R&D Magazine has released the results of a survey in which more than 80 percent of respondents think America will lose its competitive edge in industry within 25 years unless basic-research funding is increased. The survey consisted of a combination of research questionnaires and individual interviews with 4,000 researchers representing industry, academia, and government.
The Government Accounting Office (GAO) recently released its assessment of federal agencies' progress towards implementation of the Government Performance and Results Act (GPRA). GPRA requires that executive agencies prepare multi-year strategic plans, annual performance plans, and annual performance reports. The agencies must submit a strategic plan to the Office of Management and Budget (OMB) and Congress by September 30, 1997.
Rep. James Sensenbrenner (R-Wis) has introduced the Commercial Space Act of 1997 (H.R. 1702) to encourage the development of a commercial space industry in the United States.
The Department of Defense has announced 30 projects selected for negotiation under the Commercial Operations and Support Savings Initiative (COSSI) of the Dual Use Applications Program (DUAP), the successor program to the Technology Reinvestment Project (TRP). The projects could receive close to $100 million in DUAP funding.

Mary Good, the Under Secretary of Commerce for Technology, is leaving the U.S. Department of Commerce in the beginning of June, according to published reports. Dr. Good will be returning to Arkansas. During her tenure, she has been a strong and influential advocate for federal support for science and technology.
The National Academy of Sciences (NAS) has elected 60 new members and 15 foreign associates from 11 countries. Election to membership in the Academy is considered one of the highest honors to be accorded a U.S. scientist or engineer.

In FY 1997, approximately $1 billion, government wide, has been set-aside for this program. Approximately $500 million of that amount is projected to be funded by DoD.

Three regional meetings are being scheduled to receive input on the design of the proposed Experimental Program to Stimulate Competitive Technology (EPSCoT) program. The program is intended to "foster the development of indigenous technology assets in states that traditionally have been under represented in the distribution of federal R&D expenditures."
The State Science and Technology Institute's first conference, "Promoting Economic Growth Through State Science and Technology Programs," will be held June 16-17 in Washington, D.C.

South Carolina Governor David Beasley has appointed a 17-member Technology Advisory Council. The Council is to examine how South Carolina can attract technology-intensive companies, find strategies to promote high technology jobs and identify specific technologies that are important for other industries.
The National Governors' Association (NGA) and the National Association of State Budget Officers (NASBO) released the results of the annual Fiscal Survey of States. The report incorporates information gathered by NASBO from January through April 1997, and includes actual figures for fiscal 1996, preliminary figures for fiscal 1997, and numbers contained in Governors' proposed budgets for fiscal 1998.

The recipients of the 1997 National Medal of Science and National Medal of Technology were announced last week. The awards are described as the United States' equivalent of the Nobel Prize.
The sunset provision on Manufacturing Extension Partnership (MEP) centers would be removed under authorizing language approved by the U.S. House of Representatives last week. The action came in authorization language for key U.S. Department of Commerce and National Institute of Standards and Technology (NIST) programs.
In the April 18, 1997 edition of the SSTI Weekly Digest, we reported on Congressional earmarks for research projects involving specific universities. The totals for six states were incorrect and, as a result, the rankings for five states were also incorrect.
A demonstration program using federal loan guarantees to attract venture capital funds to rural areas is being created by the Rural Business-Cooperative Service (RBS) of the U.S. Department of Agriculture (USDA). RBS is seeking public comment on the program by May 9.

The Chronicle of Higher Education recently released its annual report on funding for university projects that Congress specifically directed federal agencies to support. The Chronicle reported that Congress earmarked at least $440 million for projects involving specific universities for FY1997. That is a 49 percent increase from FY1996 total of $296 million.
Dr. Paul S. Huyffer has been named Executive Director of the Vermont Technology Council and Special Assistant to the President of the University of Vermont for Economic Development. The Vermont Technology Council has been in existence since 1992 and has been responsible for the development of a science and technology plan for the state.
As part of a review of the Advanced Technology Program (ATP) ordered by Commerce Secretary William Daley, public input is being sought on the operations and direction of the program. The outcome of the review is to be incorporated in the Department's recommendations to the Secretary on possible program modifications.
The House Committee on Science recently submitted its budget recom-endations to the House Budget Com-mittee. The recommendations call for a three percent total spending increase for federal research and development over FY 1997. The Administration's budget calls for a one percent increase for the civilian science and technology programs that are under the House Science Committee's jurisdiction. Those programs include NASA, FEMA, DOE, EPA, NOAA, NIST, and the Department of Commerce's Technology Administration.
A newly formed panel will work with the White House Office of Science and Technology Policy and the U.S. Department of Energy to provide recommendations on how to ensure the U.S. energy R&D program addresses the economic, environmental and national security needs of the nation for the next century.
