The Michigan Economic Development Corporation (MEDC) recently announced the recipients of $25 million in awards from Michigan's 21st Century Jobs Fund. Each of the eight organizations receiving the awards will use the funding to support Michigan entrepreneurs and technology commercialization. The largest single allotment, $10.8 million, will benefit Ann Arbor SPARK, which plans to replenish its Michigan Pre-Seed Capital Fund with the award. Other recipient organizations will be offering capital and business assistance around the state.

The National Science Foundation (NSF) Innovation Corps (I-Corps) program, a public-private partnership, intends to connect NSF-funded scientific research with a project team, made up of professionals from the technological, entrepreneurial and business communities, to help transition NSF-funded scientific and engineering discoveries at institutions of higher education into commercial technologies, products and processes. I-Corps grants will provide financial support to project teams in determining the commercialization potential of the technologies developed through previous or current NSF awards. The University of Nebraska-Lincoln's Bureau of Business Research and Department of Economics has released its latest edition of the State Entrepreneurial Index, a state-by-state analysis of entrepreneurial activity. The index uses five components — percentage growth and per capita growth in business establishments, its business formation rate, the number of patents per thousand residents and gross receipts of sole proprietorships and partnerships per capita — to rank states in business formation and innovation. New York, Washington and Massachusetts placed in the top three spots, while Oregon, Delaware, Kentucky, Texas and Rhode Island all rose more than 25 spots since the last list was published in 2008. Lawmakers last week passed a measure establishing the Innovate NY Fund to invest $25 million of federal funds in technology development organizations, research universities, and seed-stage investment funds. The Empire State Development Corporation will administer the fund and establish a competitive process for evaluating applicants. Investment priority is given to companies involved in commercialization of R&D or high-tech manufacturing.

The Slovenian parliament recently approved the Resolution on the Research and Innovation Strategy of Slovenia 2011-2020, a comprehensive strategy to establish "a contemporary research and innovation system that will ensure a higher quality of life within the country." According to the UNESCO Science Report, Slovenia is drastically ahead of their counterparts in Southeastern Europe. However, Slovenia still intends to double the government's science budget from 0.52 percent of GDP to almost 1.0 percent of GDP (approximately $554.9 million) in 2012 with an expected increase to 1.2 percent in 2020. By 2012, the government expects to exceed the European Union (EU) required gross domestic expenditure on research and development (R&D) established by the Barcelona Objective (3 percent of GDP). Tax breaks and other government incentives will be utilized to spur domestic private sector investments and foreign direct investment into Slovenia's science and technology (S&T) sectors. This strong commitment to S&T is intended to attract successful researchers and companies from the Western Balkans and to increase the number of foreign researchers working in the country. To strengthen entrepreneurship, the plan includes aid to young Ph.D.s to establish startups, tax breaks to companies that invest in R&D, public-private research collaboration and reductions in red tape. Generous individuals and foundations are stepping up to support university-based initiatives designed to expand research and encourage young people to create high-growth jobs at a time when operating budgets for higher education are facing drastic funding cuts across the U.S. Colleges in Michigan and Ontario will establish endowed chairs in medical research and entrepreneurship with funding from individual donors, and a 23-year-old former student of the University of Waterloo is launching a $1 million seed fund for student startups.

The U.S. economic crisis spurred more Americans to become entrepreneurs than at any point in the last 15 years, according to the 2010 edition of the Kauffman Foundation's Index of Entrepreneurial Activity. The study found that 340 out of every 100,000 Americans started a new business each month in 2010, approximately the same rate as 2009, but an increase over the pre-recession period. Many of these new entrepreneurs, however, are not creating new jobs through their startups. High unemployment rates may have driven more people to start new businesses, but many are creating lower-cost startups without employees at launch.

Sixteen percent of all high-impact, high-tech companies include at least one immigrant, according to a new report by the Center for Technology Innovation at Brookings. They survey and consequent case studies found significant trends among immigrant entrepreneurs in the high-tech field. Respondents were found to be heavily rooted in the U.S. — 77 percent of them have become American citizens and almost 75 percent have lived in the U.S. for more than 15 years. In comparison to their domestic peers, immigrant entrepreneurs have much higher educational achievement (almost twice as likely to hold a doctoral degree). These individuals have a similar amount of work experience to their successful domestic counterparts (roughly 10 years). Finally, the number of immigrant entrepreneurs is roughly equal to the total immigrant population (13 percent). However, since 1990 the number of immigrants with a bachelors degree or above in a STEM related field has increased significantly.

Encouraging university researchers to bring their discoveries to market is a key component of many regional innovation strategies, but entrepreneurial activity by faculty may come at a cost, according to several recent scholarly articles by Andrew A. Toole and Dirk Czarnitzki. Toole and Czarnitzki examined the publication and commercialization histories of U.S. university-based life scientists and found that engaging in entrepreneurial activities tends to lower their publication rate, even after returning to the university full-time. This reduction in publication has a nontrivial impact on knowledge creation in the nonprofit research sector, particularly since researchers who engage in entrepreneurial activity tend to publish at a higher rate than other faculty before they leave to pursue private sector opportunities. Although the commercialization of new technologies is important for the economy, reducing the research output of star professors could have longer-term negative consequences. The authors suggest that the correct balance of research and commercialization has not yet been achieved.
