Louisiana Redirects Workforce Investments toward Emerging Industries

The Louisiana State Legislature recently approved several bills as part of a comprehensive package designed to revamp the state’s workforce development programs to focus on job training in emerging industries to ensure these fields have a highly qualified labor pool in the coming years.

Which States Are Seeing the Amount of Capital Available to New Companies Increase?

With the recent news that initial public offerings and mergers and acquisitions for venture-back companies are becoming scarce, many are anticipating a national venture capital crisis. A lack of exit opportunities could lead angel and venture investors to become more hesitant to invest at any stage of venture development as they seek opportunities that produce a return in the foreseeable future.

COMPETES Act Fails to Pass House

Despite receiving some bipartisan support, the America COMPETES Reauthorization Act of 2010 failed to attract enough support to pass in the House on Wednesday. As a suspension, the bill required support from two-thirds of the House, but fell short in the final tally, 261-148. The reintroduced bill contained a 50 percent cut in the funding path from the previous version and shortened the authorization period for its programs from five years to three years.

Committee Removes Controversial Language from Financial Reform Bill

On Monday, the Senate Banking Committee voted to amend language in the financial reform bill that had drawn criticism from many organizations supporting entrepreneurship and equity investment. In its original form, the bill would have raised the net worth requirements for accredited investors, significantly reducing the pool of angel investors and capital for early-stage businesses (see the April 14, 2010 issue). A vote is expected later this week.

Useful Stats: SBIR Phase I Awards, Proposals by State - FY09

Compiling SBIR Phase I awards and proposal statistics by state for FY09, SSTI finds the 10 states with the most awards in FY09 were California (853), Massachusetts (526), Virginia (239), New York (213), Maryland (209), Colorado (198), Texas (172), Ohio (168), Pennsylvania (154), and Florida (109). Compared to the top states for FY08, Maryland moved up one position to fifth place, swapping places with Colorado, which dropped to sixth place. Ohio edged out Pennsylvania to move up one spot into eighth position, pushing Pennsylvania down one spot from last year to ninth place.

Venture Capitalists Eying Investment in Overseas High-Tech Markets

Venture investors are increasingly turning to overseas markets for promising investments in key high-tech industries, according to the 2008 Global Venture Capital Survey conducted by Deloitte and the National Venture Capital Association (NVCA). The annual poll of 400 international venture capital investors found that the U.S. is still perceived as the strongest technology economy in all sectors, but other countries are developing industry specializations that allow them to be competitive with the U.S. in one or two particular areas. While no single country is likely to overtake the U.S.

Alabama Plans $71M Next Generation Robotics Training, Research Facility

Alabama Gov. Bob Riley recently announced a plan to launch an advanced robotics research, training and education center to prepare workers for the robotics industry and attract high-tech employers to the state. Calhoun Community College in Decatur will host the $71 million center, in partnership with the University of Alabama in Huntsville. Gov. Riley first proposed the robotics campus in 2006 and believes the center will help increase the state’s profile as a leader in the robotics industry.

State Per Capita Early-stage Investment Data Helps Reveal Policy Options

While California and Massachusetts may overshadow much of the venture capital (VC) activity going on around the country, other states have made significant progress in developing venture industries that serve the needs of their economy. Though larger investments in later-stage companies are becoming more prevalent in the U.S. venture industry, some states are seeing increases in smaller, early-stage investments that, if successful, should lead to significant growth in their total VC investment in years to come.

CT Gov Signs Jobs Bill, FY11 Budget Agreement

A jobs bill that garnered near unanimous support in both legislative chambers was signed into law by Gov. Jodi Rell last week. The bill includes pre-seed funding for innovative ideas, a program authorizing tax credits for insurers investing in many different types of businesses, including technology startups, student loan reimbursements to retain green collar workers, a small business loan pool, and a green manufacturing pilot program.

$220M Awarded to 15 Communities for Health IT Pilot Program

Fifteen communities across the U.S. recently were selected to implement health information technology (IT) infrastructure and servicing as part of an overall $100 billion federal investment in science, innovation and technology through the American Reinvestment and Recovery Act. These pilot communities will receive a total $220 million for projects that include providing better control of blood pressure for diabetic and hypertensive patients, improvements in care coordination and chronic disease management, and reductions in preventable emergency department visits and re-hospitalizations.

Foundations Invest $506 Million in Education Innovation Fund

A coalition of twelve private foundations will contribute $506 million to support U.S. education innovation and reform efforts. Bioscience Jobs Grew During Recession, Says Report

During the first year of the current U.S. recession, the bioscience industry continued to create jobs, according to a recent report from the Battelle Memorial Institute and the Biotechnology Industry Organization (BIO). While overall employment fell by 0.7 percent in 2008, U.S. bioscience employment grew 1.4 percent. Though the authors acknowledge that the full impact of the crisis was not felt until 2009 (for which employment data is not yet available), evidence indicates that biotech companies were not as negatively affected as other firms.

Conference to Celebrate South's Auto Industry

Kentucky Governor Steve Beshear will host a conference sponsored by the Southern Technology Council exploring changing consumer demands and global competitions in the Southern automotive industry. Alberta and Ontario Launch Tech and Venture Capital Initiatives

Last week, Premier Ed Stelmach of Alberta introduced a $170 million suite of initiatives to support high-tech economic development in the province. The government hopes that by providing support for commercialization from research to market it can attract high-tech entrepreneurs from other areas. Most of the province's investment will support the creation of the $100 million Alberta Enterprise Corporation to encourage venture capital investment.

Iowa Venture Capital Tax Credit Not Extended to Next Fiscal Year

An initiative in Iowa to disperse tax credits worth 20 percent of equity investments into pre-qualified businesses or seed capital funds has reached its $10 million cap and will not be continued in the next fiscal year. The Iowa Venture Capital Credit – Qualified Business or Seed Capital Fund was started in 2002 with a cap of $10 million, and as monitored by the Iowa Department of Revenue, all credits have been issued.

NIH Changes Peer Review, Commits $1B for Transformative Research

FL Legislature Passes Jobs Bill

Florida lawmakers last week approved SB 1752, a package of economic development incentives for industry sectors, including aerospace and small business, to promote immediate job creation and long-term economic growth. New Initiative to Help MA CEOs and Entrepreneurs Launch New Companies

A group of Massachusetts CEOs, venture capitalists (VC) and entrepreneurs recently launched a new initiative to create new, successful companies. The 12x12 Initiative will allow successful CEOs to collaborate with entrepreneurs to develop their ideas into new businesses. The resulting "team" also would include an experienced VC and would help the companies connect to mentoring services, capital and other opportunities.
