While which states top the list in the 2008 edition of the State New Economy Index will capture the attention of the media and therefore the majority of decision makers, the most important contribution of the 2008 Index in the current fiscal environment is its overview and final chapter. Despite the economic downturn, President-elect Obama has maintained that these new programs will remain a priority for his administration.

Although the national venture capital investment continues to expand, many parts of the country still lack access to reliable sources of business capital. Even in states that rank in the top tier for venture investment, there are often insufficient capital resources to support businesses at every stage of development.
While many universities offer business plan competitions and programs in entrepreneurship and commercialization, fewer opportunities are available to learn about the capital side of the equation. Last week, however, two major conferences invited students to learn more about venture capital (VC) investment and emerging trends in the venture industry.

Last week’s release by the National Science Foundation (NSF) of the results of the 2005 survey of academic R&D expenditures reveals the nation’s investment in research through its universities and colleges rose 5.8 percent in fiscal year 2005. Academic research expenditures for FY 2005 totaled $45.75 billion.

In the global competition to create the best markets for entrepreneurs, Hong Kong moved up from second place in 2005 to reclaim the top spot, according to the Milken Institute's 2006 Capital Access Index. Hong Kong was first in the 2004 edition of the index.
In 2006, Singapore rose from third to second place. The United Kingdom, ranking first in 2005, slipped back to third for the 2006 rankings, while the U.S. dropped from fourth to fifth because of an increase in the lending rate.
