A new study of the Maine Technology Institute (MTI) reveals MTI's award programs have been effective in contributing to the success of its awardees and in increasing high-tech employment in the state. The MTI evaluation, conducted by the Center for Business and Economic Research (CBER) at the University of Southern Maine, also found that the success rate of MTI's funded projects improved over the five-year history of the organization.

With rumors of recession building, several of the nation’s governors are announcing new TBED-focused initiatives in 2008 – many of which will be presented to lawmakers for funding in the coming months. In Illinois, Gov. Rod Blagojevich unveiled two new initiatives encouraging entrepreneurship to grow high-technology businesses throughout the state.
The average cost of bringing a Food and Drug Administration-approved drug to market could be cut by 25 percent to 48 percent by making targeted investments in the national biopharmaceutical R&D technology infrastructure, according to a recent report from the National Institutes of Standards and Technology. Economic Analysis of the Technological Infrastructure Needs of the U.S. Biopharmaceutical Industry cites current costs as averaging $560 million per drug, but could drop to between $289 million and $421 million.

On Tuesday, the National Science Foundation (NSF) released Science & Engineering Indicators 2008, its comprehensive biennial analysis of the U.S. and international science and technology landscape. This version provides thorough details about the features of a rapidly-changing global economy, as countries continue to make investments in their knowledge-based capacity and industries.
With many states anticipating or already preparing for budget pressures, state leaders are increasingly looking for ways to increase their revenue streams. A new report from the Pew Center for the States finds that in many cases outdated state tax systems are stifling growth and failing to build a stronger tax base. Authors Katherine Barrett and Richard Greene argue that many of these systems have not been overhauled since the rise of service economy. In 2005, service industries accounted for 68 percent of U.S.
Over the last few months, three states have announced new strategies to encourage regional tech-based economic development. Several states have experimented with how best to support or encourage regional TBED in the past, resulting in both successes and failures. In some cases, state sought partnerships at the local level in the creation of new programs while other states took a more hands off approach, such as providing seed funding to create regional technology councils.
California accounted for 22.4 percent of the nation’s total industrial R&D in 2004, leading the U.S. with $46.6 billion in total industrial R&D expenditures, according to the National Science Foundation’s (NSF) Survey of Industrial Research and Development: 2004. Michigan ($15.2 billion), Massachusetts ($11.8 billion), New Jersey ($11.0 billion), and Texas ($11.0 billion) rounded out the top five.

Over the past few months, Congress has been at work on a package of measures to address the competitiveness of the U.S. economy. Two similar, yet distinct, competitiveness bills are currently being reconciled in conference between the House and the Senate. President Bush has voiced several objections to both the Senate and House bills and may even be prepared to veto the legislation if a compromise cannot be reached.

Jon Corzine and state legislative leaders will result in a $450 million bond referendum being put before New Jersey voters this fall. North Carolina does not, at first glance, seem to be a venture capital underperformer. In 2006, venture capitalists invested close to $510 million in North Carolina, almost $60 million of which was invested in seed and early-stage businesses, according to the Pricewaterhouse Coopers Moneytree Survey of VC investment. Every year, the National Science Foundation releases Graduate Students and Postdoctorates in S&E, a report filled with detailed statistics about the characteristics of science and engineering graduates enrolled at U.S. institutions. Using the annual report, SSTI has prepared a table showing the total number of graduate students for each year from 2001 to 2005 in each state, the District of Columbia, and Puerto Rico.
