The Employment and Training Administration (ETA) announced approximately $100 million in grant funds for the TechHire partnership grant program. The ETA anticipates that it will make up to 35 grants to support  pilot and scale public-private workforce development partnerships that can rapidly train workers for and connect them to well-paying, middle- and high-skilled, and high-growth jobs across a diversity of H-1B industries such as Information Technology (IT), healthcare, advanced manufacturing, financial services, and broadband.

The Department of Labor (DOL) announced that it will award $450 million in job-driven training grants to nearly 270 community colleges across the country via the Trade Adjustment Assistance Community College and Career Training (TAACCCT) competitive grant program, which is co-administered by the DOL and Department of Education. The awards are to support community college-industry partnerships that will expand and improve education and career training programs offered at community colleges across the country.

A new $113 million grant program intended to strengthen and modernize the Registered Apprenticeship Program (RAP) will designate up to $50 million for equity partnerships and pre-apprenticeship activities. The U.S. Department of Labor announced the new grant program to enable more workers to earn while they learn and find reliable pathways to the middle class. Using a coordinated investment strategy, the Apprenticeship Building America grant program will bring the RAP model to new sectors and industries.

The Baldrige Performance Excellence Program at NIST recently released the Job Quality Toolkit which outlines eight “drivers of job quality.” The toolkit aims to enhance the discussion around job quality, becoming an “actionable tool… to improve the quality of every job,” which will improve employee recruitment and retention.

Independent contractors notched a win as the U.S. Department of Labor (DoL) this month announced the withdrawal of the “Independent Contractor Rule.” The rule, which was issued two weeks before the change in presidential administrations, would have made it easier for employers to classify workers as independent contractors and would have provided employers more security from challenges by contract workers for minimum wages and overtime pay.

The Department of Labor recently announced awards totaling $183.8 million in Scaling Apprenticeships Through Sector-Based Strategies grants. Funded through H-1B visa fees, the grants will support the training of more than 85,000 apprentices. The grantees include 23 academic institutions and grant-matching industry consortia representing 18 states, and includes three SSTI members — the University of Cincinnati, Lorain County Community College and the State University of New York Research Foundation.

The National Defense Authorization Act for FY 2024, signed in late December, ultimately contained fewer provisions related to research, technology, and entrepreneurship than the draft versions of the legislation initially proposed. Nonetheless, the final bill made some changes that could stabilize some of the department’s innovation activities in recent years and add some flexibility for companies and organizations engaging in technology transfer activities with defense institutions. Specifically, four sections worth noting in the FY 2024 NDAA are the following:

The 2022 National Defense Strategy, released last week, emphasizes the need to accelerate the Pentagon’s capacity for buying and deploying emerging technologies. Technology sectors called out as targets include advanced materials, artificial intelligence, biotechnology, clean energy, directed energy, hypersonics, microelectronics, quantum science and space. The report indicates that the Department of Defense (DOD) is considering R&D funding, ecosystem support and adapting civilian technologies among the tools it will use to pursue emerging tech.

This week, Congress reached an agreement on the FY 2022 defense authorization bill (i.e. “NDAA”). The legislation includes support for expanding the Defense Innovation Unit’s (DIU) reach, research at minority-serving institutions, and commercialization pilots, as well as a $7 billion increase in research funding. While the NDAA does not provide appropriations, the bill is a strong signal for where the FY 2022 appropriations are likely to land.

In a field once dominated by government agencies and incumbent organizations, the aerospace and defense (A&D) industry has experienced a rapid landscape change over the past decade as private companies and high-profile organizations launch commercial space programs and advance novel exploration and communications projects. These private companies present new competition to the traditional A&D industry.

The inaugural Manufacturing Momentum Summit is an opportunity for federal, state, regional, and local leaders to share their efforts to prepare the workforce required for the advanced defense manufacturing supply chain. Held in conjunction with several partners, including the DoD Manufacturing Technology Program, the Center for Regional Economic Competitiveness, and the American Manufacturing Communities Collaborative, the Summit will be held from September 12 - 14, 2023, in Arlington, VA.

Completing a subbaccalaureate program can translate into higher pay and greater employment outcomes compared to those who have no education beyond a high school diploma, but the median salary of those who completed a certificate versus those who did not was the same ($20,000) among students who were no longer enrolled after three years. The results are detailed in a recent brief from the National Center for Education Statistics at the U.S. Department of Education.

A Notice of Funding Opportunity (NOFO) for a new artificial intelligence-focused Manufacturing USA institute is now available on Grants.gov. The U.S.

The five-year-old NSF Convergence Accelerator, which has funded nationwide research projects to address major societal challenges, is adding 10 “anchors” to focus on regional challenges. The regional anchor organizations will engage in the same solution development for underserved, underrepresented organizations and communities as the current national program. However, as part of the regional expansion, NSF aims to reach more local communities to help solve challenges that are especially meaningful to a particular region.

NSF has released data on nearly 300 letters of intent (LOIs) submitted to the NSF Regional Innovation Engines program by lead organization applicants. The data is meant to enable applicant teams to connect and potentially collaborate before the preliminary proposal deadline on Aug.

The Economic Development Administration’s (EDA) Regional Technology and Innovation Hubs (Tech Hubs) and National Science Foundation’s (NSF) Regional Innovation Engines (Engines) programs require regions to advance a critical technology area that already has traction in their region.

The National Science Foundation’s (NSF) Directorate for Technology, Innovation, and Partnerships (TIP) has released a new pilot map with data on over 3,300 awards nationwide managed by TIP starting from fiscal year 2023.

The U.S. Department of Commerce recently issued a Notice of Intent (NOI) to open a competition for new research and development (R&D) activities to accelerate domestic capacity for semiconductor advanced packaging.​ As part of CHIPS for America, the National Advanced Packaging Manufacturing Program plans to invest up to $1.6 billion to fund innovation in five R&D areas related to semiconductor advanced packaging. ​

House Committee on Energy and Commerce Chair Cathy McMorris Rodgers recently published Reforming the National Institutes of Health: Framework for Discussion. The blueprint calls for reducing the number of NIH institutes and centers (ICs) from 27 to 15, largely by merging some of them. The reorganization and proposed funding levels are illustrated in Figure 1.

Natcast, the nonprofit entity that operates the National Semiconductor Technology Center (NSTC) Consortium, recently launched the NSTC Workforce Partner Alliance (WFPA) program. ​The program seeks to address workforce challenges in the U.S. semiconductor industry by supporting projects that close skills and labor market gaps for researchers, engineers, and technicians in semiconductor design, manufacturing, and production.

The U.S. Small Business Administration (SBA) recently announced plans to launch a 7(a) Working Capital Pilot (WCP) Program later this year. The program will offer a lines of credit, made by 7(a) lenders and backed by the SBA. It is designed to give greater flexibility than a traditional term loan.
