Dr. Rita R. Colwell, the current President of the University of Maryland Biotechnology Institute and former President of the American Association for the Advancement of Science (AAAS) and a former member of the National Science Board, has been nominated by President Clinton to serve as the next deputy director of the National Science Foundation.
Dr. Walter Plosila has joined Battelle Memorial Institute as Vice President, Public Technology Management. He served most recently as the executive director of the North Carolina Alliance for Competitive Technologies (NC ACTs).
Joseph Magno, the executive director of the New York State Science and Technology Foundation, has resigned his position. He has accepted a position with the State University of New York Research Foundation.
Dr. Robert Center has retired. Dr. Center was the executive director of the Washington Technology Center.
Former Ohio Governor Richard F. Celeste was sworn in as the United States Ambassador to India last week. Celeste has been a leader in the field of technology-based economic development for the last 15 years. While governor, Celeste established Ohio's Thomas Edison Program.
Two manufacturers - one for a second time - and two service firms have received the Malcolm Baldrige National Quality Award for their achievements in quality and business performance. The 1997 awards, announced by the Department of Commerce on October 15, went to 3M Dental Products Division, St. Paul, MN (manufacturing); Solectron Corp., Milpitas, CA (manufacturing); Merrill Lynch Credit Corp., Jacksonville, FL (service); and Xerox Business Services, Rochester, NY (service). Eight industry and economic development leaders have been appointed to serve on the newly created Manufacturing Extension Partnership National Advisory Board. Meeting three times a year, the board will provide advice on MEP programs, plans and policies. The board will summarize its findings and recommendations to the Secretary of Commerce in an annual report.

Ohio Governor George V. Voinovich, began his term as the National Governors' Association (NGA) Chairman at the association's annual meeting in Las Vegas this week. He succeeded Nevada Governor Bill Miller.
Governor Tom Carper, a Democrat from Delaware, has been chosen as the Association's Vice-Chairman. Governor Carper will become Chairman of NGA next summer when Governor Voinovich's term expires.

Richard Bendis, president and chief executive officer of the Kansas Technology Enterprise Corporation (KTEC), has accepted an offer to lead the newly created Innovation Philadelphia Corporation. Mr. Bendis has been involved with KTEC since the organization was created in 1987. He was appointed to the KTEC board of directors by the Governor and served as the board’s first chairman. Mr. Bendis served as interim president in 1994 before being named president in 1995.
The Australian Government has enacted new rules to attract international private equity investment in the country’s venture capital community. The rules introduce tax concessions for international investors, including university endowment funds and venture capital fund-to-fund vehicles. The rules will treat these investors in the same way as pension funds, exempting them from capital gains tax on their Australian investments.
