The U.S. as a whole showed an increase of 5.41 percent in per capita personal income from fiscal year 2005, according to second quarter 2006 estimates of state personal income data released by the U.S. Bureau of Economic Analysis (BEA).
As the 2007 legislative session in Maryland came to a close last week, Gov. Martin O'Malley celebrated an important victory for the future of life sciences with a $10 million increase for stem cell research and the creation of a life sciences advisory board. Gov. O'Malley requested the 66 percent increase during his Jan. 31 State of the State Address (see the Feb. 19, 2007 issue of the Digest).
It’s no secret that research and education are important to a state’s economy, but for many poorer states, they may be even more vital than previously believed. A few recent studies suggest that increasing the number of patents and the education level of residents in a state could be a valuable first step in overcoming persistent poverty.

They argue that a highly-skilled and educated workforce within existing and emerging clusters is imperative to raise per capita personal income and to improve the region’s economic growth along with its burgeoning population.

This week, the National Science and Technology Council (NSTC) released its plan to implement the national network of manufacturing institutes announced by President Obama last March (see the March 14, 2012 issue of the Digest). The institutes would serve as regional hubs of innovation and help to accelerate the development and adoption of new manufacturing technologies. Under the newly released plan, each of the institutes would be led by U.S.
Leslie Guice officially was approved by the University of Louisiana System Board of Supervisors to become the 14th president of Louisiana Tech University. Guice will take office July 1, 2013.

Gov. Jim Douglas plans to merge the Vermont Departments of Economic Development and Housing and Community Affairs.

Investment by angel groups declined at least ten percent this year, according to the Angel Capital Association's (ACA) annual survey of angel group leaders. In January and February, about 55 percent of these leaders predicted that both their number of deals and total invested dollars would increase in 2008. Half of them now admit that their predictions for the year were overly optimistic.
The University of Texas System Board of Regents recently approved $15 million in funding for three programs that will support innovation and extraordinary effort among its faculty. Two of these programs will make awards for teaching excellence, one for faculty at the University of Texas at Austin (UT Austin) and the other for teaching at the system's other eight universities.
