to rebound in 2011 and 2012 after several years of stagnation, according to new survey data released by the National Science Foundation. During the economic crisis of 2008-10, R&D expenditures froze at just over $400 billion. Newly revised data for 2011 and preliminary data for 2012 indicate that R&D spending began to recover in those years, outpacing U.S. GDP growth. This resurgence, however, has not materialized for all stages of research.

Following up on President Obama's advocacy of American manufacturing in the State of the Union address, the White House has released a document detailing the administration's manufacturing strategy. The strategy includes the formation of a new national network of Manufacturing Technology Acceleration Centers (MTACs), which will focus on moving technology into the products and processes of small- and medium-sized manufacturers. The National Institute of Standards and Technology's Manufacturing Extension Partnership program would oversee the initiative.

Commissioned by the North Carolina Biotechnology Center, a study found North Carolina's biotech industry employees almost 58,000 residents at an average annual wage of $78,000. From 2001 to 2010, employment in the state's biotech industry grew by 23.5 percent (approximately 12,000 new jobs) — 3.5 times faster than the national biotech workforce. In comparison, North Carolina's private-sector workforce declined by 2.8 percent in the same period.
The University of Maryland announced the Academy for Innovation and Entrepreneurship, an initiative to infuse a culture of innovation and entrepreneurship across its campus through a series of classes, workshops and outside-the-classroom experiences. A recent Office of Science and Technology Policy (OSTP) memorandum instructs major federal research agencies to provide open access to federally funded research and digital scientific data. All federal agencies with an extramural research budget that exceeds $100 million will participate, following the example of the National Institutes of Health (NIH), which implemented a similar policy in 2008. Over the next six months, these agencies will draft plans to ensure that any results of federal research published in peer-reviewed scholarly publications are available to the public.
