Lawmakers in Idaho, Iowa and South Dakota recently passed budgets for the upcoming fiscal year providing funds to help stabilize higher education funding, support research projects related to renewable energy R&D, and provide temporary operational support for an underground deep science laboratory.
Idaho
Nine national organizations, including SSTI, have joined the Angel Capital Association in seeking revisions to the Financial Reform Bill, which will be debated soon in the U.S. Senate. In its current form, the bill could shrink the pool of accredited U.S. investor and complicate cross-state investment (see the March 31, 2010 issue). The petitioning organizations ask that two small sections pertaining to accredited investors be removed or modified to prevent unnecessary obstacles to angel investing and entrepreneurship.
Gov. Bev Perdue last week announced a number of proposals designed to grow the state's economy and create jobs by focusing on the small business sector. The JobsNOW Small Business Assistance Package involves three areas of assistance, including tax incentives, statewide support for small businesses, and expanding the N.C. business preference to help small businesses compete for state contracts.
Saving the state an estimated $93 million a year, Hawaii House and Senate negotiators agreed to suspend the High-Tech Tax Credit, known as Act 221, for three years, reports the Honolulu Advertiser. Lawmakers also agreed to repeal the tax credits in May rather than at the end of December, the article states.
On March 30, the Small Business Administration (SBA) issued a Notice of Final Amendments to the Small Business Innovation Research Program (SBIR) Policy Directive increasing the SBIR Program award threshold to $150,000 for Phase I, up from $100,000, and $1 million for Phase II, up from $750,000. The current award threshold has not been adjusted since 1992 when Congress reauthorized the program's legislation. SBA received only two public comments, both supporting the proposed amendments, between August and September 2008.
The Federal Communications Commission suffered a setback recently when a federal court ruled that the commission lacked the authority to regulate telecommunication companies' interference with customers' communications over the Internet. Without that authority, the FCC will not be able to enforce net neutrality, a concept that was to play a major role in the commission's National Broadband Plan. That plan set the goal of connecting 100 million homes to high-speed broadband by 2010 (see the March 17, 2010 issue).
California Gov. Arnold Schwarzenegger signed an executive order establishing the Governor's Office of Economic Development and appointed Joel Ayala as the director of the new office.
Gov. Jim Douglas last week signed a jobs bill that distributes $8.7 million in federal stimulus funds to help seed high-tech entrepreneurial ventures, increase broadband access across rural areas of the state, train workers for careers in emerging sectors, and provide low-interest rate subsidies on loans approved under the Vermont Jobs Fund.

Foreign-born and ethnic workers continue to rapidly grow in their importance to the U.S. innovation economy, according to two recent studies that address this issue by examining the links between these groups and patenting activity.
According to figures released last week by the Bureau of Economic Analysis (BEA), 85 percent of the nation's 363 metro areas experienced growth in real GDP from 2005 to 2006. For the U.S. metro areas as a whole, the aggregate GDP in current dollars was $11.79 trillion in 2006 - about 90 percent of the U.S. GDP.

One of the continuing challenges for TBED organizations is successfully documenting how their investments and activities influence the economic landscape of their states and regions. SSTI has selected a few recent state reports as examples of impact assessment, each identifying and utilizing certain measurements to help them tell their story. Their approaches may be of interest to other TBED organizations looking to gauge and share their impact with others.
State venture capital programs are an integral part of many state’s technology-based economic development portfolio. These programs can strategically target state investments towards promising high-tech companies at the critical early stages of business development and in areas where private capital is scarce. Venture programs, however, are not always easy to implement. By definition, they require a large fund of investment capital and sufficient manpower to assist and monitor their portfolio companies.
Included within the NSF’s National Patterns of R&D Resources series is data detailing the amount of each state’s total R&D expenditures and gross state product (GSP). Total R&D is calculated by combining a state’s R&D expenditures from federal sources, colleges and universities, federally funded research and development centers, industry and other nonprofit institutions.

The Canadian Government this week released its budget for the 2008-2009 fiscal year, which includes several new TBED-related initiatives and increases in funding for a few existing programs. The government plans to leverage its relatively strong fiscal position by providing tax relief and paying down the national debt, while providing $606 million for workforce development and $440 for research over the next two years. Three states recently wrapped up their 2008 legislative sessions, resulting in the passage of operating and capital budgets for the upcoming fiscal year. State lawmakers approved funding for new and existing TBED initiatives aimed at diversifying the states' economies through increased investments in energy programs, higher education research initiatives and science, technology, engineering and mathematics (STEM) fields.
South Dakota
Earlier this month, three universities - Stanford University, the University of Texas at Austin and the University of California, Berkeley - announced partnerships with the King Abdullah University of Science and Technology (KAUST), a graduate-level research university set to open in Saudi Arabia by September 2009. Each of the U.S.-based universities will assist with the development of the following initiatives within specific academic fields of study at KAUST:
The presence of "surrogate universities" - that is, nonacademic institutions able to attract a skilled workforce, produce marketable innovations and cultivate local entrepreneurship - have greatly influenced the growth of the tech-based economy of Boise and Idaho's Treasure Valley. Furthermore, distinctions in these surrogates' culture, innovation model and marketable products may help to explain the development of new technology firms in the metro area.
The U.S. Department of Homeland Security (DHS) recently announced the recipient universities to conduct security research through five new Centers of Excellence. These centers will develop new technologies to prevent natural and man-made disasters, improve government response to such crises and monitor the nation's shores and borders.
State universities and research programs depend on public support to develop and commercialize new technologies, but the actual science involved in these discoveries can seem intimidating and arcane to the layman. How then should a state go about engaging the public in scientific research?
Over the last 10 years, the State of Maine has invested more than $296 million into R&D – an impressive figure for a state with an average population over the decade of just over 1.3 million people. In approving a mid-decade injection of funds, the state’s legislature skeptically or wisely asked the executive branch to periodically conduct independent assessments of whether or not the investment is worthwhile.
